In the theme of many congresses, the phrase "building a smart ward" first appeared in the draft Political Report (BCCT) of the Executive Committee (EC) submitted to the 13th Congress, Nguyen Thai Hoc Ward Party Committee, Yen Bai City for the 2025 - 2030 term. The draft consists of 40 pages, the Document Subcommittee has focused its intelligence, research and development to complete on schedule; to date, it has completed the implementation of collecting opinions from 1,200 party members in 24 affiliated party cells with over 700 comments to complete the draft.
The Party's Resolution (NQ) sets out directions and effective ways to make people's lives better and happier. Therefore, economic development is placed at the center of the document. Nguyen Thai Hoc Ward has 4,202 households, 15,212 people, 15 residential groups - one of the city's commercial and service centers. After 5 years of implementing the Resolution of the 12th Congress, commercial and service development has developed quite dynamically: the whole ward has 139 enterprises, 1,168 business households in operation; total retail sales of goods and social consumer service revenue reached 3,800 billion VND, an increase of 17% compared to the target set by the Resolution of the 12th Congress. The results achieved are very positive, but the draft of the Political Report clearly shows that it is not commensurate with the potential and strengths.
Looking back, over the past 5 years, the number of large-scale commercial and service establishments has not increased much. In addition to some stable establishments such as Vincom Plaza Trade Center; restaurants: Duyen Quy, Oanh Hien; Golden Palace Event Center; Dien May Xanh; Mediamart; there have been some new Vinmart convenience stores, a chain of restaurants and refreshment shops on Ly Dao Thanh walking street.
Looking at the growth rate and reality, it can be seen that the space and space for local trade and service development has almost been "filled". Hoa Binh Minh Hotel - a large investment project (only after Vincom Plaza Trade Center) but for many years is still in the process of completion. Planning and arranging the site to attract investment projects with the current land fund of the locality is very difficult. That situation requires a shift in "depth".
The successful model congress of Party cell No. 5 created favorable conditions for organizing congresses of subordinate Party cells.

The development orientation is towards civilization, modernity and professionalism; to promote, not only focus on encouraging and attracting investment to develop systems and networks but also need a fast, wide and modern transaction and payment environment. That is not only a trend but also an effective tool to expand space and space, increase the total retail sales of goods and revenue from social consumer services in the ward".
In fact, the application of modern information technology has been of special interest to the ward in recent times: the rate of online public service implementation has reached 70%; the ward has achieved 17/17 digital transformation ward targets, 13/13 advanced digital transformation ward targets. The locality has promptly deployed Voso, Postmart... applications in economic activities; supported the introduction of 4 OCOP products: Y Linh glutinous rice turmeric starch, Y Linh arrowroot starch, Huong Giang wood paintings, Huong Giang wood flowers on e-commerce platforms; at Nguyen Thai Hoc Market, the 4.0 market model has been applied in transactions and payment of goods.
In the draft of the Party Central Committee submitted to the 13th National Congress, the Party Committee of the ward determined to focus on developing tourist streets on Thanh Cong, Nguyen Thai Hoc, Hoang Hoa Tham, and Ly Dao Thanh streets to become cultural, tourism, culinary spaces, and model commercial service areas associated with night-time economic development; effectively exploiting the Nguyen Thai Hoc National Historical Relic Site and Yen Hoa Park associated with tourism development linkages.
Along with encouraging investment and developing e-commerce to have 58 more businesses operating in the e-commerce sector in the next 5 years, the ward proposes to invest and convert the Nguyen Thai Hoc Market model into a digital transformation market. In the next 5 years, the ward strives to increase the number of businesses in the area to 197 by 2030, not counting the 1,168 existing business households that will increase. To achieve the goal, removing difficulties in space and space for e-commerce development is an urgent requirement and digital transformation is an effective and less costly solution for this key economic sector of the locality.
The 13th Congress, term 2025 - 2030 of Nguyen Thai Hoc Ward Party Committee will take place from March 6 - 7 and will be selected by Yen Bai City Party Committee to hold a model congress of the grassroots party committee. It is expected that there will be many lively and practical discussions so that the Congress can resolve to unify the orientation, tasks, and leadership solutions in the coming term so that the economy can develop faster. In particular, the service and trade sector, with its role and position as a key economic sector, will be more dynamic to make a stronger breakthrough.
