Department of Health signed a cooperation agreement with GlobeDr Vietnam Co., Ltd. on digital transformation in the healthcare sector.

According to the Department of Health, the implementation of digital transformation and Project 06/CP of the Government for the health sector is an important and practical issue at present. In which, the beneficiaries are the people and contribute to saving, preventing waste in management, creating the most favorable conditions for people to easily access health services. The Department of Health has advised the Provincial People's Committee to issue Plan 1122/KH-UBND, dated November 6, 2024 on the pilot implementation of the Electronic Health Book in the province to serve integration on the VNeID application. 100% of medical facilities receive medical examination and treatment by citizen identification card (CCCD) and connect data to the Health Insurance Payment Appraisal Portal to meet Decision 130/QD-BYT, Decision 4750/QD-BYT, Decision 3176/QD-BYT of the Ministry of Health on standards and output data formats for appraisal, payment of health insurance (HI) medical examination and treatment costs and settlement of related regimes, applicable to subjects not covered by HI.

The Department of Health proactively asked for the Provincial People's Committee's approval and Department C06 (Ministry of Public Security) to agree to pilot the connection of An Giang province's medical data to the Health Sector Data Coordination Center for C06 to build. At the same time, coordinate with GTEL Corporation to deploy the GMedAgent system to link data with Cho Ray Hospital to serve the Government's Project 06/CP for 7 general and specialized hospitals at the provincial level from February 3, 2025. According to statistics, by February 18, 2025, the entire An Giang province had integrated the Electronic Health Book on the VNeID application for 581,856 cases, reaching 21.31% of the province's population (2,730,346 permanent residents). The health sector actively coordinated with departments, branches, especially the Provincial Police to propagate people to use the Electronic Health Book on the VNeID application. As of February 20, 2025, the province has transferred more than 2,000 cases to Cho Ray Hospital. Retrospective data on medical examination and treatment in 2025 of people coming to An Giang province for medical examination and treatment is imported into the Medical Data Coordination System of C06, Ministry of Public Security.

In addition, 10/10 public and private hospitals, 5/11 District, Town and City Medical Centers under the Department of Health in the province use non-cash payment methods to pay hospital fees and other transactions (transfer, POS). Notably, at An Giang Central General Hospital, people are provided with "smart health cards" to pay hospital fees, payment results will be immediately updated by BIDV Bank to the hospital's management software system. In 2024, 189/189 (100%) of health insurance facilities will implement the use of chip-embedded ID cards in health insurance medical examination and treatment, with a cumulative total of 3,792,729/4,515,756 successful lookups, reaching a rate of 84%; The personal identification number/CCCD synchronized with the valid health insurance card for medical examination and treatment using the CCCD is 1,650,050.

Typically, in recent times, Chau Phu District Medical Center has implemented a complete electronic medical record, at the level of replacing paper medical records, storing and transmitting medical images (instead of printing films) and storing test information (instead of printing paper) ... This is the first district-level hospital in the Mekong Delta region to implement electronic medical records. Medical records are stored and used on medical examination and treatment software at medical facilities, to replace paper documents and manual storage as before, integrating digital signatures and electronic signatures to approve medical records. In addition, using information technology applications in the management of professional work and treatment, solving administrative procedures for patients, helping medical staff to use conveniently in treatment. At the same time, helping patients and people reduce waiting time for medical examination and treatment, increasing satisfaction.

From there, it can be seen that digital transformation in the healthcare sector helps people to proactively and conveniently monitor and manage their health information, including: Medical examination and treatment history, vaccination and other health indicators. People can register for vaccination, view vaccination history and receive electronic vaccination certificates, convenient for monitoring and confirming vaccination status. At the same time, it helps the healthcare sector to have complete, accurate and timely data on people's health, supporting disease prevention and control and more effective health policy planning. In addition, it allows sharing of electronic health information at any medical examination and treatment facility nationwide, helping doctors diagnose and treat more accurately; support appointment scheduling, online communication with doctors and receive remote medical advice, saving time and travel costs, contributing to improving the quality of medical services for people.
