Increased transparency after monitoring

After 3 years of monitoring cadres, party members and activities of the government at all levels of the Vietnam Fatherland Front of Ho Chi Minh City, many positive results have been achieved. Thereby, it has contributed significantly to building a clean and strong government as well as improving the effectiveness of state management. At the same time, it has enhanced the legitimate rights and interests of the people.

Recommend immediate correction of deficiencies

Reporting on the results of the implementation of the above tasks, Mr. Le Nguyen Hong Quang - Head of the Democracy - Law Committee (Vietnam Fatherland Front Committee of Ho Chi Minh City) said that in the period of 2022 - 2024, the city's Front system has deployed supervision of 13 contents for 57 organizations and 5 individuals, focusing on areas related to the implementation of ethnic work, policies to support people, administrative reform, handling complaints and denunciations, improving the investment environment, grassroots healthcare and disbursement of public investment capital...

Specifically, the Fronts of districts, towns and Thu Duc city organized 239 thematic supervisions, supervising 47 Secretaries and Chairmen of People's Committees of wards, communes and towns on their exemplary roles, leadership, management and implementation of socio-economic development programs, associated with administrative reform and grassroots democracy.

For the Commune Front, 184 supervisions were organized for 192 residential area Party Committees and 14 cadres and Party members who are civil servants. The supervision focused on the leadership and organization of the implementation of cultural neighborhoods and hamlets in conjunction with the City Party Committee's policies on building civilized urban areas.

According to Mr. Quang, at the end of the supervision, the Fatherland Front at all levels has a report on the results of the supervision and post-supervision recommendations sent to the supervised units to request to overcome shortcomings and limitations. At the same time, it sends it to the Standing Committee of the Party Committee and the government at the same level to direct the units to strictly implement the conclusions and recommendations after the supervision, and requests a written response to be sent to the Fatherland Front at the supervising level.

In addition to the supervision activities of the Front, this task of socio-political organizations has also achieved many important results. In which, the Labor Federation system has organized 9 supervisions at the city level and 41 supervisions at the grassroots level. For the City Farmers' Association, in the past 3 years, 24 supervisions have been carried out at the city level and 362 at the district and commune levels; the City Youth Union has organized 4 thematic supervisions for 14 units including departments, branches, authorities and Party committees of districts in the area...

Mr. Pham Minh Tuan - Vice Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City also said that the city's monitoring activities have been in order, as shown by the fact that the subjects have planned the assignment since the end of the previous year to prepare for the activities of the following year. Thanks to that, the monitoring activities of agencies and units have performed their roles well, limiting the overlap in content and monitoring objects.

Be more proactive in performing tasks

In order for the supervision work to be in-depth and effective, Mr. Nguyen Duc Tien - Vice Chairman of the Vietnam Fatherland Front Committee of Binh Thanh District suggested that it is necessary to focus on orienting the supervision content for the Ward Front, in which focusing on the topics of supervising the government to resolve and respond to opinions at the monthly People's Conference, not allowing the content of reflection and recommendations to occur many times but not yet considered and resolved or resolved slowly, lacking thoroughness.

“The topics are suitable for each locality and unit, associated with the implementation of grassroots democracy regulations, the work of preventing and combating corruption, negativity and waste. The wards are directed to improve the quality of monitoring delegations, focusing on reviewing and inviting intellectuals, experts and prestigious people to participate in monitoring sessions,” Mr. Tien emphasized.

Meanwhile, Mr. Nguyen Thanh Binh - Member of the Advisory Council for Democracy and Law of the Vietnam Fatherland Front Committee of Ho Chi Minh City suggested that the Front should propose to the City Party Committee and the City People's Committee to issue an official dispatch or make a plan for the subjects of supervision, in order to increase the initiative in supervision activities; the supervision content should also devote a higher proportion to newly arising issues.

From the perspective of protecting the legitimate rights and interests of workers, Mr. Nguyen Thanh Do - Head of the Policy and Law Department of the City Labor Federation said that, first of all, it is important to focus on capturing information reflected by union members and workers and based on the practical situation of the locality, unit as well as the existing limitations of previous monitoring sessions, in order to have a basis to correctly identify the subjects and scope of monitoring.

Immediately after issuing the monitoring plan, assign staff to monitor throughout, promptly discuss with the unit, the supervised object and agree on the specific tasks of each member participating in the delegation on the method, way of monitoring and provide full documents related to the monitoring content. In particular, there needs to be a mechanism to coordinate sanctions and handle agencies, units and enterprises that have not complied with the provisions of the law.

Vice Chairman of the Ho Chi Minh City Vietnam Fatherland Front Committee Pham Minh Tuan said that the monitoring activities of the Front system must be effective and only when they are effective will people have the opportunity to benefit from these activities. "Deepening monitoring activities according to the Central's directives, thereby raising awareness of Party committees, authorities and member organizations about monitoring activities" - Mr. Tuan wished.
