Mr. Nguyen Hoang Tue - General Director of THADICO said that THACO is implementing many projects in Chu Lai to develop a new generation multi-industry industrial ecosystem including: Automobile manufacturing and assembly center; Mechanical manufacturing and supporting industry center; Transportation and logistics center; Agricultural and forestry processing center; Urban area and social infrastructure; Trade - service center.
At the same time, THACO focuses on developing a multi-purpose international logistics center specializing in containers in Chu Lai, including roads connecting routes from Northern Cambodia, Southern Laos, Central Highlands, Quang Nam and neighboring areas to Chu Lai international port.
According to the report of THACO Group, this unit proposed to invest in 4 projects: Cua Lo channel project, the road connecting the Vietnam - Korea Industrial Park to Vo Chi Cong road, the duty-free zone - Tam Hoa port (797ha), Tam Hoa - Tam Tien urban area (1,755ha); Chu Lai urban area project (phase 1 - 188ha); Expanded automobile mechanical industrial park project (115ha); Long Thanh Tay complex, tourism and resort project (32ha).
For the Cua Lo channel project, the road connecting the Viet - Han Industrial Park to Vo Chi Cong Street, the duty-free zone - Tam Hoa Port and Tam Hoa - Tam Tien Urban Area, THACO proposed the Provincial People's Committee to study and invest in a synchronous system of channels and Chu Lai logistics center including Cua Lo channel; duty-free zone, Tam Hoa Port and the main axis road of Viet - Han Industrial Park - Tam Hoa - Tam Tien Urban Area under the form of BT contract with a total estimated investment of about 7,200 billion VND. At the same time, it proposed to report to the Prime Minister to accept the policy of assigning the People's Council of Quang Nam province as the competent authority to decide on the project investment policy.
For the expanded automobile mechanical industrial park project with a total investment of VND 1,248 billion, THACO Group proposed that the Provincial People's Committee soon approve the 1/2000 scale zoning plan of Bac Chu Lai Industrial Park, and at the same time adjust the Nui Thanh District Land Use Plan to 2030 and the Nui Thanh District Land Use Plan to 2025 to ensure sufficient allocation of industrial park land use targets for the project.
On April 20, 2022, THACO sent a document to the Provincial People's Committee requesting approval of the investor's policy to study the Long Thanh Tay Complex, Tourism and Resort Project in Tam Hai Commune (Nui Thanh). To ensure safety during the construction and exploitation of the Luong Cua Lo route, THACO proposed that the Provincial People's Committee allow this unit to study and invest in the Long Thanh Tay Resort Complex project with an area of 32 hectares.
At the meeting, representatives of THACO Group also informed about the implementation status of the projects: Project to dredge and increase the depth of Ky Ha channel to a depth of -9.3mHD; Existing Automobile Mechanical Industrial Park Project; THACO Chu Lai Industrial Park Project. In which, THACO proposed that the People's Committee of Nui Thanh district soon complete the relocation of fishing nets and traps before March 5 to ensure the progress of the Ky Ha channel dredging project; proposed that the Provincial People's Committee speed up the procedures for determining specific land prices to calculate land rental fees for an area of 4.9 hectares for the existing Automobile Mechanical Industrial Park project.
For the THACO Chu Lai Industrial Park project, the investor proposed to accelerate the handover of the N2 route before March 15, 2025 to replace the existing DH3 route to serve the people and hand over the remaining land area of the project, including 59 hectares, for THACO to construct technical infrastructure systems including traffic works, drainage, and wastewater treatment.
Mr. Tran Ba Duong - Chairman of the Board of Directors of THACO said that if Quang Nam has a container center with import prices equal to those of the two ends of the country, it will attract many investors to Chu Lai. This project can be said to create a breakthrough for the Chu Lai - Quang Nam area. This project is very large but also very difficult, so the Chairman of THACO Group hopes that the provincial leaders will consider this a key project of the province.
For THACO, this is a passionate project, demonstrating THACO's mission in Chu Lai. Recently, THACO invested 60 million USD to build 2 large-capacity ships connecting Chu Lai with Shanghai (China) to European countries. This is considered a pioneering action, anticipating the Cua Lo channel project and we hope that the provincial leaders will create favorable conditions to support.

Comrade Le Tri Thanh - Chairman of the Vietnam Fatherland Front Committee of the province said that for the Cua Lo channel project, the road connecting the Viet - Han Industrial Park to Vo Chi Cong Street, the duty-free zone - Tam Hoa Port under the BT - build and transfer investment form is not feasible. Because the project's capital recovery time is very long and when handed over to the State for management, there is not enough funding for maintenance, dredging and maintenance. Therefore, comrade Le Tri Thanh requested the provincial departments and investors to clearly identify this issue.
"In addition to the above projects, THACO also needs to further study the establishment of a mechanical and supporting industry center according to the provincial planning. Propose a plan to attract businesses to participate in the production chain. Speaking at the meeting, Chairman of the Provincial People's Committee Le Van Dung highly appreciated THACO's activeness in implementing and researching investment projects in Quang Nam in recent years. At the same time, he acknowledged the very fast progress of the construction of Cua Lo channel by THACO Group, believing that it will be completed by April 2024. Recently, the Provincial People's Committee has established a Working Group led by Mr. Ho Quang Buu - Vice Chairman of the Provincial People's Committee, directly meeting and directing the handling of many issues.
The Provincial People's Committee and provincial departments have been making efforts to accelerate the implementation of THACO projects, especially site clearance, in compliance with the law but with a spirit of urgency.

Accordingly, the Provincial Party Secretary requested agencies, units, and localities to assign specific responsibilities, closely follow each project and each task, focus on listening to relevant parties to have timely opinions and instructions, especially for Nui Thanh locality.
"The Provincial People's Committee also regularly exchanges with THACO to listen to and resolve arising issues and problems such as site clearance, approval of specific land prices, public land and some regional planning of the province. The Provincial Party Committee Standing Committee will also be ready to accompany the Provincial People's Committee to focus on solving these problems" - the Provincial Party Secretary emphasized.
In addition, it is necessary to focus on directing detailed zoning plans, for example, North Chu Lai, Duty Free Zone, Logistics Center. With the Cua Lo channel project, it is necessary to re-study the investment form, and work with central agencies to receive suggestions. Consider the option that if this is determined to be a dedicated channel, it will be handed over to the investor for construction, exploitation, use, dredging and maintenance.
In addition, the THACO Chu Lai Industrial Park Project of 451 hectares is also particularly important, so it is recommended that the Provincial People's Committee, relevant agencies and Nui Thanh district be more determined in site clearance and compensation plans for the area with determined prices.
