Vice Chairman of the Central Committee of the Vietnam Fatherland Front Tran Viet Truong proposed that centrally-run cities reach consensus and unite to build a lean, strong, efficient, effective and efficient state apparatus according to Resolution No. 18-NQ/TW dated October 25, 2017 under the direction of the Politburo, the Secretariat and the Vietnam Fatherland Front.
On March 22, in Can Tho City, the Emulation Cluster of Central Cities held a Conference to summarize the implementation of the emulation covenant in 2024.
Authorized by Mr. Do Van Chien, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front, Vice Chairman of the Central Council for Emulation and Reward, in charge of directing the Emulation Cluster of centrally-run cities, Mr. Tran Viet Truong, Vice Chairman of the Central Committee of the Vietnam Fatherland Front attended and spoke at the conference.
Mr. Truong Canh Tuyen, Chairman of Can Tho City People's Committee, said that 2024 is identified as a year of acceleration and breakthrough, which is of special importance in implementing the goals and tasks of socio-economic development for the 5 years (2021-2025) in the spirit of the Resolution of the 13th National Party Congress of the Party and the Resolution of the Party Congresses of the cities. This is also a year with many difficulties and challenges that directly affect the socio-economic development of the cities.
“However, with the spirit of overcoming difficulties, solidarity, self-reliance, self-strengthening, proactive adaptation, flexibility, drastic, scientific, effective actions, active innovation and creativity according to the Government's theme "Discipline and responsibility; proactive and timely; accelerated innovation; sustainable efficiency", along with the attention and leadership of the Central Government and the direct direction and management of the leaders of the cities to achieve the socio-economic development targets and the emulation covenant targets set out", Mr. Truong Canh Tuyen spoke at the conference.
At the conference, the cities reviewed and evaluated the results achieved after 1 year of organizing and implementing the emulation covenant contents. At the same time, they discussed and proposed timely solutions to overcome difficulties and obstacles to successfully implement the goals and tasks of socio-economic development, national defense and security in 2025 and the period 2021 - 2025.
Speaking at the Conference, Vice Chairman of the Central Committee of the Vietnam Fatherland Front Tran Viet Truong congratulated and commended the achievements that the Emulation Cluster of Central Cities achieved in 2024.
Mr. Tran Viet Truong shared some contents that Chairman Do Van Chien was interested in at the conference. Accordingly, 2025 is the year of acceleration, breakthrough, and finishing; the year of starting and preparing for the 2026 - 2031 term and is also a year of special significance in successfully implementing the Resolution of the 13th National Party Congress, the Resolution of Party Congresses at all levels and the 5-year Economic Strategy 2021 - 2025. At the same time, this is a year with many important holidays and events of the country.
In order for the emulation movement and reward work to continue to be the driving force for economic development, Mr. Tran Viet Truong suggested that centrally-run cities perform well the 7 key tasks in 2025.
Firstly, consensus and solidarity in building a lean, strong, effective, efficient and effective state apparatus according to Resolution No. 18-NQ/TW dated October 25, 2017 under the direction of the Politburo, the Secretariat and the Vietnam Fatherland Front. Focus on thoroughly grasping the direction of General Secretary To Lam in the perception and action of the "New Era - The Era of the Vietnamese people's rise".
Well implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation; Conclusion No. 123-KL/TW dated January 24, 2025 of the Party Central Committee on the Supplementary Project on socio-economic development in 2025 with a growth target of 8% or more; Resolution No. 25/NQ-CP dated February 5, 2025 of the Government on growth targets for sectors, fields and localities to ensure the national growth target in 2025 reaches 8% or more.
Second, localities closely follow the Government's 2025 Executive Theme "Discipline and responsibility; proactive and timely; streamlined and effective; acceleration and breakthrough", on that basis, determine the Executive Theme of each locality, and effectively implement emulation movements. Advise on preliminary and final summaries of emulation movements nationwide; resolutely and effectively implement the peak emulation period "500 days and nights of emulation to complete 3,000 km of expressway" and "450 peak days and nights to eliminate temporary and dilapidated houses in 2025", to be completed before December 31, 2025 to celebrate the 14th Party Congress.
At the same time, focus on solving key and urgent requirements and tasks, especially urgently and effectively implementing the "Revolution to streamline the organizational apparatus of the entire political system" in the spirit of Resolution No. 18-NQ/TW of the 12th Party Central Committee, with the spirit of unifying the will to act and work together.
Third, pay attention to organizing Patriotic Emulation Congresses at all levels and sectors towards the 11th National Patriotic Emulation Congress.
Fourthly, the Emulation and Reward Councils of each locality are requested to thoroughly study and synchronously and effectively implement Directive No. 41-CT/TW dated December 26, 2024 of the Politburo on "Strengthening the Party's leadership over emulation and reward work in the new situation"; Conclusion of the Prime Minister - Chairman of the Central Emulation and Reward Council in Notice No. 576/TB-VPCP dated December 27, 2024.
Promote the role and responsibility of the Emulation Council and members of the Emulation and Reward Council at all levels, sectors, units and localities in advising Party committees and authorities in leading and directing the implementation of emulation and reward work.
Fifth, perform well the work of commendation, ensuring timeliness, publicity and transparency. Enhance the role and responsibility of leaders in discovering, praising, rewarding and proposing superiors to commend, especially commending outstanding achievements and rewarding direct workers.
Pay attention to reviewing and thoroughly resolving rewards for resistance achievements; resolutely and synchronously deploy the policy of rewarding the Glorious Youth Volunteer Medal to ensure the right subjects; reward collectives and individuals with achievements in implementing Resolution No. 18-NQ/TW of the Central Committee.
Sixth, arrange and consolidate the apparatus for emulation and reward work in accordance with the current context of preparing to rearrange the boundaries of administrative units; focus on improving the capacity of the staff working on emulation and reward work to advise and propose effective, accurate and correct emulation and reward work; promote the application of information technology, digital transformation, and reform of administrative procedures in emulation and reward work to meet current practical requirements.
Seventh, actively exchange, connect and develop between regions of cities in the Emulation Cluster. Strengthen the dissemination and replication of emulation movements, effective economic development models, creative and good practices, and advanced examples between localities in the Emulation Cluster to exchange experiences and promote replication, creating a widespread spread in the Emulation Cluster and the whole society.
At the Conference, the centrally-run cities signed a competition agreement for 2025. Hanoi City is the cluster leader, Ho Chi Minh City is the deputy cluster leader.
In 2024, the Emulation Cluster of Central Cities achieved many positive results, making important and comprehensive contributions to the fields of socio-economic development. The economic growth rate (GRDP) of the cities in the Cluster always increased compared to 2023 (Hai Phong City increased by 11.01%; Ho Chi Minh City increased by 7.17%; Hanoi City increased by 6.5%; Da Nang City increased by 7.51%; Can Tho City increased by 7.12%).
The state budget collection work has always been focused on and directed strongly since the beginning of the year, thereby achieving positive results. The total budget collected by the cities in the Cluster is more than 1,155,113 billion VND, contributing greatly to the country's total revenue.
