On the afternoon of December 7, the Central Organizing Committee's working delegation led by Comrade Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organizing Committee, worked with the Provincial Party Committee Standing Committee on the results of leadership in implementing political tasks since the beginning of the 20th Thai Binh Provincial Party Congress term up to now, and the key directions and tasks in the coming time.

Since the beginning of the term, in the context of many difficulties and challenges, with the attention, support and facilitation of the Central Party Committee, the National Assembly, the Government and the Central ministries, departments and branches, with high political determination and creative ways of doing things, the Party Committee, the government and the entire political system, the business community and the people of the whole province have promoted the spirit of solidarity, joint efforts, unanimity, seized opportunities, overcome difficulties, steadfastly set goals, persistently implemented the Resolution of the 20th Provincial Party Congress and achieved many positive results, important and quite comprehensive achievements in all fields. Up to now, Thai Binh is estimated to have completed and exceeded 15/20 main targets of the Resolution of the 20th Provincial Party Congress. It is expected that by 2025, the gross regional domestic product (GRDP) will increase 1.6 times, labor productivity will increase 1.5 times, and per capita income will increase 1.5 times compared to 2020. Attracting foreign investment capital FDI will make a strong breakthrough, reaching 3 billion USD in 2023, in the top 5 of the country. Most fields have made clear, remarkable progress and fundamental, breakthrough changes, creating the premise and foundation for the province's breakthrough development in the coming time, ready to enter a new era with the whole country, the era of national development.
Regarding the preparation for the Party Congresses at all levels towards the 14th National Congress of the Party, the Standing Committee of the Provincial Party Committee has seriously implemented Directive No. 35-CT/TW of the Politburo; issued a plan on organizing Party Congresses at all levels towards the 14th National Congress of the Party and disseminated it to each grassroots Party organization, cadre and Party member. The Standing Committee of the Provincial Party Committee has established 8 sub-committees to assist in preparing and organizing the 21st Provincial Party Congress; agreed on the orientation of a number of basic contents on drafting documents for the Provincial Party Congress and the district-level Party Congresses for the 2025-2030 term, ensuring the correct goals, viewpoints and development orientations in accordance with the direction of the Central Committee, the synchronous inheritance and consistency with the Resolution of the 20th Provincial Party Congress; to date, the first draft of the political report and thematic reports have been completed; Complete the review and supplement of the planning of cadres at all levels to serve the personnel work of the congress to ensure quality and meet the requirements of the tasks. The whole province is focusing on implementing the summary of Resolution No. 18-NQ/TW of the 12th Party Central Committee "Continuing to innovate and rearrange the apparatus of the political system to be streamlined, operate effectively and efficiently"; develop a plan to rearrange the apparatus of the political system from the province to the grassroots level according to the direction of the Central Committee; identify this as an important and urgent task, which must be urgently focused on and completed early, in sync with the preparation work for organizing party congresses at all levels.
On this occasion, the Provincial Party Standing Committee also recommended and proposed to the Politburo, the Secretariat, and the Prime Minister a number of contents: orientation of organization, arrangement of apparatus and regulations on functions and tasks of departments, branches and sectors in the case of merger; guidance on supplementing the structure of provincial and district Party committees when there is a plan to streamline the apparatus; attention to creating favorable conditions in terms of mechanisms to help Thai Binh soon establish Diem Dien seaport capable of receiving ships with a tonnage of up to 50,000 tons; consideration and financial support to facilitate Thai Binh in implementing a number of important works and projects and adjusting the overall master plan of Thai Binh Economic Zone towards expanding the scope and establishing a number of green, zero-carbon industrial parks and specialized industrial parks.

Speaking at the meeting, Comrade Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Commission acknowledged and highly appreciated the outstanding results in the work of Party building, the political system as well as in the socio-economic development of Thai Binh province in the past time; at the same time, emphasized a number of key tasks that the province needs to carry out in the coming time. In particular, it is necessary to promote good and creative ways to improve the quality of Party building and the political system; promote rapid and sustainable socio-economic development, ensuring national defense and security. Focus on directing the resolute summary of the implementation of Resolution No. 18-NQ/TW of the 12th Party Central Committee; continue to arrange and streamline the operating apparatus in the direction of "Streamlined - compact - strong - effective - efficient - effective - efficient" according to the direction of the Central Committee associated with improving the quality of human resources to meet the requirements and tasks in the new situation.
He emphasized that this is an extremely important task. The Politburo requires Party committees and organizations at all levels, first of all, leaders at all levels, to carry it out with high political determination, take drastic actions, take responsibility for leadership and serious direction, and ensure quality and progress according to regulations. Thoroughly grasp the viewpoints, policies and resolutions of the Party, especially the direction of the Politburo, especially the direction of General Secretary To Lam on strongly innovating the Party's leadership and governance methods, preventing and combating corruption, waste and negativity; identify important driving forces to bring the country into a new era, an era of national growth, an era of development and prosperity.
Regarding the leadership and direction of the Party Congresses at all levels for the 2025-2030 term, the Head of the Central Organization Committee suggested that Thai Binh province should focus on developing and ensuring the quality of documents for Party Congresses at all levels, especially regarding vision, long-term goals, tasks, drastic and feasible solutions to new issues arising from practice to quickly implement and put into practice as soon as the resolution is issued. Party committees at all levels should prepare well for personnel work to meet the standards and conditions to participate in Party committees and key officials at all levels in the entire Party Committee for the 2025-2030 term.
The Head of the Central Organizing Committee suggested that Thai Binh province should focus on reviewing the goals and targets set out in the Resolution of the 20th Provincial Party Congress to implement and complete them at the highest level; must take advantage of the Central's mechanisms and policies and the province's advantages to make a breakthrough and move forward.
He believes that the Party Committee, government and people of Thai Binh province will continue to promote the will, resilience, revolutionary spirit, cultural traditions of the homeland along with the aspiration to soon make Thai Binh a developed province in the Red River Delta region.
The Head of the Central Organizing Committee also responded to proposals and recommendations and recorded the opinions of the Standing Committee of Thai Binh Provincial Party Committee to synthesize and report to the Central Committee for consideration and decision.
On behalf of the Provincial Party Committee Standing Committee, Comrade Nguyen Khac Than, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee respectfully accepted the guidance of the Head of the Central Organization Committee; at the same time, he respectfully thanked the Politburo and the Secretariat for their regular and continuous leadership and direction towards the Thai Binh Provincial Party Committee.
