Recently, the Government Office issued Official Dispatch No. 220/VPCP-VI conveying the opinion of Deputy Prime Minister Le Minh Khai on the implementation of the recommendations of the Standing Committee of the National Assembly on the work of receiving citizens, handling complaints and denunciations in 2023. Specifically, to implement the recommendations of the Standing Committee of the National Assembly in Official Dispatch No. 665/BC-UBTVQH15 on the results of the work of receiving citizens, handling petitions and supervising the handling of complaints and denunciations of the agencies of the National Assembly, agencies under the Standing Committee of the National Assembly, and National Assembly delegations in 2023, Deputy Prime Minister Le Minh Khai gave the following instructions:
Ministries, ministerial-level agencies, Government agencies and People's Committees of provinces and centrally run cities shall effectively implement the recommendations of the National Assembly Standing Committee in Resolution No. 623/NQ-UBTVQH15 dated October 7, 2023 on "Continuing to enhance the effectiveness and efficiency of implementing policies and laws on citizen reception and settlement of complaints and denunciations", in which it is necessary to pay attention to the deployment and organization of the implementation of recommendations for institutional improvement specifically mentioned in the Resolution.
Consider and resolve petitions received during the reporting period and implement recommendations of the National Assembly Standing Committee on a number of specific cases mentioned in the previous Report but not yet resolved. Illustrative photo
Continue to pay attention to reviewing and evaluating the implementation of policies and laws related to complaints and denunciations in the fields under the management of ministries and branches to propose amendments, supplements and improvements to the law, improve the effectiveness and efficiency of state management, in order to limit the occurrence of complaints and denunciations;
Strengthen state management of citizen reception, complaint and denunciation settlement; proactively grasp the situation of complaints and denunciations, especially in localities where there are or are likely to be large-scale, complicated incidents, to proactively urge and coordinate with localities to resolve and handle them. In the immediate future, it is necessary to focus on directing and coordinating the handling of cases related to land originating from state-owned agricultural and forestry land in some provinces of the Central Highlands.
In particular, it is necessary to strengthen the inspection of public service and the inspection of the responsibilities of heads of state management agencies in areas where violations and complaints and denunciations are likely to occur. Through inspection, it is necessary to recommend strict handling of heads of state management agencies, especially Chairmen of People's Committees at all levels who are irresponsible, violate the law, are negative and corrupt in state management in general and in receiving citizens and handling complaints and denunciations in particular.
Consider and resolve petitions received during the reporting period and implement recommendations of the National Assembly Standing Committee on a number of specific cases mentioned in the previous Report but not yet resolved.
The Deputy Prime Minister also assigned ministries, ministerial-level agencies, government agencies and People's Committees of provinces and centrally run cities to seriously implement the recommendations of the National Assembly Standing Committee, report the implementation results to the Government Inspectorate for synthesis and reporting to the Prime Minister and the National Assembly Standing Committee.
Along with that, the Government Inspectorate strengthens coordination with central and local agencies, ministries and branches to handle mass complaints at central agencies; reviews and resolves outstanding, complicated and prolonged complaints and denunciations according to the direction of the Prime Minister and the Government Inspectorate's Plans.
Monitor, urge and inspect ministries, branches and localities to implement the recommendations of the National Assembly Standing Committee and the direction of the Prime Minister on the implementation of citizen reception, handling of petitions and letters and supervising the settlement of complaints and denunciations of the National Assembly agencies, agencies under the National Assembly Standing Committee, and National Assembly delegations in 2023; synthesize and report to the Prime Minister and the National Assembly Standing Committee.
