On the afternoon of March 10, Prime Minister Pham Minh Chinh - Head of the Central Steering Committee for the elimination of temporary and dilapidated houses nationwide chaired the 3rd meeting of the Steering Committee.

The meeting took place at the Government Headquarters and was connected online to the headquarters of the People's Committees of provinces and centrally run cities.

Also attending the meeting at the Government Headquarters were Permanent Deputy Prime Minister Nguyen Hoa Binh - Deputy Head of the Steering Committee; Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien, Deputy Head of the Steering Committee; representatives of relevant ministries, branches and agencies.

Supported the removal of 121,638/223,164 temporary and dilapidated houses

Speaking at the opening of the meeting, Prime Minister Pham Minh Chinh said that at the second meeting more than a month ago, the Steering Committee agreed on the implementation direction for 2025 and assigned specific tasks to members, ministries, agencies and localities. Immediately after the meeting, the Standing Committee of the Steering Committee and the ministries completed 4 guiding documents, including 2 important contents: Criteria for temporary and dilapidated houses guided by the Ministry of Construction; tax deduction for the cost of eliminating temporary and dilapidated houses guided by the Ministry of Finance.

Accordingly, the Government issued Resolution No. 45/NQ-CP dated March 7, 2025 on the plan to allocate and use the 5% savings in regular expenditure in 2024 to support the elimination of temporary and dilapidated houses for poor and near-poor households. Since March 1, the political system has been operating under a new apparatus and newly established agencies have immediately started working, without any delay. Central and local ministries, agencies have focused on mobilizing resources, organizing effective implementation and achieving many practical results in the program to eliminate temporary and dilapidated houses.

Emphasizing that 2025 is a year with many major holidays, important anniversaries, and important events, Prime Minister Pham Minh Chinh said that the Party and State wish to have a "gift" for the people, especially the poor, the disadvantaged, people in remote areas, and ethnic minorities with the spirit of settling down before starting a career.

According to Prime Minister Pham Minh Chinh, we have recently launched a movement to accelerate the implementation of the program to eliminate temporary and dilapidated houses nationwide in 2025. From now until the end of this year, there are about 280 days left. To complete the goal by October 31, 2025, localities will basically complete the elimination of temporary and dilapidated houses, which is only about 220 days. Up to now, the whole country has supported 121,638/223,164 houses (reaching more than 54%); of which more than 65,000 houses have been inaugurated; more than 56,000 houses have been newly constructed; from now until the end of the year, more than 101,000 houses must be completed in a very short time, on average, the whole country must eliminate 459 houses per day, each locality must eliminate 8 houses per day.

Emphasizing that this is a heavy and difficult task, to achieve the set goals, Prime Minister Pham Minh Chinh requested great efforts, great determination, drastic and effective actions; assigning tasks according to the spirit of 5 clear (clear people, clear work, clear results, clear progress, clear responsibilities). At the same time, promoting the spirit of whoever has something helps, whoever has a lot helps a lot, whoever has a little helps a little, whoever has merit helps merit, whoever has property helps property; must mobilize local human and property resources, the help of people, relatives, neighbors, socio-political organizations, etc.

At the meeting, Prime Minister Pham Minh Chinh asked delegates to focus on evaluating the results, difficulties, lessons learned in directing, operating, allocating and mobilizing resources, good practices, good examples, proposing tasks and solutions to maintain momentum, maintain rhythm, spirit, and progress of the movement, deploy the upcoming program more effectively, complete the set goals, and practically welcome Party Congresses at all levels towards the 14th National Party Congress.

Reporting on the results of the implementation of the elimination of temporary and dilapidated houses nationwide, Minister of Ethnic Minorities and Religions Dao Ngoc Dung said that according to the data reported by localities on the software updated by the end of March 6, 2025, 36 localities have launched the campaign in their areas, mobilizing 2,690 billion VND. The whole country has supported the elimination of temporary and dilapidated houses of 121,638/223,146 houses (of which 65,564 houses have been inaugurated and 56,074 new houses have been started).

Of which, housing support for people with revolutionary contributions is 10,338 units (the number of houses completed is 5,131; the number of houses under construction is 5,207); Housing support under the two national target programs is 57,664 units (31,596 houses completed, 26,068 houses under construction); Housing support under the Program to eliminate temporary and dilapidated houses is 53,636 units (the number of houses completed is 28,837, 24,799 houses under construction). From now until December 31, 2025, according to the registration of localities, 101,508 units need to be completed.

To date, 22 agencies and units have transferred 2,230/3,464 billion VND according to the resource mobilization plan in the Program launched on October 5, 2024 (reaching 64.4%). The remaining agencies, units and organizations have planned to complete the transfer of support funds in the second quarter of 2025 so that localities can organize the implementation of the work of eliminating temporary and dilapidated houses as planned.

According to Deputy Minister of Construction Nguyen Van Sinh, in carrying out the tasks of the Ministry of Construction related to the elimination of temporary and dilapidated houses, the Ministry has issued guidelines on criteria for determining temporary and dilapidated houses as a basis for determining support beneficiaries, which were completed in January 2025. At the same time, it has guided localities to study and design a number of typical houses, ensuring technical requirements, quality, efficiency, and suitability with the culture and customs of each locality.

Regarding housing for people with meritorious services, the Ministry of Construction has advised the Prime Minister to issue Decision No. 21/2024/QD-TTg dated November 22, 2024 on the level of support for new construction or renovation and repair of housing for people with meritorious services to the revolution, relatives of martyrs and the rate of allocation of support capital from the central budget, the rate of counterpart support capital from the local budget for the period 2023 - 2025:

Support level: For new house construction, it is 60,000,000 VND/household and for house renovation and repair, it is 30,000,000 VND/household. Regarding support capital sources: Central budget (from regular expenditure sources) and local budget.

Synthesizing reports from provinces and centrally run cities, on January 24, 2025, the Ministry of Construction issued Document No. 454/BXD-QLN to the Ministry of Finance on data on meritorious people, according to which there are 50,440 households in need of housing support (including 21,501 newly built households and 28,939 repaired households); corresponding to the central budget support of 1,939.638 billion VND and the local budget support of 218.592 billion VND...

Strive to complete the goal of eliminating temporary and dilapidated houses by October 31, 2025

In his concluding remarks, on behalf of the Steering Committee, Prime Minister Pham Minh Chinh acknowledged, highly appreciated and commended the ministries, agencies and localities for proactively and actively implementing the proposed tasks and solutions effectively, contributing to the initial positive and important achievements of the Program.

Along with that, Prime Minister Pham Minh Chinh respectfully thanked the Vietnam Fatherland Front, socio-political organizations, people's organizations, agencies in the political system at all levels, the business community and people nationwide for truly joining hands, actively responding, and making important contributions to the overall results of the Program.

The Prime Minister stated that the reasons for the results achieved were thanks to the spirit of great national unity, the fine traditions of our nation, which are promoted more strongly in difficult and challenging situations; the correct policies of the Central Committee, the Politburo, the Secretariat, the Party, State, Government, and Prime Minister; the participation of the entire political system and the Vietnam Fatherland Front; the drastic, timely, and effective direction and management of the Steering Committee; the support and active participation of the business community and all classes of people; and the proactiveness, positivity, flexibility, and creativity of ministries, agencies, and localities.

Regarding lessons learned, Prime Minister Pham Minh Chinh emphasized that Party committees, authorities, and the Fatherland Front at all levels need to promote the spirit of great national solidarity in agencies and localities with the spirit: whoever has something helps, whoever has little helps little, whoever has a lot helps a lot, whoever has property helps property, whoever has money helps money, whoever has merit helps merit; mobilize the participation of the entire political system, the business community, and the people of the whole country, and promote the responsibility of Party committees and leaders in carrying out the task of eliminating temporary and dilapidated houses.

Emphasizing that the completion of the elimination of temporary and dilapidated houses is a particularly important political task, Prime Minister Pham Minh Chinh suggested that it is necessary to strengthen information and propaganda work, create motivation and inspiration for everyone to support, share, and join hands in implementing the Program with the spirit of "leaving no one behind"; only discuss action, not retreat...

In addition, Prime Minister Pham Minh Chinh requested Ministers, Heads of sectors, Secretaries, Chairmen of People's Committees of provinces and centrally-run cities, Party committees and authorities at all levels to promote a sense of responsibility before the Party, State and People, especially focus on leadership and direction to successfully implement the set goal of eliminating all temporary and dilapidated houses nationwide, striving to complete by October 31, 2025.
