January is almost over, thousands of teachers in Hanoi still have not received their Tet bonus

Thousands of teachers in Hanoi are still waiting for their salaries according to Decree 73/2024, even though there is information about compensation after the Lunar New Year holiday.


When hearing the news that Hanoi would pay bonuses according to Decree 73 to teachers of autonomous schools and units that have registered to order educational services after the Lunar New Year holiday, teacher Nguyen Van Duong, Phu Xuyen A High School (Phu Xuyen, Hanoi) and thousands of other teachers in the capital were excited and looking forward to it. However, until now, almost the end of January, the teachers have not received this bonus.

"We don't expect much, we just hope that the interests of teachers in the capital are properly taken care of," said Mr. Duong.

According to this teacher, in previous years, teachers in public schools did not receive Tet bonuses or 13th month salaries like many other professions. When Decree 73/2024 was issued, teachers all expected to have a full Tet this year.

Ms. Nguyen Thi Thuy Hien, a teacher at Bui Quang Mai Secondary School (Dong Anh, Hanoi) shared the same feeling of disappointment when asked about the Tet bonus according to Decree 73/2024.

"We understand that the city leaders still have many important tasks to take care of. But we believe that caring for teachers is not only about resolving their rights, but also investing in the future of the young generation and the development of the country. Each fully implemented policy will be a great source of encouragement, helping teachers feel more confident," Ms. Hien expressed.

According to Decree 73/2024 of the Government, from July 1, 2024, cadres, civil servants and public employees will have a bonus regime based on work performance and annual assessment and classification of task completion. The annual bonus fund is determined by 10% of the total salary fund. This is the first time that cadres, civil servants and public employees have this amount.

However, in Hanoi, there are more than 119 public high schools and more than 200 primary and secondary schools in the group of public service units that are self-sufficient in regular expenditures and are not entitled to access the additional income under this Decree. The problem arises from Resolution 46/2024 of the Hanoi People's Council, which limits the number of teachers working in autonomous public service units from receiving additional income.

At the end of December 2024, about 5,000 teachers in the capital wrote a petition letter to the city's leaders to review regulations on autonomy and guide the implementation of Decree 73, ensuring the rights of teachers.

In early January 2025, the Hanoi Department of Education and Training and the Department of Finance met to discuss and agree on a plan to report to the City People's Committee to have a plan to support fully autonomous schools and units that have registered to order educational service prices.

According to a representative of the Hanoi Department of Education and Training, thousands of high school teachers and many schools from kindergarten to junior high school in the city will receive bonuses according to Decree 73/2024 after the Tet holiday, when approved by the People's Council. The bonuses will be taken from the city budget. However, up to now, schools are still waiting for this money.
