Yen Bai - On the morning of March 19, Mr. Ngo Hanh Phuc - Vice Chairman of the Provincial People's Committee had a courtesy reception for Mr. Sugi Ryotaro, Former Special Ambassador of Japan - Vietnam/Vietnam - Japan and Mr. Watanabe Takakazu, Counselor of the Embassy of Japan in Vietnam on the occasion of the delegation's working visit to Yen Bai province.

The delegation was also received by leaders of the Vietnam Fatherland Front Committee of Yen Bai province, Department of Finance, Department of Health...

At the reception, Vice Chairman of the Provincial People's Committee Ngo Hanh Phuc sincerely thanked Mr. Sugi Ryotaro for his special attention and affection for Yen Bai province; at the same time, informed the delegation about the natural and social conditions, as well as the potential strengths of the province; the socio-economic situation of Yen Bai province in 2024.

Accordingly, the economy maintained a fairly good growth momentum, with a growth rate of 7.91%, ranking 7th out of 14 provinces in the region and 25th out of 63 provinces and cities nationwide; many key economic indicators increased significantly compared to the same period; the economic structure shifted positively. Agriculture maintained a fairly good growth rate, reaching 3.56%, ranking 2nd out of 14 provinces in the region.

Industry continues to develop steadily; investment attraction achieves positive results, the investment and business environment is increasingly improved. A number of infrastructure investment projects in industrial zones and clusters, large-scale industrial production and processing projects have been attracted, such as: Tran Yen Industrial Park, Erex Sakura Yen Bai Biomass Fuel Plant Project; 3 Phu Thinh industrial clusters... Attention is paid to the development of the cultural and social fields; social security is ensured; people's lives continue to improve.

In particular, Yen Bai province has promptly directed to overcome the consequences and support people affected by storm No. 3. Sharing those difficulties, Yen Bai province has received support and assistance from domestic and foreign organizations, in which, Japanese organizations have also promptly supported, shared and implemented projects to help people in Yen Bai province to soon overcome the consequences and rebuild their lives.

Vice Chairman of the Provincial People's Committee Ngo Hanh Phuc informed: In 2025, Yen Bai province will focus on economic development, striving to achieve a growth target of 8.2% and in favorable conditions, strive to achieve double-digit growth (10%). Currently, the province is focusing on implementing the organization and apparatus arrangement according to the direction of the Central Government to improve the effectiveness and efficiency of the government apparatus at all levels. This is a revolution in the organization of the apparatus for Yen Bai province, together with the whole country, to rise up in the new era.

To achieve the socio-economic development goals set for 2025, Yen Bai province pays special attention to attracting investment resources from domestic and foreign organizations. Vice Chairman of the Provincial People's Committee Ngo Hanh Phuc hopes that Mr. Sugi Ryotaro will be a bridge to introduce Japanese partners to continue to strengthen investment cooperation; promote the labor export market, invest in the education and health sectors; help Yen Bai province access new Japanese science and technology, in order to contribute to the goal of poverty reduction and social security.

Currently, Yen Bai province has 4 foreign direct investment projects of Japanese investors with investment policy approval decisions, investment policy decisions and investment registration certificates in operation with a total registered capital of 218.3 million USD, equivalent to about 5,176.24 billion VND, which have brought about efficiency and promoted local economic development. Vice Chairman of the Provincial People's Committee Ngo Hanh Phuc hopes that in the coming time, the province will continue to receive support for projects using ODA capital and preferential loans funded by the Japanese Government and projects related to education, training and health care, etc.

With his experience in work, the Vice Chairman of the Provincial People's Committee hopes that Mr. Sugi Ryotaro will continue to contribute more to the Vietnam - Japan relationship in general and to the localities and enterprises of Japan with Yen Bai province in particular, contributing to improving the lives of people in difficult areas in the province; at the same time, he thanked Mr. Sugi Ryotaro, former Special Ambassador of Japan - Vietnam / Vietnam - Japan and the Embassy of Japan in Vietnam for their interest in implementing the "Project to protect the lives and health of Vietnamese people" sponsored by Ambassador Sugi Ryotaro.

The project consists of two components. In the first component, Japan signed an aid agreement with the Vietnamese Ministry of Health to provide machinery and equipment to remote areas and areas where cars are not available. The second component is a people's project.

In August 2024, doctors of the Project examined and diagnosed liver diseases for free for nearly 300 people. Thereby, they discovered a number of cases of liver infection with parasites; exchanged with doctors in Nghia Lo town, Yen Bai province. On this occasion, on March 19-20, 2025, a team of Japanese doctors and nurses conducted the second liver examination in Nghia Lo town.

Previously, after screening 169 patients, Nghia Lo General Hospital discovered 61 patients with abnormal blood test results. On March 19-20, the Japanese medical team will use advanced equipment to accurately diagnose the patients' conditions.

Thanking the Yen Bai province for the warm welcome given to the delegation, Mr. Sugi Ryotaro, former Special Ambassador of Japan - Vietnam / Vietnam - Japan, said that the Liver Examination Project in Yen Bai province was personally sponsored by him with the desire to bring the most modern medical experience, experts and medical equipment from Japan to Vietnam to provide medical support to functional agencies; to propagate and popularize knowledge about the liver and health in general to help people reduce liver diseases caused by alcohol, beer or lifestyle habits.

Former Ambassador Sugi Ryotaro hopes to continue receiving support from the People's Committee of Yen Bai province in implementing the Project to protect the lives and health of Vietnamese people and the Project "School Reconstruction" at Ba Khe Primary and Secondary School (Van Chan district).
