Implementing Plan No. 21/KH-BCĐ, dated April 7, 2023 of the Provincial Steering Committee 138 on organizing the National Day for National Security Protection (ANTQ), the Provincial Police coordinated with districts and cities to select 10 communes and wards as pilot communes for the National Day for National Security Protection in 2023, including the communes: Hai Xuan (Hai Hau); Yen Luong (Y Yen), Truc Cuong (Truc Ninh), Kim Thai (Vu Ban), Giao Thinh (Giao Thuy), Nghia Lac (Nghia Hung), Nam Thang (Nam Truc), My Trung (My Loc), Xuan Thanh commune (Xuan Truong) and Loc Hoa ward (Nam Dinh city).

The festival program includes the following contents: Evaluation of the results of the work of building the movement for the entire people to protect national security in the past time, directions and tasks for the coming time; discussion, dialogue, exchange of experiences in building the movement; awarding collectives and individuals with outstanding achievements; giving gifts to families with preferential policies, poor students who have overcome difficulties; awarding the National Flag to religious units; launching emulation movements, signing emulation agreements... In addition, the festival for the entire people to protect national security also has activities: culture, arts, sports, folk games; making electronic chip-embedded citizen identification cards; instructing people to set up electronic identification accounts; instructing people to make passports on the National Public Service Portal; training in fire prevention and fighting for households; environmental sanitation...
The time to organize the National Day for National Security Protection in 10 pilot communes and wards is before August 19, 2023; then expand to other areas with the aim of strengthening propaganda, mobilizing, raising awareness, and at the same time promoting the construction of "Skilled Mass Mobilization" models to attract a large number of people to participate, contributing to maintaining security and order right from the grassroots./.
