In 2025, the Central Government assigned the economic growth target of Quang Nam province to be 10%. To achieve this target, the Provincial People's Council recently issued a resolution to adjust the growth target that had been approved at the beginning of the year; and the Provincial People's Committee promptly issued a double-digit growth scenario for 2025 with many specific targets, tasks and solutions.
I. GENERAL SCENARIO
1. Economic growth scenario in 2025
Quang Nam has built a growth scenario (gross product in the province GRDP) reaching 10% by 2025. Accordingly, the growth of the industrial - construction sector will increase by about 14% (of which industry alone will increase by nearly 15%); the service sector will increase by over 9%; agriculture, forestry and fishery will increase by 4%, the scale of GRDP in 2025 of the province will be about 147 trillion VND, GRDP per capita will be about 95 million VND; total investment capital will be about 47 trillion VND (approximately 32% of GRDP). Of which, state capital will be about 12,487 billion VND; non-state capital will be about 24,173 billion VND; foreign investment capital will be about 10,409 billion VND.

2. Economic growth scenario by quarter
Quang Nam's economic growth forecast for 2025 is higher in the following quarter than the previous quarter. In particular, the first quarter is estimated to increase by 7% with industrial and import-export conditions improving but not fully recovering, due to the impact of the world market, and domestic consumption demand after Tet is often weaker than in other quarters. The second quarter is expected to grow by 8.8%, thanks to the promotion of public investment disbursement, industrial production gradually stabilizing, especially the processing and manufacturing industry, and tourism entering the main operating season. The third quarter is expected to grow by 11.4%, driven by industrial production and domestic and international tourism thanks to tourism stimulus programs. The fourth quarter is forecast to reach 11.8%, with the strength of domestic consumption during the year-end shopping season and public investment disbursement.
The industrial and construction sector is expected to recover and develop stably with a growth rate of 14% (growth rates for the quarters are: 9.1%; 13.2%; 14.9%; 16.2% respectively), contributing 5 percentage points to the overall growth rate. In the industrial sector alone, the growth rate in the first quarter increased by 9.4%, in the second quarter by 14%, in the third quarter by 16% and in the fourth quarter by 17.2%, for a total growth rate of 14.8% for the whole year.
In particular, the manufacturing and processing industry continues to be the main driving force, contributing greatly to the province's economic growth with an increase of 17.4%, bringing 4.03 percentage points to the overall growth of the entire economy. Construction activities are expected to record a growth rate of 9.7% compared to the previous year, contributing 0.57 percentage points to the overall growth of the entire economy.
The service sector is forecast to remain a bright spot, playing an important role in promoting the province's overall growth. In 2025, it is forecast to increase by 9.4% (in the first quarter it increased by 7.1%, in the second quarter it increased by 8.4%, in the third quarter it increased by 11.7%, in the fourth quarter it increased by 10.1%). It is expected that service sectors with large proportions will also have a good growth rate in 2025, such as: wholesale and retail, repair of automobiles, motorcycles, motorbikes and other motor vehicles will grow by 10.5%, contributing 0.69 percentage points; transportation and warehousing will increase by 12%; contributing 0.32 percentage points; financial, banking and insurance activities will increase by 9.8%; contributing 0.33 percentage points; accommodation and catering services will increase by 10.3%; contributing 0.28 percentage points; Information and communication increased by 9.7%, contributing 0.37 percentage points.
The agriculture, forestry and fishery sector continues to effectively implement the agricultural development strategy, transforming the crop structure, ensuring both food supply and security and sustainable agricultural, exploitation and aquaculture development. This sector will increase by about 4% in 2025, contributing 0.5 percentage points to the overall growth rate. The growth rates for the quarters are: 3.4%; 4.4%; 4.3%; 3.3%, respectively.
3. Key tasks each quarter
To implement the growth scenario of each quarter as above, the key tasks of each quarter are as follows:
- Quarter I/2025: Focus on completing the arrangement and streamlining of the apparatus associated with streamlining the payroll, restructuring and improving the quality of the staff, civil servants and public employees. Effectively implement Decrees No. 177/2024/ND-CP, No. 178/2024/ND-CP, No. 179/2024/ND-CP dated December 31, 2024 of the Government along with improving the quality of the staff, civil servants and public employees, including going to the grassroots. Implement the Provincial Planning for the period 2021 - 2030, with a vision to 2050. Organize the Investment Promotion Conference in 2025.
- Quarter II/2025: Accelerate the disbursement of public investment capital, especially capital for the 3 National Target Programs, capital for 2024 extended to 2025, capital for the Socio-Economic Recovery and Development Program to ensure that projects are implemented quickly, on schedule and bring practical value. Focus on and have drastic solutions to remove difficulties for real estate projects to free up land resources, slow-to-implement projects in the province related to administrative procedures and institutions to mobilize all social resources for investment and development, promoting the real estate market.
Focus on stimulating tourism, paying attention to upgrading existing tourism products, developing new tourism products to attract tourists, increasing tourism revenue. Continue to remove institutional obstacles, while improving the investment and business environment to attract businesses and investors. In the immediate future, focus on supporting and immediately removing bottlenecks in investment projects of THACO, HOIANA, HYOSUNG... groups to promptly deploy investment.
- Quarter III/2025: Stimulate consumption, boost exports; support businesses to access product consumption markets, especially OCOP products. Effectively implement the supply-demand connection program between Quang Nam and other provinces and cities in 2025. Propose important solutions and specify the tasks of implementing Resolution No. 03/NQ-CP dated January 9, 2025 on the Government's Action Program to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.
- Quarter IV/2025: Boost budget collection, especially from revenue sources with room for improvement; focus on preventing revenue loss, tax arrears, transfer pricing, tax evasion, and combating trade fraud. Be ready to respond to unfavorable situations in production and business activities that affect revenue in 2025. Well implement Directive No. 35 dated June 14, 2024 of the Politburo on Party Congresses at all levels towards the 14th National Party Congress, focusing on building a contingent of cadres; well organize the 23rd Provincial Party Congress.
II. TASKS AND SOLUTIONS
1. Core solution
Focusing on drastic and synchronous solutions to promote the disbursement of public investment capital from the beginning of the year, paying attention to urging and accelerating construction progress, organizing the installation of recognition signs for 32 key works and projects to welcome party congresses at all levels, of which 16 works under urgent implementation direction have been completed. In addition, in 2025, Quang Nam is expected to start 18 new projects, with a total investment of more than 1,974 billion VND.
Urgently implement the contents of Notice No. 40/TB-VPCP, dated February 12, 2025 of the Government Office on the conclusion of Prime Minister Pham Minh Chinh at the working session with the Standing Committee of the Quang Nam Provincial Party Committee. It is necessary to mobilize at least VND 34,582 billion of non-state capital. Of which, attracting investment from domestic enterprises and FDI is about VND 10,409 billion. Continue to remove institutional obstacles, while improving the investment and business environment in a more transparent and favorable direction. In addition to continuing to improve the investment and business environment to increase the number of new enterprises, it is necessary to proactively grasp the production and business activities of enterprises; handle and remove obstacles in a specific and practical manner, accompany the business community, especially the key economic sectors of the province to overcome the difficult period, and soon recover production and business.
Focus on site clearance to create a large clean land fund to attract investment projects, note to speed up site clearance for investment in 2 pilot industrial parks of 435ha in Nui Thanh district and 650ha in Thang Binh district, 115ha industrial park.
Pay attention to and urgently support investment in strategic projects that have been agreed by the Prime Minister such as: Investing in the exploitation of Chu Lai Airport associated with Tam Quang Duty Free Zone; Ky Ha Port Channel Phase 2; Cua Lo Channel and Chu Lai Container Logistics Center; investing in upgrading and renovating National Highways 14D, 14B... Urging the urgent completion of the project to upgrade and renovate National Highway 14E, the Regional Linkage project in the province; implementing investment in the project to establish the Dam River Wetland Conservation Area, Tam Ky, the commercial and service urban project along Nguyen Tat Thanh Street, Tam Ky and projects that Sungroup Corporation researched and implemented the project of the Wind Turbine Blade Manufacturing Factory at Tam Hiep Port Logistics Industrial Park; researching and developing the night economy.
Pay attention to guiding and solving procedures for investors to immediately implement projects, especially projects that have been granted investment policy approval decisions, investment registration certificates/investment location research agreements at the Provincial Planning Announcement Conference and Investment Promotion Conference. Review and remove difficulties and obstacles related to project operations, especially real estate projects to continue implementation; have solutions to actively support expansion investment projects in the province.
Promote the mining industry in the province. Departments, branches and localities, based on the approved Provincial Planning, urgently advise on the implementation of relevant procedures to accelerate the development of the mining industry; pay attention to removing difficulties and obstacles to soon put the Bong Mieu gold mining project and Phuoc Son gold mining project into operation. Pay attention to mobilizing resources for development investment, especially idle capital sources in society. Consider mobilizing loans for development investment. Study to expand investment in projects under the PPP method according to the list of investment projects in the implementation plan of the Provincial Planning approved by the Prime Minister. Prioritize speeding up the progress of key and dynamic projects, especially connecting traffic projects, THACO projects, projects related to port infrastructure investment, logistics... Continue to review slow-to-implement projects, suspended planning, land, public assets that are not used or are not used properly... to have a definitive solution to avoid waste.
Continue to focus on the growth drivers of the province in recent times, focusing on the industrial production group, especially the processing, manufacturing and supporting industries; promote domestic consumption; support businesses to access the product consumption market, especially OCOP products. Organize tourism stimulus, diversify new and more attractive tourism products; pay attention to exploiting community tourism, rural tourism and sea tourism.
Research on expanding export markets by making the most of free trade agreements (FTAs) that Vietnam has signed; focus on supporting solutions to attract international tourists to visit the province. Research on promoting new growth drivers, focusing on science, technology, digital transformation, green economy, and night-time economy. Propose important solutions and specify the tasks of implementing Resolution No. 03/NQ-CP dated January 9, 2025 on the Government's Action Program to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation.
- Promote digital transformation, develop science and technology, start-up ecosystem, innovation. Strengthen information and communication work, especially policy communication. Continue to effectively implement Project 06, strive to complete utilities on the VneID application to replace citizen papers (health insurance cards, driver's licenses, criminal records, etc.); integrate and restructure 53 essential public services on the National Public Service Portal, ensuring reduction of paperwork, travel time and implementation costs.
- Focus on perfecting institutions, considering this as a breakthrough of breakthroughs, focusing on promoting administrative reform, focusing on reforming administrative procedures, promptly removing barriers and difficulties for businesses and people, creating a favorable investment and business environment; especially in the fields of investment, business, construction, land, public investment, planning, environment... Focus on synchronously and effectively implementing tasks and solutions in personnel work, considering this as the "key of key issues" task. Have effective solutions to improve provincial competitiveness indexes.
2. Specific solutions
About the institution
Focus on administrative reform, quickly resolve investment procedures, remove difficulties and obstacles for businesses and projects. Quickly review, amend and complete regulations that are no longer suitable, overlapping or incomplete; in the immediate future, urgently issue regulations and procedures on investment, land and mineral exploitation... to create the most favorable conditions for businesses to operate and promote investment attraction in the province.
Decentralize and delegate authority thoroughly according to the motto "local decision, local action, local responsibility" in mobilizing and using resources. Strengthen supervision, inspection, urging, discipline, and order, attaching the division of labor with the spirit of "5 clear" (clear people, clear work, clear responsibility, clear time, clear results). Based on the Planning of Quang Nam province for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister in Decision No. 72/QD-TTg dated January 17, 2024, urgently complete zoning plans; establish and adjust urban planning, rural planning, technical and specialized planning in the province according to the provisions of relevant laws... in which, priority is given to completing planning documents along Vo Chi Cong street to have a basis for attracting investment in the province.
Develop management mechanisms and policies to remove difficulties and obstacles for the real estate market. Research specific mechanisms and policies to train, attract and improve the quality of staff and protect and encourage staff to dare to innovate, dare to think, dare to do, dare to take responsibility for the common good, not for personal gain.
On mobilizing and using public investment resources
Mobilize total social investment capital of about 47 trillion VND, an increase of 30% compared to 2024, accounting for over 32% of GRDP (State capital of about 12,487 billion VND; non-state capital of about 24,173 billion VND; FDI capital of about 10,409 billion VND). Focus on removing difficulties and obstacles, accompanying businesses, especially bottlenecks in site clearance to create maximum conditions for businesses to invest and release resources right in 2025: THACO (about 3,500 billion VND), HOIANA (about 1 USD), Karcher Vietnam Technology (150 million USD), HYOSUNG...
Identify public investment as the main driving force, leading social investment sources. Focus on implementing public investment disbursement right from the beginning of the year, specifically, by the end of July, localities will disburse over 50%; by the end of September, disbursement will reach over 70%; in December, strive to disburse over 95%; by January 31, 2026, disbursement will reach 100% of the 2025 capital plan.
Actively coordinate with the Ministry of Construction based on the provisions of the Road Law and Decree No. 165/2024/ND-CP dated December 26, 2024 of the Government to unify the management agency and implement the National Highway 14D and 14B projects in February 2025. Continue to work with central ministries and branches to propose and recommend the Government and the National Assembly to allocate resources to invest in the centrally managed transport infrastructure system in the province, especially expressways and national highways connecting the eastern national highways and expressways with Ho Chi Minh Road, Vietnam - Laos border gates and key traffic works (airports, seaports).
On promoting consumption and attracting tourists
Continue to effectively implement Resolution No. 13-NQ/TU dated July 27, 2021 of the Quang Nam Provincial Party Committee on developing trade and tourism in Quang Nam province until 2025, with a vision to 2030. Strive for total retail sales of goods and service revenue to increase by more than 20%; retail sales of goods to increase by 15-16%. Promote and stimulate domestic consumption and tourism. Step up support for businesses to access product consumption markets, especially OCOP products, focusing initially on two major markets: Hanoi and Ho Chi Minh City. Research on developing the night-time economy in Tam Ky and Hoi An.
Exploiting activities to celebrate the 95th anniversary of the founding of the Quang Nam Provincial Party Committee and the 50th anniversary of the liberation of Quang Nam Province to promote tourism development, investment, consumption, and create momentum for the province to move towards the expected growth rate. Focus on urging and promoting the development of diverse tourism products; at the same time, develop new tourism products: exploit the potential of community tourism, eco-tourism, adventure tourism in unexploited areas in the West and South of the province; organize the International Ngoc Linh Ginseng Festival... strive to welcome about 8.9 million visitors, an increase of 11% over the same period in 2024, of which international visitors are estimated at more than 6 million visitors; expected tourism revenue of 11.3 trillion VND; social income from tourism of more than 26 trillion VND.
About export
Support businesses to effectively exploit opportunities from 17 signed free trade agreements (FTAs); diversify export markets, especially countries that have recently upgraded their strategic and comprehensive strategic partnerships, new and potential markets in the first months of 2025 to increase exports. Strive for an export turnover increase of more than 20% (about 2.2 billion USD). Promote the development of logistics services to attract import and export goods.
On promoting private investment and processing and manufacturing industry
Prepare conditions and organize a Conference to deploy the plan to implement the Quang Nam Provincial Planning for the period 2021 - 2030, with a vision to 2050, and an Investment Promotion Conference in 2025. International workshop on the East-West Economic Corridor through the Nam Giang - Dac Ta Ooc International Border Gate pair; research on border gate development and work with the relevant agencies of Sekong province (Laos) to study the policy mechanism related to border gate development; research and develop a project to establish Chu Lai Free Trade Zone, Quang Nam; continue to implement the overall development project of Nam Giang Border Gate Economic Zone for the period 2025 - 2035, with a vision to 2035 associated with the East-West Economic Corridor Road 2. Strengthen work with each strategic investor to attract large FDI projects.
Based on the industrial park land quota allocated by the Prime Minister in Decision No. 326/QD-TTg dated March 9, 2022 and Decision No. 227/QD-TTg dated March 12, 2024 to balance and prioritize land use planning for established industrial parks (IPs) and the remaining area is allocated to IPs proposing new investments, ensuring effective use of land quotas and promoting investment attraction.
Accelerate the investment progress of new industrial parks to reduce costs for investing enterprises, increase the attractiveness of private investment and FDI investment. Strengthen the operation of industrial parks (land of Tam Anh Nam, An An Hoa, Nam Thang Binh industrial parks). Regularly urge investors of industrial park infrastructure to focus on resolving problems in compensation and industrial park planning procedures, adjust and supplement business lines to quickly deploy industrial park construction according to the approved progress, ensuring sufficient conditions for licensing secondary investment projects. At the same time, monitor and coordinate with investors of industrial parks to urge investors to implement the registered progress to ensure effective use of industrial park land.
Monitor and promptly propose mechanisms and policies for industrial development, especially the processing and manufacturing industry.
Strengthening budget management and administration
Striving to collect more than 37 trillion VND in budget revenue, of which domestic revenue is 29.4 trillion VND, THACO Truong Hai Group Corporation alone is expected to contribute about 15.6 trillion VND to the budget.
Focus on building specific land prices for projects (land price lists of the province, district, compensation price lists for crops, livestock, etc.) to attract investment and increase budget revenue. Continue to implement the Project to improve the effectiveness of coordination in managing state budget revenue in the province; pay attention to preventing loss of land use tax revenue in the province.
Review large-scale enterprises operating in the province, FDI enterprises (large registered capital, using large land areas, many workers...) but having low tax payments to the budget, not commensurate with the scale of operation to conduct inspections and examinations to contribute to preventing tax losses.
Developing agriculture and promoting new growth drivers
Shift from agricultural production thinking to agricultural economic thinking. Accelerate the implementation of the Action Plan on restructuring the agricultural sector, towards increasing value and sustainability; sustainable development of agriculture and rural areas associated with new rural construction. The estimated value of agricultural, forestry and fishery production (at 2010 comparative prices) in 2025 is about 16.8 trillion VND, an increase of 3.5% compared to the estimated implementation in 2024. Total grain output reaches more than 500 thousand tons. Total aquatic product output is 127 thousand tons.
Continue to strongly develop OCOP products and pay attention to developing cooperatives in the province. Develop a green economy with priority given to: non-carbon investment; purchase and sale of carbon credits and related services. Develop a plan for science and technology development to improve the effectiveness of research, transfer, and application of scientific and technological advances in production and local agricultural extension activities. Pay attention to proactive measures to prevent and control natural disasters, promptly respond and overcome consequences to minimize damage.
Promote administrative reform and digital transformation, focusing on promoting the implementation of digital government, digital economy and digital society according to the program of the Provincial Party Standing Committee on implementing Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation. Promote digital transformation of enterprises to contribute to increasing the proportion of the province's digital economy.
