The Standing Committee of the Ho Chi Minh City Party Committee has agreed to invest in the construction of metro line 2 (Ben Thanh - Tham Luong) using state budget capital, instead of using ODA loans.

Metro line No. 2 Ben Thanh - Tham Luong is over 11km long, passing through 6 districts: 1, 3, 10, 12, Tan Binh, Tan Phu, with a total of 9 underground stations and 1 elevated station.
The city will continue to implement metro line 2 project using budget capital, and at the same time expand the scale of the project with a synchronous connection project between metro line 1 (Ben Thanh - Suoi Tien) and metro line 2 at Ben Thanh central station.
Metro Line 2 was approved in 2010 with an initial total investment of 1.3 billion USD (about 26,000 billion VND). By 2019, the total investment increased to nearly 2.1 billion USD (equivalent to 47,900 billion VND), of which ODA loans accounted for the majority (37,487 billion VND) from 3 main sponsors: Asian Development Bank (ADB), German Reconstruction Bank (KfW) and European Investment Bank (EIB).
However, the ODA loan plan encountered many obstacles due to changes in funding conditions and procedures from the sponsors. After working with the Ho Chi Minh City People's Committee, the above sponsors agreed not to continue funding the CS2B package as well as the entire metro line 2 project.
In February 2025, the National Assembly issued Resolution 188 allowing Ho Chi Minh City and Hanoi to pilot a number of special mechanisms and policies to develop the urban railway system. On that basis, Ho Chi Minh City aims to simultaneously invest in 7 metro lines with a total length of 355km from now until 2035, aiming for a public passenger transport rate that meets 40-50% of travel needs.
Metro Line 2 will be the first project to apply these special mechanisms. Ho Chi Minh City aims to approve the feasibility study report in September 2025, organize contractor selection in October and start construction in December 2025.

One of the important advantages helping to speed up progress is that site clearance work has been completed 99.83%, while technical infrastructure relocation is expected to be completed in the third quarter of 2025.
Metro Line 2 is expected to be completed and put into operation in 2030. When put into operation, Metro Line 2 will connect directly with Metro Line 1 at Ben Thanh Station and connect with other metro lines in the future, helping people move conveniently along the East-West axis, reducing traffic pressure for the central area of Ho Chi Minh City.
The Standing Committee of the Ho Chi Minh City Party Committee assigned the Party Committee of the City People's Committee and the leaders of the City People's Committee to direct the Urban Railway Management Board to coordinate with relevant departments, branches and units to urgently implement the project according to specific mechanisms and policies, especially according to Resolution 188 of the National Assembly and related regulations.
