These are the new contents in the Decision approving the adjustment of the Road Network Planning for the 2021-2030 period, with a vision to 2050, which has just been signed and issued by the Prime Minister.
This morning (March 21), the Vietnam Road Administration held a national online conference with localities to announce Decision 12/2025 of the Prime Minister on adjusting the road network planning for the 2021-2030 period, with a vision to 2050.
Mr. Nguyen Van Ha, Deputy General Director of Transport Design Consulting Corporation (TEDI) - the planning consultant unit, said that in 2021, the Prime Minister issued Decision 1454 approving the road network for 2021-2030, with a vision to 2050.

Planning 1454 was issued in the context of national planning and other planning being developed simultaneously. Implementing the promulgated Planning Law, the Government requires adjustments based on updating the national master plan, local planning and sectoral planning.
The planning just approved by the Prime Minister mainly adjusts the road network, starting and ending points, main scale, and investment progress of some expressways. Other contents remain the same as Decision 1454/2021.
Accordingly, instead of investing after 2030 in planning 1454, the new planning adjusts the investment progress for 7 expressways before 2030, including: North-South Expressway West section Ngoc Hoi - Gia Nghia, Son La - Dien Bien Expressway, Bac Kan - Cao Bang Expressway, Tuyen Quang - Ha Giang Expressway, Quy Nhon - Pleiku - Le Thanh Expressway section Quy Nhon - Pleiku, Go Dau - Xa Mat Expressway, Hong Ngu - Tra Vinh Expressway section Dinh Ba - Cao Lanh border gate and An Huu - Tra Vinh section.
The Prime Minister agreed to adjust the scale of 4 routes, the sections are: North-South Expressway East section Phap Van - Phu Thu (Ha Nam), Ben Luc (Long An) - Trung Luong (Tien Giang), Can Tho - Ca Mau section and Noi Bai - Bac Ninh - Ha Long Expressway.
The North-South Expressway East section, Phap Van - Phu Thu, was adjusted to 12 lanes, and the Ring Road 4 - Phu Thu section was adjusted to 10 lanes.
The Ben Luc - Trung Luong and Ben Luc - Ring Road 4 expressways were expanded from 6 lanes to 12 lanes, and the Ring Road 4 - Trung Luong section was expanded from 6 lanes to 10 lanes.
The 124km Can Tho - Ca Mau Expressway was expanded from 4 to 6 lanes. The 146km Noi Bai - Bac Ninh - Ha Long Expressway was expanded from 4 to 6 lanes.
The Government has added two expressways to the adjusted planning: Ca Mau - Dat Mui Expressway and Quang Ngai - Kon Tum Expressway.
Mr. Nguyen Thanh Hoai, Deputy Director of the Vietnam Road Administration, said that this adjusted planning has updated a number of urgent requirements such as: Updating GDP growth targets, population size for the period 2021-2030, vision to 2050; updating orientations on development space to ensure consistency with the national master plan; contents of relevant national sectoral plans.
This revised plan also aims to supplement and upgrade the expressway system, ensure smooth connectivity, improve operational efficiency and reduce traffic congestion. In addition, develop inter-regional roads and urban beltways to optimize connectivity and support local economic development.
Along with that is the application of advanced technology in planning, managing and operating transport infrastructure, improving the quality of transport services. Optimizing the mobilization of investment resources from the state budget, ODA capital, investment in the form of PPP and socialized capital sources. Linking transport infrastructure planning with urban planning, environmental protection and sustainable development.
"The successful implementation of this adjusted planning requires close coordination among ministries, sectors, localities, businesses and the community to soon realize a modern, synchronous, safe and sustainable transport system, meeting the country's development expectations," said Mr. Hoai.
