Thousands of Hanoi teachers left out of salary increase policy

Nearly 9,000 teachers in Hanoi are unemployed and do not receive additional income like other colleagues due to their schools being forced into bankruptcy.


Ms. Dao Thi Mai Anh, To Hieu Primary School (Thuong Tin, Hanoi) said that after 6 years of working, with salary level 2.34, the female teacher's actual salary is 6.8 million VND/month.

Hearing about the increased income from Resolution 46/2024, Ms. Mai Anh was filled with joy. Calculating, the female teacher would receive an additional 2,000,000 VND/month. But before the joy could come, Ms. Mai Anh was disappointed to learn that she was not eligible for this dream income because her school was classified as autonomous.

"After the regulation banning extra tutoring, I stopped teaching classes at home. Now with a salary of less than 7 million VND, plus having to raise two small children each month, my family's finances are in dire straits," said Ms. Mai Anh.

After nearly 30 years of teaching, teacher Phan Tien, Hoai Duc A High School (Hoai Duc, Hanoi) could not help but feel sad when witnessing many cadres and civil servants receiving additional income according to Resolution 46/2024, while thousands of teachers in the capital are still waiting.

"We, the ones who directly teach in the classroom and devote our hearts to the education cause, only wish to enjoy the same legitimate rights as other civil servants. This delay not only affects the income and life of teachers, but also creates inequality, especially when the pressure of the job is increasing but the treatment regime still has many shortcomings," Mr. Tien expressed.

Sharing the same sentiment, teacher Nguyen Thi Minh, Ngo Quyen High School (Dong Anh, Hanoi) said that although it is a pilot autonomous unit, her school only has about 400,000 VND in additional income each month, if she is careful, she will have to spend wisely. "Now that the city's additional income has been cut, we are at a disadvantage," she said, hoping that the city's leaders will consider and change the beneficiaries so that teachers will be treated fairly like other city officials.

Appreciating Resolution 46/2024 of the Hanoi People's Council regulating the additional income of teachers, showing the city's concern in increasing income and improving life. However, the Resolution also limits the number of teachers working in autonomous public service units from receiving additional income. Teachers believe that this creates inequality, affects the passion for the profession, and does not contribute to improving the lives of teachers.

According to teachers, partially or fully autonomous public schools only change the form of allocation from budget allocation to ordering educational service prices. In essence, they are still public service units fully guaranteed by the State budget.

Meanwhile, the revenue of these units is tuition fees which will be deducted when the superiors assign the budget. The collected tuition fees will be used to supplement salary expenses; for the development of education career, professional work, not to increase revenue to increase income.

On the other hand, from September 2025, implementing the Politburo's policy of exempting all tuition fees for students in public schools from kindergarten to high school nationwide, these units will not have any source of income. Therefore, nearly 9,000 teachers sent a petition to the City leaders, hoping to review and adjust the scope of receiving additional income according to Resolution 46/2024 so that all civil servants and teachers can enjoy it.

Previously, thousands of these teachers also encountered problems with bonuses according to Decree 73 of the Government. This problem originated from Resolution 46/2024. At the end of February, the Hanoi People's Council passed a Resolution on financial support (with an expenditure of nearly 255 billion VND) to compensate for teachers' bonuses.

According to Resolution 46/2024/NQ-HDND, the source of funding for additional income is used from the remaining salary reform fund of the budgets at all levels after ensuring sufficient resources to implement salary reform for the entire budget stabilization period.

The source of funding for additional income of agencies and units is the basic salary fund (including salary according to rank and position) multiplied by the deduction level decided by the City People's Council. The deduction level to create funding for additional income in 2025 is 0.8 times the basic salary fund. With a salary coefficient of 2.1 - 6.78, teachers can receive an additional 2.46 - 7.93 million VND per month.
