Prime Minister requests urgent investigation into coffee shop arson case that killed 11 people in Hanoi
Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 136 dated December 19 regarding the case of arson at a coffee shop in Co Nhue 2 Ward, Bac Tu Liem District, Hanoi.
Telegram sent to: Ministers of Ministries, ministerial-level agencies, Chairman of Hanoi People's Committee and Chairmen of People's Committees of provinces and centrally run cities.
The dispatch stated that at around 11 p.m. on December 18, a fire broke out at a coffee shop in Co Nhue 2 Ward, Bac Tu Liem District, Hanoi, causing extremely serious consequences, injuring and killing many people.
On behalf of the Government, Prime Minister Pham Minh Chinh sent his condolences to the relatives and families of the victims.
The Prime Minister requested the Minister of Public Security to direct functional forces to coordinate with the Hanoi People's Committee to focus on overcoming the consequences; urgently investigate the case, and strictly handle violators according to the provisions of the law for deterrence and prevention.
The Prime Minister assigned the Hanoi People's Committee to direct the organization of thoughtful visits, timely encouragement, material and spiritual support, and create the best conditions to help the victims' families and treat the injured victims in the fire.
The Ministry of Health directed medical facilities to create the best conditions to treat people injured in the fire.
Deputy Prime Minister Le Thanh Long and Chairman of Hanoi People's Committee Tran Sy Thanh inspected the scene of the fire at a coffee shop on Pham Van Dong Street.
The Minister of Public Security and Chairmen of People's Committees of provinces and centrally run cities continue to strictly implement the Prime Minister's instructions on fire prevention and fighting, especially Directive No. 01 dated January 3, 2023 on strengthening fire prevention and fighting in the new situation; Directive No. 19 dated June 24, 2024 on strengthening fire prevention and fighting in multi-storey houses, multi-apartment houses, individual houses combined with production and business; strengthen propaganda, guidance and rectification of compliance with regulations on fire prevention and fighting safety at constructions, facilities and crowded places during the upcoming holidays and Tet.
The police of all units and localities continue to seriously and effectively implement the Party and State's directives in ensuring security, order, preventing and combating crimes and law violations; step up attacks and suppression of all types of crimes, and sweep away social evils; strengthen propaganda, education and crime prevention, especially crimes arising from conflicts and crimes that disturb public order during the upcoming Tet holiday...
The Government Office coordinates with the Ministry of Public Security and the Hanoi People's Committee to regularly monitor, urge and report to the Prime Minister the results of the implementation of this Official Dispatch.
On the morning of December 19, the Investigation Police Agency of Hanoi City Police issued a Decision to prosecute the case of "Murder" and prosecute Cao Van Hung (born in 1973, residing in Dai Mach commune, Dong Anh district, Hanoi) to investigate and handle the act of burning down a coffee shop (used as a "singing for each other" shop) at 258 Pham Van Dong street, Bac Tu Liem district on the night of December 18, causing 11 deaths.
At the police station, Hung initially confessed that he went to the cafe to drink beer and then had a conflict with the cafe staff, so he bought gasoline and poured it on the first floor of the cafe (where there were many motorbikes) and set it on fire; when he saw the fire, Hung left. According to the police, Hung had two previous convictions for robbery and theft.
