On the afternoon of March 6, at the Meeting with the local business community in 2025, Chairman of the Ho Chi Minh City People's Committee - Nguyen Van Duoc affirmed that the city's leaders always want to create conditions to improve the investment environment, remove obstacles and bottlenecks to support business development.

The city wishes to listen to businesses discuss and propose solutions to continue to promote improvements in the investment, production and business environment, creating conditions for the business community to contribute more to the city's development process.
During this meeting, businesses boldly raised the difficulties they are facing and "ordered" the city government specific solutions to improve the business environment.
Representing the city's businesses, Mr. Nguyen Ngoc Hoa, Chairman of the Ho Chi Minh City Business Association (HUBA), said that the city needs to improve administrative procedures, which is a difficult problem that directly affects the operations of the business community. The authorities need to change the way they issue documents. Before issuing policies, the authorities often wait to collect enough opinions from each relevant unit, so they should set a time frame for comments. If the relevant unit does not respond by the deadline, the presiding agency is allowed to issue the document without waiting any longer. This will help significantly shorten the time for processing procedures, avoiding delays and causing difficulties for businesses.
In addition, currently, many state-owned enterprises have not been equitized, have not put projects and land funds into operation, the City needs to have a mechanism to remove obstacles to put these resources into operation, contributing to economic development. The City needs to activate new resources, apply technology to development to create a boost in economic development with breakthrough policies in attracting investment, encouraging businesses to invest in technology, and at the same time create a flexible mechanism for them to be able to lease or transfer technology applications.
“The city must create conditions for domestic enterprises to participate in public investment projects. It is necessary to create conditions for domestic enterprises with sufficient capacity to directly participate in large projects, or become satellites to support key investment projects. This will not only help domestic enterprises develop but also create momentum for the economy, promoting sustainable growth for Ho Chi Minh City,” Mr. Hoa proposed.

The representative ofSun Group Corporation also proposed: in the short term, the city needs to focus on reforming administrative procedures. Specifically, it is necessary to classify all the problems; There are legal documents up to 95%, the remaining 5% only need a short time to be processed but there are many problems so it must be focused on. After that, the city needs to resolve the problems of 50 - 70%.
“Preparing to celebrate the 50th anniversary of national reunification, Ho Chi Minh City needs to launch a movement for each department and agency to start working immediately. The city should apply Resolution 98 to promote a number of breakthrough policies, remove obstacles for projects and take steps to reform, and have people who dare to think and dare to do,” said a representative of Sun Group.
On the foreign business side, Mr. Travis Mitchell, Executive Director of AmCham in Vietnam, said that US businesses are particularly interested in improving the quality of human resources in Vietnam. In order for the economy of Ho Chi Minh City in particular and Vietnam in general to accelerate development, the US business community recommends that there should be a clear communication channel to receive timely information and help resolve arising difficulties. Without a suitable support mechanism, businesses will encounter problems and not know who to contact to resolve them, affecting business operations. The issue of transparency in policy decisions of authorities also needs to be improved. And it is necessary to focus on infrastructure development. Currently, many businesses have financial potential and are very interested in the Ho Chi Minh City market, but they have not boldly invested due to concerns about transport infrastructure, seaports, airports and administrative issues.
Ho Chi Minh City leaders acknowledged the frank comments at the conference and considered this an important basis for perfecting the management policy. Chairman of Ho Chi Minh City People's Committee Nguyen Van Duoc emphasized that in the context of many economic challenges, the city government wishes to cooperate more closely with the business community to find effective solutions.
