(Quang Ngai Newspaper) - The work of establishing, approving and implementing urban and rural planning in the province has now received more attention. However, planning management has not yet met requirements, affecting the vision and development strategy according to approved planning.
Planning does not ensure regulations
In 2024, Quang Ngai organized many inspections on planning compliance in a number of localities. Thereby, it was discovered that many localities were not implementing planning regulations strictly and fully. For example, in Mo Duc district, some urban master plans and new rural construction master plans were organized to collect opinions and submit for appraisal without ensuring regulations. After these plans were approved, they were not fully publicized and boundary markers were not set up as a basis for planning management. In Duc Pho town, the preparation of urban master plans and new rural construction master plans had some contents that were not guaranteed, opinions from relevant units were not fully collected; the announcement after the plans were approved to the people in the area was not implemented in accordance with regulations.

To overcome the limitations and shortcomings pointed out in the inspection conclusion on planning work, Mo Duc district organized the announcement in the form of a public meeting, and at the same time posted on the website, publicly posted the summary of urban planning and new rural planning for people to learn and implement. At the same time, organized the setting up of planning boundaries; demarcated priority development areas to focus on attracting investment and developing the economy - society in accordance with the planning orientation. Meanwhile, in Duc Pho town, currently focusing on local adjustments of some detailed construction plans at a scale of 1/500 to ensure compliance with the approved general planning and urban planning. However, according to Vice Chairman of Duc Pho town People's Committee Tran Ngoc Sang, the current difficulty is that the district level only has 2 planning levels: general planning and detailed planning, without zoning planning. Therefore, the appraisal and approval of detailed plans at a scale of 1/500, especially non-budget investment projects, are prone to errors such as “lack of rigor and overlap”. In addition, due to the inadequate capacity of local planning management, the quality of planning appraisal as a basis for project implementation is still low.
Comply with planning to develop in the right direction
According to Deputy Director of the Department of Construction Pham Viet Ha, planning plays a particularly important role in implementing the local socio-economic development strategy and plan. Therefore, compliance with planning is one of the necessary requirements to ensure that the locality develops in the right direction. Currently, in urban areas, planning management is implemented at 3 levels, including general urban planning, zoning planning, and detailed planning, so planning management is more convenient. In rural areas, planning currently has only 2 levels: general planning at the commune level and detailed planning. The Central Government also recognizes some shortcomings in rural planning management and is adjusting, amending, and supplementing a number of regulations in the Law on Urban and Rural Planning, which is expected to take effect in July 2025.

“Currently, the province’s functional departments are focusing on controlling compliance with construction planning in localities, including planning, consultation, appraisal, approval, announcement and management. In particular, planning management will be given special attention, deciding the practical value of the plans, ensuring development in the right direction,” said Mr. Pham Viet Ha.
In the rural areas of the province, there is currently a problem that the general planning is built before the detailed planning of the project arises. Among them, there are many large-scale projects with high spillover but have not been updated in the planning. Therefore, when implementing projects, especially residential projects, the locality must establish procedures to consider adding to the planning. According to Mr. Pham Viet Ha, in order to properly manage the approved planning, the locality must issue planning management regulations; proactively develop a planning implementation plan. In the planning implementation plan, it is necessary to set out the task of prioritizing the development of areas included in the planning, ensuring the implementation of the planning according to a roadmap.
