Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation sets the goal of gradually mastering a number of strategic technologies and digital technologies by 2030, including 5G, 6G mobile communications, satellite communications and a number of emerging technologies, and nationwide 5G coverage. On February 19, 2025, the National Assembly passed Resolution 193/2025/QH15 on piloting a number of special mechanisms and policies to create breakthroughs in science, technology, innovation and national digital transformation. Accordingly, in Article 11 (Chapter III), the state budget will support enterprises to quickly deploy 5G network infrastructure nationwide for telecommunications enterprises that quickly deploy 5G network infrastructure with at least 20,000 5G transmission stations accepted and put into use from the effective date of this Resolution to December 31, 2025. The support level is 15% of the average equipment cost for a 5G transmission station purchased in 2025 by supported telecommunications enterprises.
Then, on March 1, 2025, Prime Minister Pham Minh Chinh signed and issued Directive 05/CT-TTg on solutions to promote economic growth. The Directive clearly stated that "...promoting 5G commercialization; researching 6G technology; developing telecommunications satellites and upgrading national telecommunications backbone infrastructure. Promoting investment and development of high-speed fixed broadband infrastructure". Previously, in Decision No. 1132/QD-TTg dated October 9, 2024 on Digital Infrastructure Strategy to 2025 and orientation to 2030, the Government also set a goal of universalizing fiber optic cables to households by 2025; 100% of provinces, cities, high-tech parks, concentrated information technology parks, research and development centers, innovation, industrial parks, international stations/seaports/airports have 5G mobile services.
In addition, the demand for 5G in Vietnam is forecast to continue to increase strongly in 2025, the growth potential of 5G is huge. Mr. Pham Van Minh - Director of Mobile Solutions at Nokia said that 5G traffic will surpass 4G in 2025, becoming a technology that drives the economy and opens up many new opportunities for businesses. According to Mr. Minh, 5G has created new business models through network optimization and providing new services such as network slicing and AI, businesses need to take advantage of the opportunity.
According to Mr. Nguyen Trong Tinh - Deputy General Director of Viettel Telecom Corporation, this will be a boost to help Viettel's 5G network quickly get closer to the target of 10 million 5G users by 2025. "After just over 3 months of deployment, Viettel has reached the milestone of 5.5 million 5G users. Viettel will expand its coverage in 2025 to meet the increasing needs of users. Viettel will continue to research and launch a number of additional features and products in the 5G ecosystem. In 2025, the 5G network will be expanded to district centers and densely populated areas to serve the people," said Mr. Tinh.
Similar to Viettel, VNPT is also taking advantage of the opportunity to accelerate the "race" to expand 5G coverage. Mr. Nguyen Anh Dung - Director of Customer - Enterprise Organization Department (VNPT VinaPhone Telecommunications Service Corporation) said that Vinaphone's 5G network has covered 63 provinces and cities nationwide. VNPT will increase 5G coverage by 3 times compared to the present, in order to implement the roadmap to cover 99% of the population. It is expected that in 2025, VNPT will deploy about 20,000 5G stations covering 63 provinces and cities.
Thus, the incentive policies and the State’s direct support for telecommunications enterprises to deploy 5G infrastructure are a breakthrough policy, helping to accelerate the process of 5G coverage nationwide. Along with high market demand, this will be a great opportunity for network operators to “boldly” develop 5G, and at the same time an important driving force for Vietnam to move faster in the digital transformation process.
