Following the direction of the Central Government, many districts in Ho Chi Minh City are researching plans to rearrange administrative units.

Go Vap proposes to establish 3 new units

Recently, Go Vap district has proposed two options to arrange 12 wards in the area into basic administrative units according to the two-level government model.

Speaking with a reporter from Nguoi Lao Dong Newspaper, the leader of Go Vap district said that Go Vap district proposed a plan to reorganize 12 wards into 3 administrative units.

Option 1 is to arrange 12 wards into 3 new facilities based on merging wards together. Go Vap, Thong Tay Hoi and An Nhon are the proposed names for the 3 new facilities.

Specifically: Go Vap ward has a natural area of 6.60 km2 ; 4 current wards 1, 3, 5, 10 will be merged. An Nhon ward has a natural area of 6.10 km2 ; 4 wards 6, 15, 16, 17 will be merged. Thong Tay Hoi ward has a natural area of 7.05 km2 ; 4 wards 8, 11, 12, 14 will be merged.

Option 2 also arranges 12 wards into 3 new facilities but on the basis of taking the main roads in the area as boundaries. Go Vap, Thong Tay Hoi and An Hoi are the proposed names for the 3 new facilities according to option 2.

Specifically, Go Vap ward includes the entire area of wards 1, 5, 6, most of ward 3 and part of ward 17. Thong Tay Hoi ward includes the entire area of wards 10, 11, 15, 16, a small part of ward 3 and part of ward 17. An Hoi ward includes the entire area of wards 8, 12, 14.

The Go Vap District leader said that each option has its advantages and disadvantages. Option 1 has the advantage of merging the current wards as they are, without much disruption to administrative boundaries. Option 2 takes the main roads such as Nguyen Oanh, Le Van Tho, etc. However, this option disrupts the wards.

Regarding the name, the district proposed to be associated with the old boundaries, inheriting history and tradition. In addition, the name was also proposed to be based on the names of ancient communal houses in the area.

Binh Thanh arranges 15 wards to 4 wards

Speaking with a reporter from Nguoi Lao Dong Newspaper on the afternoon of March 25, the leader of Binh Thanh District People's Committee said that the locality has just submitted to Ho Chi Minh City a plan to rearrange 15 wards into 4 wards and name the new wards Gia Dinh, Binh Hoa, Thanh My Tay, Binh Quoi.

The plan includes establishing Gia Dinh ward on the basis of merging wards 1, 2, 12, 14 and part of ward 26; establishing Binh Hoa ward on the basis of merging wards 5, 7, 11 and ward 13; establishing Thanh My Tay ward on the basis of merging wards 17, 19 and ward 22; establishing Binh Quoi ward on the basis of merging wards 25, 27, 28 and part of ward 26 (neighborhoods 10, 11, 12, 13).

The leader of Binh Thanh District People's Committee said that this is just a proposed plan submitted by the locality to the city for consideration and decision.

District 1 has 2 arrangement options.

Currently, District 1 is also planning to arrange administrative units by arranging 10 wards into 2 or 3 wards.

With the plan to arrange 10 wards into 2 wards, 3 wards, Da Kao, Tan Dinh, Ben Nghe, will be merged into Ben Nghe ward; the remaining 7 wards will be merged into Ben Thanh ward. This plan is more favorable because it maintains the current administrative boundaries.

The plan to arrange 10 wards into 3 wards is to arrange the wards along the main roads, dividing the district into 3 wards. However, this plan also rearranges the administrative boundaries, some wards will be divided.

The two options above are only at the preliminary draft stage, still under discussion and not yet agreed upon.

The leader of the Ho Chi Minh City Department of Home Affairs has just said that the above plans are only proposals from localities, the city still needs to consider and evaluate.

Can Gio district is leaning towards option 1.

On the afternoon of March 25, Can Gio district leaders also said that the locality is developing a plan to rearrange the communes. Can Gio district has 7 administrative units at the commune level, including Can Thanh town and 6 communes: An Thoi Dong, Binh Khanh, Long Hoa, Ly Nhon, Tam Thon Hiep, Thanh An.

Can Gio district has 2 rearrangement plans. Plan 1, divide into 3 communes; that is Thanh An commune; Binh Khanh, An Thoi Dong, Tam Thon Hiep merged into one commune; Can Thanh, Long Hoa, Ly Nhon into one commune. Plan 2, divide into 2 communes: including Thanh An island commune and the remaining communes (Can Thanh, An Thoi Dong, Binh Khanh, Long Hoa, Ly Nhon, Tam Thon Hiep).

Can Gio district leaders said the district is leaning towards option 1. As for the names of the new communes, the locality is still discussing to reach a consensus.

Recently, at a meeting with the People's Committee of District 1, Chairman of the People's Committee of Ho Chi Minh City Nguyen Van Duoc suggested that the arrangement of administrative units could be studied beyond the administrative boundaries, not limited to the existing scope of the district. District 1 borders District 3, so it is possible to propose merging some wards of District 1 and District 3 that have similarities in terms of boundaries, economy, and population.

"We need to think big, act big, think beyond existing limitations, and propose solutions that go beyond current administrative boundaries," said the Chairman of the Ho Chi Minh City People's Committee.

Ho Chi Minh City has undergone many rounds of administrative unit rearrangements. The most recent was in 2024 when the city rearranged 80 wards in 10 districts into 41 new wards, reducing 39 wards according to Resolution 1278/2024 of the National Assembly Standing Committee on the rearrangement of commune-level administrative units in Ho Chi Minh City in the 2023-2025 period.

Currently, the city has 273 wards, communes and towns in 16 districts, 5 counties and one city.
