Reporting to the working delegation, the Secretary of Lam Ha District Party Committee and the Secretary of Dam Rong District Party Committee informed: In the first quarter of 2025, the Standing Committees of the District Party Committees closely followed the direction of the Provincial Party Committee and the Provincial People's Committee to effectively implement the tasks of socio-economic development, ensuring national defense and security, building the Party and the political system to meet requirements, progress and achieve some positive results.
Social security work is given attention and implemented promptly and fully; political security and social order and safety are maintained and stable, without any complicated developments.
The work of streamlining and streamlining the apparatus is focused on and implemented to ensure progress; the agencies after the reorganization will start operating immediately, without any interruption of work.

For Lam Ha district, the total area of perennial crops is 51,433 hectares; of which, 16,258 hectares are used for high-tech agricultural production, produced according to safety standards, accounting for 31.7% of the total cultivated area. The value of industrial and handicraft production at current prices reached 735 billion VND, up 11.7% over the same period.
The total public investment capital allocated for 2025 is 174.6 billion VND/42 projects. As of March 20, 25.7 billion VND has been disbursed, reaching 14.7%. The capital allocated for the National Target Program on New Rural Construction in 2025 is 39.3 billion VND; currently, agencies and localities are implementing it.
The estimated state budget revenue for 2025 is assigned to VND419.8 billion. By March 20, the whole district collected VND99.5 billion, reaching 23.7%, up 13.7% over the same period. Total budget expenditure was VND284.8 billion, reaching 29.8%.

In the first quarter of 2025, 1 billion VND was mobilized for the District's Temporary and Dilapidated House Elimination Fund. To date, 10 houses have been completed (5 newly built houses, 5 renovated houses); 17 houses are under construction (13 newly built houses, 4 renovated houses). It is expected that construction of 19 houses will start at the end of March 2025.
The progress of key projects is carried out strictly and in accordance with procedures. Forest management and protection; social security work is given attention and implemented promptly and fully; political security and social order and safety are maintained and stable, without any complicated developments.

For Dam Rong district, in the first quarter of 2025, the total production value is estimated at VND 1,175 billion, reaching 26.47% of the plan, up 0.6% over the same period. The total public investment capital plan for 2025 is VND 175.6 billion, investing in 98 projects including 57 transitional projects and 41 newly started projects. As of March 18, the disbursed capital plan value was VND 50.10 billion, reaching 28.52% (8.92% higher than the same period).
Total budget revenue to date is 27.4 billion VND/124.7 billion VND, reaching 22% of the plan assigned by the province, 21% of the target plan (equal to 70% compared to the same period, due to the decrease in revenue from land use fees). Budget expenditure is 142.5 billion VND/602.5 billion VND, equal to 23.64% of the assigned estimate.

Regarding the program to eliminate temporary and dilapidated houses, the Standing Committee of the District Party Committee directed the District People's Committee to approve a list of 168 households eligible for support and allocate a budget of VND 9.72 billion to the People's Committees of communes to support implementation in 2025; of which, 156 new houses will be built with a budget of VND 9.36 billion and 12 houses will be repaired with a budget of VND 360 million.
Currently, the communes are implementing 34 houses; of which, 28 are newly built and 6 are being repaired. The Steering Committee has issued a document directing the District People's Committee and communes to speed up the progress and strive to complete the work of eliminating temporary and dilapidated houses before June 30.
The local defense and security situation is ensured; the commune-level police have basically been organized and put into stable, effective and efficient operation. Party building and political system building are always considered the top priority and are implemented in accordance with the direction of the Central and the province.

Concluding the meeting, Comrade Nguyen Thai Hoc - Acting Secretary of Lam Dong Provincial Party Committee emphasized: 2025 is a very different year compared to other years. It is a year that poses many difficulties and challenges for the province in accelerating and breaking through to complete the 5-year plan; at the same time, focusing on perfecting and consolidating the organizational apparatus from the grassroots to the district and provincial levels.
In the immediate future, Acting Secretary of Lam Dong Provincial Party Committee Nguyen Thai Hoc requested the Standing Committee of Dam Rong District Party Committee and Lam Ha District Party Committee to review the results of the first quarter in each field, especially the unachieved targets, in order to determine the roadmap and tasks for implementation in the next quarter. Localities need to promptly direct communes and towns to report the results of their tasks weekly to the district and every two weeks to the province.
In addition, after the end of the District Police's activities, the work of ensuring political security and social order and safety must be ensured and linked to the locality. Especially, on major holidays such as the upcoming April 30 and May 1, it is not allowed to be passive or surprised but must be linked to the motto "Each commune must maintain security and order in that commune".
The results of the first 6 months of 2025 in all areas are shown in the indicators, with specific numbers that will be a measure of the spirit, responsibility, and enthusiasm of each cadre and party member. Thereby, localities need to strengthen urging, resolutely monitor and supervise the settlement of work. At the same time, review responsibilities, strictly handle cases where Secretaries and Chairmen of communes and towns refuse to work, cannot work or show signs of violations.
With the goal of stabilizing the organizational apparatus from the provincial to the grassroots level by 2025, the Acting Secretary of the Lam Dong Provincial Party Committee requested that the Standing Committees of the District Party Committees of the two districts need to be proactive, quick, and proactive in grasping the resolutions and policies of the Central and the province to implement them according to the set roadmap.

In particular, it is necessary to exchange and discuss democratically, promoting collective intelligence to choose the best and most optimal plan.
