A solid stepping stone for 2025

Looking back at 2024, the province's economy has achieved many outstanding achievements. According to the General Statistics Office, the province's GRDP growth rate reached 9.04% - the highest level in a decade. Not only that, all 20/20 main socio-economic targets were completed and exceeded the set plan. Development targets in the fields of agriculture, forestry and fishery, industry and construction, and services all increased, the economic scale exceeded 50,000 billion VND, an increase of 13% compared to 2023. The province's total budget revenue reached over 4,366 billion VND, exceeding the set target. Total social investment capital reached over 15,600 billion VND, of which public investment capital reached over 5,800 billion VND. Many large enterprises have chosen Tuyen Quang as a destination, creating strong development momentum in the fields of industry, trade, and services.

In the industrial sector, there have been significant advances, the province has 14 more industrial projects completed and put into production and business, many projects have high industrial production value, contributing large amounts to the budget. In agriculture, the province continues to promote production in the direction of goods, focusing on key products. Tourism continues to develop, the province continues to invest in tourism infrastructure at the Tan Trao National Special Relic Site, the Tan Trao Cultural Tourism Village project and promoting the Tan Trao National Special Historical Value (Flamigo Tan Trao)...; My Lam Resort Urban Area project. The province continues to implement projects, programs, and plans for tourism development, such as: Tuyen Quang Province Tourism Development Project..., contributing to economic efficiency, increasing income, creating more jobs for organizations, individuals, and businesses to achieve the goal of making tourism an important economic sector of the province.

Business production activities of enterprises in 2024 began to recover. Positive signals in the production and business situation showed that enterprises had returned to normal operations, which had a positive impact on economic recovery in the province.

Entering 2025, Tuyen Quang has many opportunities to make a breakthrough. The development orientation of the province has been specified in the national master plans, the planning of the midland and mountainous regions of the North. The potential of agriculture, forestry, processing industry and tourism is being exploited systematically, with a series of key projects being implemented such as: Provincial General Hospital, new urban areas, My Lam resort, Tuyen Quang - Ha Giang expressway. In addition, preferential investment policies, improving the business environment, along with the development of transport infrastructure will create favorable conditions to attract large capital sources from domestic and foreign enterprises. In addition, the strong development of digital transformation and technology application in economic sectors will help improve production efficiency, improve labor quality and expand product consumption markets.

Challenges on the development journey

However, along with opportunities come significant challenges. One of the major issues is the impact of merging and dissolving administrative units, creating confusion among the people and local administrative apparatus. Without good preparation, the process of restructuring the apparatus can affect the effectiveness of state management and public service provision. In addition, administrative procedures still have bottlenecks, causing difficulties for businesses and investors. Despite strong reforms, delays in granting investment licenses and site clearance still exist, requiring the province to be more drastic in reforming procedures.

The province currently has 2,837 non-state enterprises. Small and medium enterprises account for a large proportion, while financial capacity, technology and market are still limited. Some manufacturing sectors such as iron and steel, textiles, footwear, and writing paper have a tendency to decrease output compared to the previous year. On the other hand, the shortage of input materials, difficulties in accessing capital, market fluctuations and the impact of natural disasters also significantly affect the production and business activities of enterprises. Mr. Hoang Minh Son, Deputy General Director of An Hoa Paper Company, said: Currently, the exploited output is only enough to meet the raw material demand for the factory by about 80%. Enterprises have had to continuously increase the purchase price of raw materials to ensure production. However, there are more and more enterprises operating in the wood processing sector in the province, which requires the province to continue to have more fundamental solutions to support input materials for enterprises.

Along with that, enterprises operating in the fields of industrial production, trade and services account for a large proportion, but mainly focus on the fields of mining, mineral processing, small-scale petroleum trading, etc. The compliance with investment policies and laws of some enterprises is still limited, many projects are not implemented or are implemented behind schedule compared to the investment policy. In addition, attracting investment in dynamic industrial projects is still limited. Although many projects are licensed, the implementation progress is still slow, affecting the goal of sustainable economic development.

Mr. Nguyen Huu Thap, Chairman of the Provincial Business Association, said: The major barrier to the province's economic development is the difficulty in administrative procedures. All levels and sectors must be consistent with the projects approved by the Provincial Party Committee, in the direction of "only discussing, not backtracking", avoiding the situation of reconsidering policies that discourage investors. At the same time, administrative procedure reform must be implemented substantially, not causing difficulties for businesses and investors, ensuring a transparent and favorable investment environment.

Determination to act

At a time when the province is focusing on merging and streamlining the administrative apparatus, provincial leaders still take the time to organize conferences to meet and dialogue with businesses. This is not just a formal event but clearly demonstrates the government's commitment to accompanying the business community. This attention shows that businesses are always considered the core force promoting economic growth, creating jobs and contributing to the local budget. Provincial leaders not only listen but also proactively remove difficulties, introduce substantive support policies to create a favorable business environment, helping businesses develop sustainably.

At the meeting with enterprises to promote production and business on March 21, Secretary of the Provincial Party Committee Ha Thi Nga requested the Provincial People's Committee to arrange a monthly meeting to remove difficulties for enterprises in order to promptly resolve arising problems and remove "bottlenecks" and bottlenecks. Departments and branches strictly implement the 30% reduction of administrative procedures; localities pay attention to expanding the area of ​​high-quality forest land to create a stable raw material area for production and business activities of factories and enterprises. The Secretary of the Provincial Party Committee requested that departments and branches of the province must closely coordinate to resolve necessary procedures for enterprises as quickly as possible; enterprises and investors continue to stick with Tuyen Quang to develop long-term investment projects in the area.

At the regular meeting of the Provincial People's Committee in March last weekend, Chairman of the Provincial People's Committee Nguyen Van Son also requested to further strengthen the responsibility of the head, clearly define the person and the job to carry out the assigned tasks. All levels and sectors must strengthen the removal of difficulties for production and business, resolve problems related to administrative procedures, land, minerals, site clearance, promote production and business... considering this as the top priority task, the focus to achieve the growth target; speed up the disbursement of public investment capital, especially key projects. Along with that, it is necessary to speed up the progress of eliminating temporary and dilapidated houses in the province; strictly implement the progress of arranging the organization of the political system; completely resolve the current situation of shirking, avoiding, and fear of responsibility among cadres, civil servants, and public employees.

In order to achieve the target of double-digit economic growth, striving to achieve a growth rate of 10.05% compared to 2024, the Provincial Party Standing Committee issued Directive No. 10-CT/TU on promoting socio-economic development, ensuring national defense and security, building the Party and the socio-political system in 2025. The Directive has set out key tasks to ensure the successful implementation of socio-economic development goals. Specifically, the province focuses on attracting investment, improving the business environment, promoting administrative reform, and minimizing procedures that hinder businesses. At the same time, developing transport infrastructure and accelerating the progress of key projects are also identified as key tasks.

With high determination, careful preparation, synchronous solutions and the participation of the entire political system and people, Tuyen Quang is confidently entering 2025 with a new spirit, determined to successfully implement the set economic development goals, creating a solid foundation for rapid and sustainable development in the following years, contributing to the successful implementation of the Resolution of the 13th National Party Congress and the Resolution of the 17th Provincial Party Congress.


Create the fastest conditions for administrative procedures

We have 2 investment projects in Tuyen Quang province. The Erex Sakura Tuyen Quang Biomass Fuel Plant project is invested and built on an area of ​​3.3 hectares in Long Binh An Industrial Park (Tuyen Quang City) and will go into production in the second quarter of 2025 and the biomass power project is expected to start construction in 2025.

For the Erex Sakura Tuyen Quang Biomass Fuel Factory Project, the designed capacity to produce biomass pellets is 150,000 tons of products/year, wood chips is 150,000 tons of products/year, with a total investment of more than 478.8 billion VND. Currently, the factory is testing high-quality wood pellet products, the pellet products will be widely used in many fields such as fuel for thermal power plants, fuel for fireplaces, industrial incineration equipment, steam systems, drying livestock food... this project will lead the trend of green production, applying the circular economic model so that the products meet the greening requirements of the market and customers.

We hope that the biomass power project will soon be licensed for investment procedures so that we can best prepare the conditions for starting the factory in 2025. We propose that the province further promote the development of raw material areas and planted forest areas so that when we put the projects into production, the input materials will be stable. Furthermore, we also hope to link local agricultural and forestry production enterprises to develop together under the protection of the policy mechanisms of Tuyen Quang province.


Flexible production and business planning

Tuyen Quang Iron and Steel Company Limited aims to produce 280,000 tons of various types of steel by 2025, contributing about VND2,224 billion to the province's industrial production value. The plan is quite ambitious in the context of the steel industry facing many challenges, from slow domestic demand growth to pressure from global trade policies. However, the company has a comprehensive service providing "green steel" with a long life and high industrialization to serve industrial development and environmental protection. These are advantages for Tuyen Quang steel products to compete in the market.

To complete the 2025 production and business plan and maintain stable production and business, the company will focus on leading and directing flexible production, closely following the market, proactively building production plans at a safe and cautious level, minimizing risks, ensuring safe and flexible adaptation. The company's Board of Directors has reviewed and strengthened management of all stages in the production process, applied new technology, 4.0 technology to production; selectively invested in renovating each area to improve productivity and quality; maximized the advantage of being self-sufficient in part of the company's raw materials for stable production and business.


Priority should be given to building social housing and dormitories for workers.

Currently, the company is investing in building 3 wood processing factories in the province with more than 2,000 workers and building infrastructure for Thang Quan Industrial Park (Yen Son). To attract businesses to invest in the industrial park, the core issue is still workers, so in order to avoid a shortage of laborers working in companies and factories, the province needs to direct all levels and sectors to prioritize investment in building social housing and dormitories for workers, only then can workers be retained for a long time with businesses.


Hope to speed up the licensing process

Currently, the Group is investing in Tan Trao (Son Duong), the items that the Group is investing in here are currently in the process of completion, by April 30 this year, the Group will put into use a 4-star luxury resort, to celebrate the province's tourism year. During the implementation process, the unit hopes that all levels and sectors need to speed up the licensing procedures for the project items. The province needs to direct the cultural sector to bring new tourism products into exploitation here, at the same time, strengthen the propaganda work about the Tan Trao special national relic so that people and domestic and international tourists can know more.
