Prime Minister Pham Minh Chinh believes that in 2024, the Planning and Investment sector will continue to promote the achieved results; strive to excellently complete the tasks assigned by the Party, State and People, achieving higher results than in 2023.

Perform well the role of strategic level advisory agency

On January 11, at the National Innovation Center (NIC), Hoa Lac Hi-Tech Park (Hanoi), Prime Minister Pham Minh Chinh attended the national online conference to review the work in 2023 and deploy tasks in 2024 of the Ministry of Planning and Investment. Also attending the conference were Deputy Prime Minister Le Minh Khai and Minister of Planning and Investment Nguyen Chi Dung.

Reviewing the outstanding results in 2023 and recent years of the industry, Minister Nguyen Chi Dung emphasized the development of a new mindset and a new strategic vision for development, in line with the country's new position and strength, increasingly meeting practical requirements. For example, in public investment, efforts have been made to overcome the situation of scattered, fragmented, divided investment and local interests to concentrate investment resources on large projects, highways, inter-regional and coastal roads... for the country's infrastructure breakthrough.

The Ministry has submitted to the National Assembly through 3 Sessions to promulgate the Law on Planning. Cutting down more than 20,000 previous plans to 111 plans under the national planning system and 39 technical and specialized plans; from 50 provincial-level sectoral plans integrated into 01 single provincial plan. Thereby, overcoming the situation of fragmented and local management, reorganizing the development space of sectors and localities; effectively applying the market mechanism to eliminate more than 3,000 product plans of all kinds, helping to eliminate thousands of business conditions and sub-licenses.

Completing the basic goal of submitting and approving plans in 2023 will create new space and new growth drivers, and at the same time serve as a legal basis for ministries, branches and localities to prioritize attracting investment and allocating resources for the development of industries, sectors and localities in the medium and long term.

State planning and management work has changed its thinking dramatically, increasing decentralization and decentralization, focusing on researching major issues of the country at the macro level, such as strategies, planning, schemes, institutions, new economic models, etc.

Implementing 03 strategic breakthroughs has achieved many clear results. Promoting decentralization and delegation of power associated with resource allocation, creating conditions for sectors and localities to promote initiative and flexibility in implementation, in accordance with the context, situation and practical requirements.

Along with the achieved results, Minister Nguyen Chi Dung also raised key issues and challenges in the strategic advisory work of the industry in the coming time. In particular, he emphasized the need to continue to consolidate and promote the strategic vision of development, the thinking of innovation and new reforms, in line with the new context of the world, the country, each industry, field and each locality. According to Minister Nguyen Chi Dung, this is the fundamental factor, the root of all policies to consolidate and unleash internal strength, and take advantage of external strength to help us move faster and more sustainably.

More positive, stronger, more effective in 2024

Speaking at the conference, Prime Minister Pham Minh Chinh affirmed that among the country's overall results and achievements in 2023, it is impossible not to mention the contributions of the industry, the Ministry of Planning and Investment - the general staff agency with a particularly important position and role, including silent contributions but with great impact, high spread and long-term effectiveness.

The Prime Minister assessed that in 2023, the Ministry of Planning and Investment had successfully completed a large amount of comprehensive work in all areas according to its functions, tasks, and powers, closely and effectively coordinating with relevant levels, sectors, agencies, units, and international partners.

In particular, the Ministry of Planning and Investment has performed well the role of a strategic advisory agency, a focal agency, and a macroeconomic management and coordination agency. The work of perfecting institutions and policy mechanisms continues to be focused on, and implementation is accelerated, especially mechanisms and policies to promote innovation and remove difficulties and obstacles.

Regarding planning work, the Prime Minister assessed that planning is difficult, requiring innovative thinking, strategic vision, pointing out and maximizing the potential differences, outstanding opportunities, competitive advantages, resolving difficulties and challenges of the country and localities. 2023 can be considered the year of planning. Planning work has had a clear change in thinking and action, meeting progress and quality, with new thinking, new vision, new opportunities, bringing new values.

The Ministry has submitted to the National Assembly and the Government the Resolution on the national master plan for the 2021-2030 period and the Implementation Plan. 109/111 plans have completed the preparation, appraisal and approval; actively implemented the Politburo's resolutions on the development of 6 socio-economic regions; established and promoted the role of regional coordination councils.

Disbursement of public investment capital is a bright spot, being implemented vigorously in conjunction with removing difficulties, strengthening inspection and supervision. As a result, the progress of public investment capital disbursement has improved significantly each month and each quarter; the disbursement rate of public investment capital in 2023 is estimated at about 95%, higher than in 2022 (91.42%).

The Ministry of Planning and Investment has made positive contributions to improving the business investment environment, developing enterprises and attracting foreign investment. Along with that, innovation and creative startups have developed strongly, shaping the innovation ecosystem in Vietnam. With the spirit of self-reliance, the Ministry has inaugurated the National Innovation Center (NIC) and attracted 41 investment funds to commit to investing 1.5 billion USD in the 3 years 2023-2025...

In addition to the achieved results, the work of the Science and Technology sector still has some shortcomings and limitations, in which the Prime Minister noted that policy responses need to be more timely and effective; strategic advisory work needs to be based on data and follow the situation more closely; and deeper and more thorough research on total demand and total supply in the world...

The Prime Minister emphasized that 2024 is a breakthrough year, of special importance in the successful implementation of the 5-year Plan 2021-2025. The Ministry of Planning and Investment needs to perform well its assigned duties and tasks, maximize its role as a general staff agency, promote the achieved results, prepare its mindset, respond with policies and resources with the forecast that the situation will continue to be difficult and may be more difficult than in 2023, and work more actively, strongly and effectively in 2024.

Regarding specific tasks, the Prime Minister assigned a number of key tasks:

First, continue to make greater efforts in planning and macroeconomic coordination. Closely coordinate with ministries and branches in macroeconomic coordination.

Second, perfecting institutions, mechanisms and policies to resolutely, synchronously and effectively implement three strategic breakthroughs (institutions, infrastructure, human resources); mobilizing and effectively using resources for investment in national development, especially policies for innovation.

Third, focus on effectively and substantially restructuring the economy in conjunction with growth model innovation, research, consulting on implementation, and promoting new economic models and sectors, such as semiconductors, hydrogen, renewable energy, green transformation, digital transformation, circular economy, sharing economy, and doing a good job of training high-quality human resources for the semiconductor industry...

Fourth, promote national digital transformation; promote administrative procedure reform, improve the investment and business environment, increase publicity and transparency. Promote decentralization, decentralization, combat the "request-grant" mechanism along with appropriate resource allocation, improve enforcement capacity and strengthen inspection and supervision.

Fifth, promote innovation, creative startups and business development.

Sixth, do a good job of international economic integration, promote attracting foreign investment and external resources.

Seventh, perform well the tasks of the Standing Committee of the Socio-Economic Subcommittee to develop a Report on the implementation results of the 5-year Socio-Economic Development Plan 2021-2025, the 10-year Socio-Economic Development Strategy 2021-2030; develop a 5-year Socio-Economic Development Plan 2026-2030 to submit to the 14th National Party Congress.

Eighth, attach importance to and do well the work of Party building, improve the leadership capacity and fighting strength of Party organizations and Party members; build a streamlined, effective and efficient apparatus, streamline the payroll associated with restructuring and improving the quality of the staff; resolutely fight against corruption, waste and negativity...

With a rich tradition and new spirit and determination, the Prime Minister believes that the collective leadership, cadres, civil servants, public employees and workers of the science and technology sector will continue to promote the achieved results; strive to overcome difficulties and challenges; strive to excellently complete the tasks assigned by the Party, State and People, achieving higher results than in 2023.
