What has the 'Corruption Measure' seen in Vinh Phuc?

It was not until the truth was revealed in the investigation conclusion of the Ministry of Public Security on the Hau “cannon” case that people were shocked by the level of corruption of some high-ranking officials in Vinh Phuc province, along with the immense power and lies of Ms. Hoang Thi Thuy Lan, former Secretary of the Provincial Party Committee.

While serving as Secretary of Vinh Phuc Provincial Party Committee, Ms. Hoang Thi Thuy Lan made very impressive and resolute statements about corruption prevention and control.

For example, Ms. Hoang Thi Thuy Lan once requested that agencies, units, and localities proactively inspect the work of preventing corruption and negativity at agencies and units to promptly and remotely prevent corruption and negativity cases.

Ms. Hoang Thi Thuy Lan also requested Party committees and organizations at all levels to carry out specific tasks to effectively carry out the fight against corruption and negativity, build a clean and strong Party organization and government, continuously develop the economy and society, and improve the material and spiritual life of the people.

But when the mask fell off, Ms. Hoang Thi Thuy Lan revealed her true nature as a “big worm” with a terrible level of embezzlement and corruption. In the Hau “cannon” case, Ms. Hoang Thi Thuy Lan was accused of receiving bribes totaling nearly 50 billion VND.

The investigation conclusion also shows the immense power of Ms. Hoang Thi Thuy Lan when she was the Secretary of the Provincial Party Committee. With just one directive from Ms. Lan, the land use fee that Phuc Son Group had to pay for the wholesale market project was adjusted from 708 billion VND to 507 billion VND, causing a loss to the State of about 200 billion VND.

Once, calling Nguyen Van Hau (aka Hau "cannon") to her private home, Ms. Hoang Thi Thuy Lan only raised one index finger of her right hand and said "I have something to do, prepare 1 million USD for me immediately". By early afternoon of the same day, Hau "cannon" had brought 1 million USD to bribe Ms. Lan.

In this case, Mr. Le Duy Thanh, former Chairman of Vinh Phuc Province, was also accused of receiving bribes four times, with a total amount of 20 billion VND and 1.3 million USD from Phuc Son Group.

Hau "cannon" also gave Mr. Pham Hoang Anh 5 times from when he was the Director of the Department of Construction until he was the Standing Deputy Secretary of Vinh Phuc Provincial Party Committee the amount of 5.4 billion VND and 700,000 USD.

In addition, many other officials in Vinh Phuc province were accused of accepting bribes to facilitate Phuc Son Group, including: Nguyen Van Khuoc, former Vice Chairman of the province; Hoang Van Nhiem, former Deputy Director of the provincial Department of Finance; Chu Quoc Hai, former Deputy Director of the provincial Department of Natural Resources and Environment; Dinh Thi Thu Huong, former Head of the Land Price Compensation and Resettlement Division, Department of Land Management, Department of Natural Resources and Environment of Vinh Phuc province...

It can be seen that, in just one case of the wholesale market project, the leaders of Vinh Phuc province, from the Provincial Party Secretary to the Provincial Chairman, Vice Chairman, Director, Deputy Director of some assigned departments, were "hit by a sugar-coated bullet", embezzled, corrupted, and received bribes to serve group interests.

However, through lies, clever cover-ups, and reports embellished by corrupt individuals, the annual self-assessment of anti-corruption at the provincial level has put Vinh Phuc - a locality with many corrupt officials at a terrible level - in the top of the country for many years in anti-corruption work.

They thought that by doing so they would be able to cover the whole sky, but they did not expect that "the net of heaven is vast, though sparse, it is difficult to escape". With the serious violations pointed out in the investigation conclusion, they will soon have to pay a very high price for what they have caused.
