On October 15, Circular 07 of the Ministry of Labor, War Invalids and Social Affairs took effect, stipulating codes, standards for professional titles; salary classification; conditions for examination or promotion of civil servant titles in the field of vocational education... These regulations apply to teachers and lecturers at colleges, intermediate schools, and public vocational education centers (vocational schools).
Teachers of these schools are classified into 5 levels, including: B, A0, A1, A2, A3 of the civil servant salary coefficient, equivalent to a salary of 3.3 - 14.4 million VND/person/month.

Specifically, teachers ranked at level B (code V.09.02.09) enjoy a salary coefficient of 1.86 - 4.06 (equivalent to a salary of 3.3 - 7.3 million VND/person/month).
Lecturers teaching practice level A0 (code V.09.02.04 and V.09.02.08) have a salary coefficient of 2.1 - 4.89 (equivalent to a salary of 3.78 - 8.8 million VND/month).
Lecturers teaching theory and practice at level A1 (code V.09.02.03 and V.09.02.07) enjoy salary coefficient of 2.34 - 4.98 (equivalent to salary from 4.2 - 8.9 million VND/month).
Senior lecturers at level A2 (code V.09.02.02 and V.09.02.06) enjoy salary coefficient of 4.4 - 6.78 (equivalent to salary from 7.9 - 12.2 million VND/month).
Senior teachers at level A3, group 2 (code V.09.02.05) are applied salary coefficient 5.75 - 7.55 (equivalent to salary from 10.3 - 13.5 million VND/month).
Senior lecturers at level A3, group 1 (code V.09.02.01) are applied salary coefficient 6.2 - 8 (equivalent to salary 11.1 - 14.4 million VND/month).
This Circular does not apply to teachers under the management of the Ministry of Education and Training (teachers teaching culture in vocational schools), teachers of schools under the Ministry of National Defense and the Ministry of Public Security.
Circular 07 also stipulates that vocational education officials are allowed to register for exams or be considered for promotion to a higher professional title when they meet all the standards and conditions according to Decree 115 of the Government on recruitment, use and management of government officials; are sent by agencies or units to take exams or be considered for promotion...
According to a report by the Ministry of Labor, War Invalids and Social Affairs, as of June 2023, the country has 1,888 vocational education institutions, including: 397 colleges, 433 secondary schools and 1,058 vocational education centers.
The total number of non-public vocational education institutions is 683 (accounting for 36.2% of the total number of vocational education institutions).
In the first half of 2023, vocational training institutions are estimated to enroll more than 1.05 million people (reaching 46% of the 2023 plan), of which about 220,000 people will enroll in college and intermediate levels and about 835,000 people in elementary levels and other vocational training programs.
