Creating conditions for Hanoi to build a high-quality education system

Investing in a high-quality educational system that meets development requirements

Agreeing with the regulation allowing the Hanoi government and related entities to invest in building a system of high-quality schools and educational facilities, delegate Nguyen Anh Tri (Hanoi Delegation) said that investing in a system of high-quality educational facilities is consistent with the educational development requirements of the capital and Resolution 15-NQ/TW of the Politburo.

The delegate emphasized that continuing to invest in building a system of high-quality educational facilities is one of the important solutions contributing to realizing the requirements of the Resolution of the Politburo. In addition, this is not a completely new regulation but a continuation and inheritance of Clause 3, Article 12 of the current Law on the Capital. The practice of implementing high-quality educational facilities in recent times in Hanoi has shown good results, gaining the consensus and support of the people.

However, delegate Nguyen Anh Tri also suggested that there should be a clear definition of “high quality”; it is necessary to consider the level of investment for high-quality schools, identify the learning objects, etc.

According to delegate Nguyen Anh Tri, it is necessary to carefully review to ensure that the words and terms used in the Draft Law are accurate and consistent, such as those for preschool education facilities, high-quality general education facilities, etc. At the same time, it is necessary to clearly define the incentives stipulated in Article 43 for multi-level educational facilities that must be high-quality multi-level educational facilities.

Creating high quality human resources for the future

Commenting on the Draft Law on the Capital (amended), delegate Tran Thi Van (Bac Ninh Province Delegation) said that the capital city of Hanoi needs to invest in building a system of high-quality educational facilities. Clause 2, Article 2 of the Draft Law allows the Hanoi City government and related entities to invest in building a system of public schools, high-quality educational facilities, and multi-level educational facilities, which is suitable for the development requirements of the capital city of Hanoi.

According to the delegate, Hanoi Capital is a place with great potential, advantages in terms of location, gathering high-quality human resources and many conditions for international connection. Therefore, one of the important tasks assigned by Resolution No. 15-NQ/TW of the Politburo is to improve the quality of comprehensive education, build Hanoi Capital into a truly large, typical center of the country in high-quality education and training, adapting to the process of national digital transformation, innovation and international integration.

“Therefore, continuing to invest in building a high-quality educational system is one of the important solutions to realize this task. Emphasizing the importance of the above task, the delegate said that it is necessary to attach importance to allowing Hanoi to invest in building a high-quality educational system, considering this the responsibility of Hanoi to undertake, contributing to creating high-quality human resources for the future, not only for the capital but also for the whole country” - delegate Tran Thi Van expressed her opinion.

Agree to add regulations allowing educational institutions to establish businesses

Concerned about the policy of developing science, technology and innovation, delegate Ta Dinh Thi (Hanoi City Delegation) said that the regulations have been significantly improved, supplemented and specified many related contents on the basis of absorbing the opinions of National Assembly deputies at the 6th Session in October 2023 and the 5th Conference of full-time National Assembly deputies on March 26, 2024.

Delegate Ta Dinh Thi expressed his agreement with the addition of regulations allowing universities, vocational training institutions, and other public scientific and technological organizations in Hanoi to establish enterprises and allowing officials working at those organizations to participate in and manage enterprises with the consent of the head of the organization.

According to delegate Ta Dinh Thi, this regulation aims to institutionalize and concretize the Documents of the 13th National Congress of the Party, Conclusion No. 69-KL/TW dated January 11, 2024 of the Politburo on continuing to implement Resolution No. 20-NQ/TW on science and technology, contributing significantly to promoting the process of bringing research results and technology development quickly into the market, linked to the reality of economic and social life. Thereby, forming a cyclical ecosystem between research, transfer and commercialization of products, reinvestment in research and development; especially maximizing the great scientific and technological potential of the Capital.

This policy is also in line with the current world trend with the rapid development of science and technology, increasingly shortened product life cycles and production cycles, and the increasingly rapid development and expansion of the scale of startup and innovative university models.

However, to ensure the feasibility of the policy, delegates suggested that it is necessary to continue reviewing and adjusting to ensure consistency with related laws, especially the Law on Intellectual Property, Law on Enterprises, Law on Science and Technology, Law on Civil Servants, Law on Higher Education and Law on Anti-Corruption.
