
Reporting to the Prime Minister at the meeting, Vietnamese Ambassador to Korea Vu Ho said that there are currently 280,000 people of Vietnamese origin living, studying and working in Korea. The Vietnamese community is very interested and always wants to contribute to the development of the country. Vietnamese students are studying at many prestigious schools in Korea. The community is united, supporting each other, integrating into local society, and actively contributing to promoting the image and culture of Vietnam in Korea.
The Embassy has actively fulfilled the tasks assigned by the Party and the State, especially contributing to the strong development of the Vietnam-Korea relationship; becoming a common home for the community, associations, and business communities of both sides. The Embassy has also done a good job of protecting citizens, paying attention to resolving matters related to the Vietnamese community in Korea.
At the meeting, Ms. Huynh Thi Thai, an overseas Vietnamese in Korea, the oldest person living and working in Korea for 50 years, expressed her joy and emotion to meet the Prime Minister and the high-ranking delegation of Vietnam; proud of the developing country of Vietnam. She said that the position of Vietnamese people in Korea is not like it is now; after the two countries Vietnam and Korea established diplomatic relations in 1992, the position of Vietnamese people has been raised and she is very proud to be Vietnamese. Every day, she follows the news of Vietnam, happy about the country's development achievements; despite her old age and poor health, she still brings her family back to visit the Fatherland twice a year.
Ms. Le Nguyen Minh Phuong, President of the General Association of Vietnamese People in Korea, said that by April 30, 2024, there were a total of more than 297,000 people, of which more than 85,000 were international students, and about 80,000 Vietnamese people had acquired Korean citizenship. There is also a community of Vietnamese origin such as the Ly Hoa Son family, who have made many contributions to the Vietnamese community and are passionate about Vietnam. The General Association was established in 2011 and has 11 local branches from north to south, supporting the community in mutual love and support, with many practical activities towards the Fatherland; actively supporting the Vietnamese community, with activities so that Vietnamese people living here are always proud to be Vietnamese, preserving Vietnamese culture...
Ms. Le Nguyen Minh Phuong also presented and proposed to the Government, the Prime Minister, ministries and branches a number of solutions to create more favorable conditions for the Vietnamese community in Korea, and at the same time, to enable them to contribute more to their homeland and country.

Ms. Do Ngoc Luyen, Head of the Rich People's Club - an organization of the community aiming at legitimate enrichment, emotional wealth, love for the homeland, expressed her desire to build the Vietnamese Village Project to contribute to promoting culture, preserving Vietnamese culture and roots, helping Vietnamese children to be proud of their country... She said that the Korean Government is very active in supporting this project; therefore, the project also hopes to receive support from the Vietnamese Government, hoping that the Prime Minister will influence the Korean Government to support this project.
Mr. Dao Tuan Hung, Chairman of the Vietnam Business Association in Korea, said that the application of scientific and technological research results into practice is important for socio-economic development. However, according to him, this application rate in Vietnam is still low and needs to be improved and made more practical. He suggested that universities should build a research department connected with businesses, allocate adequate budgets so that scientists can devote themselves to scientific research; he proposed establishing a scientific research fund to support startups, operating as a venture capital fund...

After listening to opinions, Minister of Science and Technology Huynh Thanh Dat answered the community's opinions, accordingly, in the field of innovation, the field of applying science and technology into practice in Vietnam is still low; the Government is asking the Ministry to review the obstacles and difficulties in the regulations on state management of science and technology. Therefore, the Ministry is promoting the drafting of the Law on Science and Technology, accordingly amending it in the direction of accepting risks in scientific research; actively commercializing and transferring technology in scientific research. The State has a number of support funds to support domestic scientists.
The Ministry of Science and Technology has also proposed that the Ministry of Finance allocate more funding for these funds, approaching the world model. Regarding research support, Vietnam has a policy of building strong research groups with more funding support, and can cooperate with other research groups. The Ministry is implementing a project to train research groups, which will provide funding for scientists to go abroad to find a place to work and do research. This also demonstrates the Government's determination to improve domestic scientific research capacity. Minister Huynh Thanh Dat hopes that associations, organizations, and Vietnamese scientists abroad will connect with domestic scientific research groups.
Foreign Minister Bui Thanh Son expressed his joy and emotion to meet the Vietnamese community; congratulated them, that is through working with Korean agencies because they have integrated deeply into the local society; they have preserved the Vietnamese identity, the Vietnamese language, always remembering their roots, homeland, and country; congratulated them for taking advantage of the international position, prestige, and potential that Vietnam has and will have in an increasing direction to successfully build a position and foothold in Korea. The associations of the Vietnamese community here have all taken advantage of their position, consolidating and contributing to the Vietnam-Korea relationship.

Minister of Planning and Investment Nguyen Chi Dung answered the community's opinions on a number of issues related to innovation; accordingly, the Minister said that the Ministry was assigned by the Government to establish the National Innovation Center; establish the Vietnam Innovation Network, thereby building 8 innovation networks globally, mobilizing and gathering about 2,000 Vietnamese scientists and intellectuals around the world; another task is to develop the semiconductor industry, first of all focusing on implementing the Project to train 50,000 semiconductor engineers.
Speaking, Prime Minister Pham Minh Chinh expressed his emotion at the great affection of the community towards the homeland and country; at the same time, he respectfully conveyed the greetings, wishes of good health, warm regards, and congratulations for success from General Secretary Nguyen Phu Trong to the entire community of nearly 300,000 Vietnamese people in Korea.
The Prime Minister stated that the Vietnam-Korea relationship has never been as good as it is now in all aspects of politics, diplomacy, economy, national security, culture, sports, etc. The Prime Minister recently met with Korean friends and saw the sincere feelings of their friends. When the relationship between the two countries develops comprehensively, it will create great advantages for the Vietnamese community in Korea, demonstrated through investment, labor cooperation, etc. Along with that, the Korean community in Vietnam is the fastest growing foreign community in Vietnam, forming quickly and integrating well into life. This is a symbol of the relationship between the two countries.

The Prime Minister stated that the viewpoint of our Party and State is to always consider the Vietnamese community abroad as an inseparable part of the Vietnamese nation; this has been legalized through many laws, opening up rights and benefits for Vietnamese people abroad to enjoy. During this process, Vietnamese people abroad have made great contributions to the cause of building and defending the Fatherland. The Prime Minister acknowledged the contributions of the Vietnamese community in Korea, which are integrating into the local society, stabilizing life, and developing, which are the goals of the Party and State. The Prime Minister was pleased to know that there is a Club with the aspiration to get rich, which proves that Vietnamese people, wherever they are, make no less efforts than foreigners.
The Prime Minister was pleased that in Korea, the people who came first helped those who came later; he thanked the community for their integration, contributions, and promotion of the friendly relations between the two countries. Referring to the socio-economic situation in the country, the Prime Minister emphasized the words of General Secretary Nguyen Phu Trong who affirmed that our country has never had such a foundation, potential, position, and international prestige as it does today. The Prime Minister was pleased to inform the people that in the second quarter, GDP growth reached nearly 7%; the macro economy was stable, inflation was controlled, major balances were ensured, and support and help for people and businesses to overcome difficulties...

The Prime Minister pointed out that currently, the international situation is changing, the country's situation is changing, the way of operating in the world is changing a lot, therefore, the role, position and contribution of the Vietnamese community abroad to the country is increasing. The Prime Minister emphasized that the Embassy must be a common home, always caring, putting itself in the position of the Vietnamese community in Korea to handle work, respond to the requests of the people with an emotional spirit, considering the work of the people as the work of their family, their relatives.
The Embassy needs to maintain a hotline to promptly support Vietnamese citizens, so that they always feel secure in receiving support. The Government always strictly implements policies for the Vietnamese community abroad; for some of the problems that people have raised, the Government will collect and study amendments, and at the same time recommend to the Korean Government and relevant agencies of the other side to have more favorable policies. The Government is studying and submitting amendments to a number of laws to facilitate the lives of the Vietnamese community abroad, which is beneficial to bilateral relations.
Regarding the issue of encouraging and calling on qualified and capable people to participate in scientific research, the Government will continue to conduct research to attract more scientists to contribute to the country. The Government always believes that the success of the Vietnamese community abroad, including the Vietnamese community in Korea, is the success of the country, the Party and the State, contributing to strengthening the relationship between the two countries.
