On the afternoon of May 29, speaking to explain and clarify the opinions of National Assembly deputies at the discussion session on the socio-economic situation and the State budget, Deputy Prime Minister Le Minh Khai said that the socio-economic development results in 2023, after additional assessment, have had many more positive changes than the report at the 6th Session.
Notable among these are GDP growth rate, inflation control, State budget revenue, import and export, FDI attraction and disbursement. The socio-economic situation in the first months of 2024 continued to change positively, achieving more results than the same period in 2023 in all areas, and continued to be highly appreciated by international organizations.
According to the Deputy Prime Minister, along with the affirmation that the results achieved are fundamental, many National Assembly deputies frankly pointed out the difficulties, obstacles and limitations of the economy, especially high-quality human resources, production and business activities, access to credit capital for enterprises, the real estate market, the corporate bond market, the gold market, especially the economic recovery and development program and many other areas.
Clarifying the opinions of the National Assembly deputies, Deputy Prime Minister Le Minh Khai said that the deputies raised the issue of businesses facing many difficulties, therefore, in the report as well as in the orientation, the Government will continue to exempt and reduce taxes, fees, charges, and land use fees to remove difficulties for business production activities, increasing the ability of people and businesses to access credit.
"In the last 6 months of the year, the Government is submitting to the National Assembly, if the 2% tax reduction is approved, the scale of the reduction will be about 24,000 billion VND and for the whole year, it can reduce and exempt about 190,000 billion VND, of which about 92,000 billion VND will be extended and about 98,000 billion VND will be exempted and reduced," the Deputy Prime Minister stated specifically.
Regarding the delegates' assessment of the socio-economic recovery and development program, the Deputy Prime Minister said that, in addition to the achieved results, there are still 2 issues that need attention. The first is the 40,000 billion VND support of 2% for businesses, cooperatives and people to access credit capital.
For packages related to public investment, the Government will continue to implement and also be allowed by the National Assembly to promote disbursement to promote efficiency. Although this program still has some difficulties up to now, the overall assessment is that it can still achieve success, contributing to increasing GDP in 2023 to 5.05% and in the first quarter of 2024 to 5.66%.
"In the past two years, it can be said that with the drastic directions of the Government, the Prime Minister, ministries, branches and localities, the implementation of disbursement solutions has achieved very encouraging results. At the same time, with this motivation, we continue to remove difficulties in mechanisms and administrative procedures to attract public investment capital, invest and activate private investment capital in the form of public-private partnerships," the Deputy Prime Minister explained to the National Assembly deputies' reflections that private investment in late 2023 and early 2024 has not met expectations.
The Deputy Prime Minister also said that the activation and guidance of private investment capital still has very positive signals, especially in transport infrastructure projects.
In addition, the Government continues to promote solutions to expand trade, increase exports, negotiate and sign FTA agreements... At the same time, invest in a number of areas following new trends in green growth, digital growth, digital economy, and circular economy.
Concluding the meeting after the explanation of 5 members representing the Government, Vice Chairman of the National Assembly Nguyen Duc Hai said that, based on the socio-economic situation in the first months of 2024, the delegates suggested closely following the developments of the domestic and international economic and political situation, improving the capacity for analysis, forecasting, timely and effective policy responses, and strengthening endogenous capacity. Promoting rapid and sustainable economic growth, stabilizing the macro-economy, ensuring major balances of the economy, controlling inflation, and preventing shocks from affecting people's lives.
The National Assembly deputies also pointed out shortcomings and limitations and proposed to more clearly identify challenges in order to have appropriate directions and management, contributing to the completion of growth targets and socio-economic and state budget targets in 2024...
