Children aged 3 and 4 years old studying in public schools are supported with 360,000 VND for lunch, according to the pilot program to universalize preschool education in 15 provinces and cities.

The Department of Preschool Education, Ministry of Education and Training, in early August, sought opinions on the pilot universalization of preschool education for preschool children aged 3-4; 4-5 in 15 localities. These are Vinh Phuc, Bac Ninh, Ninh Binh, Hai Phong, Lao Cai, Dien Bien, Son La, Hoa Binh, Da Nang, Kon Tum, Soc Trang, Ba Ria - Vung Tau, Ho Chi Minh City, Long An, Bac Lieu.
The Ministry of Education and Training said this is to ensure the implementation of the Law on Children and international conventions that Vietnam has signed commitments to; improve the quality of nurturing, caring for and educating preschool children when universalizing.
The pilot will be applied to both the public and private sectors. For the private sector, implementing units will be allocated enough land to build schools and auxiliary works, exempted from land use fees and land rent. In addition, investment projects in building facilities and child care will be subject to corporate income tax of 5-10% for 15-20 years, exempted from income tax for 5 years and reduced by 50% for the next 10 years.
For public schools, preschool teachers under the pilot program are supported with a minimum of VND960,000 per month for 9 months, and are trained in knowledge and skills annually according to the Ministry's program.
Meanwhile, children aged 3-4 and 4-5 in public schools are exempted from tuition fees, receive a minimum lunch allowance of VND360,000 and study expenses of VND160,000 per month. The support period is calculated based on the actual number of months of study, but not exceeding 9 months per year.
According to the draft, the funding for implementation includes the state budget, socialization and other legally mobilized sources. The pilot will be carried out for 5 years. This draft will be submitted to the National Assembly at the session in October this year.
Universal education is the organization of educational activities so that all citizens of the right age can study and reach a certain level of education. Currently, at the preschool level, the state universalizes education for 5-year-old children. Since 2017, all localities have completed this and maintained it until now, mobilizing 90-95% of 5-year-old children to go to school; ensuring facilities, learning materials, toys, and teachers to implement the program issued by the Ministry of Education and Training.
The assessment has resulted in a gradual reduction in the rate of malnutrition in children over the years. The rate of overweight and obesity is controlled. Children are physically, psychologically, linguistically, cognitively, emotionally and socially prepared to enter grade 1.
However, the shortage of teachers is a great pressure at this level of education, with an estimated shortage of about 50,000, accounting for nearly half of the total number of teachers lacking nationwide.
