Reassignment of duties of 4 Deputy Prime Ministers

(Dan Tri) - After the Government leadership was strengthened with one more Deputy Prime Minister, Prime Minister Pham Minh Chinh decided to reassign tasks to his deputies.
Prime Minister Pham Minh Chinh has just signed Decision No. 506 on the assignment of tasks to Deputy Prime Ministers. According to the Prime Minister's assignment, Deputy Prime Minister Le Minh Khai is assigned to monitor and direct the fields of trade - import and export; petroleum reserves and supply; logistics services. The general mechanism and policies on public asset management and the approval of investment policies for investment projects under the authority of the assigned fields are also under Mr. Khai's responsibility. Deputy Prime Minister Le Minh Khai will monitor and direct: Ministry of Planning and Investment, Ministry of Finance, State Bank, Government Inspectorate, Government Office, State Capital Management Committee at Enterprises, Vietnam Social Security, National Financial Supervision Committee, Vietnam Development Bank, Vietnam Bank for Social Policies, Deposit Insurance. He will act as Chairman of National Councils, Committees, Chairman of the Council for Appraisal of Planning in Related Fields... and other tasks assigned and authorized by the Prime Minister. Deputy Prime Minister Tran Hong Ha will monitor and direct the following areas of work: Industry; Construction; Transport; Natural Resources and Environment; National Master Plan, Regional Plan, Provincial Plan; Energy Assurance, Energy Saving and Efficient Use; Climate Change Response Strategy; Economic Zones, Industrial Parks, Export Processing Zones. Key national projects, basic construction investment projects; The general mechanism and policies on bidding and approval of investment policies for investment projects under the authority of assigned fields are also assigned to Deputy Prime Minister Tran Hong Ha. He monitors and directs: Ministry of Industry and Trade, Ministry of Transport, Ministry of Natural Resources and Environment, Ministry of Construction, Vietnam Academy of Social Sciences, Hanoi National University, Ho Chi Minh City National University. Deputy Prime Minister Tran Hong Ha performs the following duties: Chairman of the National Planning Council; Chairman of the National Council on Water Resources; Chairman of the Vietnam Subcommittee in the Vietnam - Russian Federation Intergovernmental Committee; Head of the State Steering Committee for important national programs, works and projects, key energy sector; Head of the Central Steering Committee on housing policy and real estate market; Head of the National Steering Committee on green growth; Chairman of the Vietnam Mekong River Commission; Chairmen of national Councils and Committees, Heads of Steering Committees, Chairman of the Council for appraisal of planning in related fields. The Prime Minister assigned Deputy Prime Minister Tran Luu Quang to monitor and direct the following areas of work: Diplomacy and foreign relations; Official Development Assistance (ODA) and mobilization of preferential loans; foreign non-governmental aid, foreign non-governmental organizations; International integration; monitoring, directing negotiations and implementation of bilateral and multilateral international commitments; ASEAN single window mechanism, national single window mechanism and trade facilitation. Foreign direct investment (FDI), Vietnam's investment abroad; Vietnam's relations with international and regional organizations; border affairs and East Sea - Island issues; Overseas Vietnamese affairs and issues of foreigners in Vietnam; human rights issues... are also assigned to Mr. Tran Luu Quang. Deputy Prime Minister Tran Luu Quang will monitor and direct: Ministry of Foreign Affairs, Ministry of Home Affairs, Ministry of Agriculture and Rural Development, Ministry of Science and Technology, Ministry of Information and Communications, Committee for Ethnic Minorities, Vietnam Academy of Science and Technology. He also holds the following positions: Chairman of the Steering Committee for Vietnam-China Bilateral Cooperation; Head of the Vietnam-Laos Intergovernmental Committee; Chairman of the National Steering Committee on the ASEAN Single Window Mechanism, the National Single Window Mechanism and Trade Facilitation; Head of the State Steering Committee on Land Border Demarcation and Marker Planting; Head of the Steering Committee for Crime Prevention and Control; Head of the National Steering Committee against smuggling, trade fraud and counterfeit goods; Chairman of the National Traffic Safety Committee; Chairman of the National Civil Aviation Security Committee; Head of the Steering Committee on Human Rights; Head of the Central Steering Committee for the implementation of 3 National Target Programs; Head of the Central Steering Committee on natural disaster prevention... Deputy Prime Minister Le Thanh Long is a newly approved person for appointment by the National Assembly, will monitor and direct the following areas: Institutional building, building a socialist rule-of-law state; judicial reform; Handling of international disputes and complaints; Amnesty; Coordination of work between the Government, the Supreme People's Court and the Supreme People's Procuracy. The fields of education, training and vocational training; labor, employment and social issues; culture; tourism; physical training and sports; health, population, family and children; approval of investment policies for investment projects under the authority of the assigned fields are also assigned to the new Deputy Prime Minister. Mr. Le Thanh Long will monitor and direct: Ministry of Justice, Ministry of Education and Training, Ministry of Labor - Invalids and Social Affairs, Ministry of Culture, Sports and Tourism, Ministry of Health. Deputy Prime Minister Le Thanh Long concurrently holds the position of Minister of Justice until the competent authority completes the position of Minister of Justice for the 2021-2026 term according to regulations.
