Conducting a general inventory of public assets is extremely difficult and requires the encouragement and sharing of ministries, branches, central and local agencies, and the support of financial agencies in performing assigned tasks.
The Ministry of Finance said that as of 8:00 a.m. on March 21, 13 ministries, central agencies, 18 organizations, and 7 localities had completed submitting reports on inventorying public assets at agencies, organizations, units, and infrastructure assets invested and managed by the State.
Specifically, the applications for completing the submission of public asset inventory reports include:
- Ministry of Planning and Investment,
- Ministry of Interior,
- State Bank of Vietnam,
- Central Party Office,
- Ho Chi Minh National Academy of Politics,
- Central Committee of the Vietnam Fatherland Front,
- Ho Chi Minh Mausoleum Management Board,
- State Capital Management Committee at Enterprises,
- Vietnam News Agency,
- Management Board of Vietnam Ethnic Culture and Tourism Village,
- Vietnam Academy of Social Sciences,
- Vietnam Cooperative Alliance,
- Central Committee of Vietnam Women's Union,
- 18 organizations, Hai Phong city,
- The provinces of Dong Nai, Hai Duong, Hau Giang, Hoa Binh, Lang Son, Tuyen Quang.
In addition, ministries, branches and localities that are about to complete sending reports have a report submission and approval rate of over 99%, including 2 ministries, central agencies and 4 localities: Ministry of Agriculture and Rural Development (merged), Supreme People's Procuracy, Hanoi city, Ha Giang province, Vinh Long, Quang Ninh, Ninh Thuan.
The Ministry of Finance also said that there are still ministries, branches and localities that are slow in submitting and approving inventory results reports on the General Public Asset Inventory Software compared to the general progress of the whole country, with the average report submission rate nationwide being 95.04%.
Ministries, branches and localities have very slow progress, with the rate of sending reports reaching less than 50%, including 5 ministries and central agencies: the Government Office, the Central Agency of the Vietnam Veterans Association, the Ministry of Labor, War Invalids and Social Affairs, the Ministry of Education and Training, and Hanoi National University.
Ministries, branches and localities with slow progress, with a report submission rate of 50% to less than 90% include 15 ministries, central agencies and 6 localities: Ministry of Health, Ministry of Information and Communications, Ministry of Culture, Sports and Tourism, Ministry of Science and Technology, Ministry of Transport, Government Inspectorate, Vietnam Cinema Association, Office of the National Assembly, Ho Chi Minh City National University, Vietnam Farmers' Association, State Audit, Central Committee of Ho Chi Minh Communist Youth Union, Vietnam Television, Voice of Vietnam, Vietnam Union of Friendship Organizations, Dien Bien, Long An, Nam Dinh, Bac Giang, Binh Phuoc, Ha Nam provinces.
Mr. Nguyen Tan Thinh - Director of the Department of Public Asset Management said that as the agency guiding and synthesizing the results of the general inventory, the Department of Public Asset Management has assigned specialized staff to support ministries, branches and localities in the implementation process.
At the same time, the Department has timely additional instructions on general inventories such as: General inventory of public assets at Vietnamese agencies abroad; general inventory of public assets at agencies, organizations and units; general inventory of public assets at agencies, organizations and units that are merging or not merging...
In addition, the Department of Public Asset Management has inspected the preparation and inventory of public assets at a number of ministries, branches and localities.
In particular, to help ministries, branches and localities see their progress compared to the progress of the whole country, from mid-February 2025, the Department of State Asset Management has publicly announced the implementation status of inventory work and inventory results of each ministry, branch and locality on a weekly basis.
According to the public report of the Ministry of Finance, the results of next week have more progress than last week. However, many ministries, branches and localities are still behind schedule.
Mr. Nguyen Tan Thinh emphasized that the general inventory of public assets is an extremely difficult task, requiring the encouragement and sharing of ministries, branches, central and local agencies, and the support of financial agencies in performing assigned tasks.
The Director of the Department of State Asset Management also noted that the deadline for the units directly carrying out the inventory is March 31, 2025. However, there is not much time left, and in addition to some ministries, sectors and localities that have basically completed the general inventory, many ministries, sectors and localities are still facing many difficulties as mentioned above.
Therefore, according to Mr. Thinh, localities need to clearly identify the causes and have specific solutions to overcome these difficulties, because without appropriate solutions, the possibility of slow progress is very high.
The Ministry of Finance requests ministries, central agencies, People's Committees of provinces and centrally run cities to review and improve the Inventory Steering Committees of ministries, central agencies, and localities and the inventory plans of ministries, central agencies, and localities when there are changes in the organizational structure and assignment of tasks.
In addition, direct units subject to organizational restructuring to speed up the progress of the general inventory and hand over the work that has been and is being implemented related to the general inventory to the (new) agencies and units after restructuring the organizational structure.
Direct units, agencies, organizations, units, and enterprises that are subject to inventory under their management to complete the actual inventory work and enter data into the General Public Asset Inventory Software, ensuring the accuracy, completeness, and logic of the data; the deadline for completion is before March 31, 2025.
The Ministry of Finance also proposed to direct the direct superior management agencies of the inventory subjects to carefully review the logic and accuracy of asset data before approving the inventory unit's report.
Approval of inventory reports must be done promptly, immediately after the inventory subject submits the report on the General Public Asset Inventory Software.
At the same time, direct the competent agencies of ministries, central agencies and localities to conduct direct inspections at some units with slow implementation progress, inventory data that does not ensure logic to urge, speed up the implementation progress and correct data; handle the responsibilities of collectives and individuals who do not perform or do not fully perform their responsibilities in performing inventory, approving inventory data, synthesizing inventory data, affecting the progress and quality of inventory data of ministries, central agencies and localities./.
