President Tharman Shanmugaratnam emphasized that the official visit of General Secretary To Lam to Singapore is an activity of special significance, with the upgrading of relations to a Comprehensive Strategic Partnership, helping to open a new chapter in bilateral relations at a time of great significance for the two countries, creating new energy and excitement for the people and businesses of the two countries.
Recalling his impression of Vietnam's rapid development, President Tharman Shanmugaratnam expressed his belief that Vietnam will maintain its position as one of the most dynamic economies in the region, with impressive GDP growth, an attractive investment environment and a constantly improving international position.
Expressing his joy at revisiting the beautiful country of Singapore in a year with many important anniversaries for both countries, General Secretary To Lam conveyed the best greetings of President Luong Cuong, Prime Minister Pham Minh Chinh and National Assembly Chairman Tran Thanh Man to President Tharman Shanmugaratnam; congratulating Singapore on maintaining its impressive growth momentum and having many correct policies to support its people, especially those with low incomes.

General Secretary To Lam agreed with President Tharman Shanmugaratnam's opinions on the two countries strengthening solidarity and cooperation with each other and with countries in the Association of Southeast Asian Nations (ASEAN) to improve capacity, self-reliance, and autonomy to respond to external challenges.
The General Secretary also discussed major directions and specific measures to implement the newly established Comprehensive Strategic Partnership, including making the two countries pioneering partners in the region in science and technology cooperation, innovation, digital transformation and energy, data connectivity, semiconductor chip manufacturing, new technology, and artificial intelligence.
Agreeing with General Secretary To Lam’s proposal, the Singaporean President suggested that the two sides continue to promote typical cooperation models, further exploit cooperation opportunities in new areas such as digital transformation, carbon credit market; strengthen energy cooperation, connect power grids, including the ASEAN power grid.
Discussing international and regional issues, the two leaders were pleased to see that the two countries share many similarities and have active coordination, have complementary strengths, and strive together to ensure a stable environment and sustainable development in the region.
On this occasion, General Secretary To Lam respectfully conveyed President Luong Cuong's regards and invitation to President Tharman Shanmugaratnam to visit Vietnam soon. President Tharman Shanmugaratnam sincerely thanked and happily accepted the invitation./.
On the same afternoon, General Secretary To Lam met with Singaporean Parliament Speaker Seah Kian Peng as part of his official visit to Singapore.
At the meeting, the two leaders agreed that Vietnam and Singapore share many similarities in values, culture and development vision as well as common stances on many regional and international issues.
The two sides were pleased with the positive and substantive results in bilateral cooperation in recent times in all areas, from politics, diplomacy to defense - security cooperation, trade - investment, science - technology, education - training, tourism and people-to-people exchange; expanding to new areas with great potential such as digital economy, green transformation, energy transformation and innovation...
On this occasion, General Secretary To Lam also conveyed the invitation of National Assembly Chairman Tran Thanh Man to the Chairman of the Singaporean National Assembly to visit Vietnam at a convenient time.
Speaker of the National Assembly Seah Kian Peng thanked and happily accepted the invitation.
