Identifying the digitization of records and results of administrative procedure settlement as one of the important solutions contributing to improving the work processing process of state administrative agencies, better serving people and businesses, the Provincial People's Committee has focused on directing departments, branches, sectors and localities to actively apply information technology, increasing the rate of digitized records and results of administrative procedure settlement.
Digitizing records and results of administrative procedure (TTHC) settlement is the scanning of available data on paper documents to convert them into electronic documents. This is considered one of the important tasks in building e-government.
In order to achieve high results in digitizing records and handling administrative procedures, the Provincial People's Committee directed agencies, units and localities to review and simplify the process of handling administrative procedures. At the same time, promote propaganda about the benefits of digitizing records and handling administrative procedures.
Arrange officers and civil servants in charge of and instructing on the digitization of records and results of administrative procedure settlement. Organize training courses on this content for officers and civil servants so that they can clearly understand the process and practical operations of digitizing and synchronizing records in the electronic environment.
The Provincial People's Committee allocates funds for units and localities to purchase information technology equipment and upgrade transmission systems to meet the requirements of providing and storing records and results of administrative procedure settlement in digital form.
Increase the issuance of free digital signatures to people and businesses in the province to serve the settlement of administrative procedures on the National Public Service Portal and the Provincial Public Service Portal.

With the efforts and determination of the entire political system, the implementation of digitalization of records and results of handling administrative procedures in the province has achieved positive results. According to the statistical results on the Provincial Administrative Procedure Handling Information System, in 2024, the whole province has digitized more than 70.9% of the total number of received records; issued electronic results for nearly 70.7% of the settlement results. 100% of digitized records and results of handling administrative procedures are stored in the electronic data management warehouse of organizations and individuals at the National Public Service Portal.
The effective implementation of digitizing input records and returning electronic results has helped update and enrich information for the National Population Database; creating favorable conditions for organizations, individuals and businesses to reuse digitized data to resolve administrative procedures in the next time. Thereby, helping to save time and costs, contributing to improving the efficiency of public service provision by state administrative agencies.
According to the results of the implementation of the Index for directing, operating and evaluating the quality of service for people and businesses in performing administrative procedures and public services according to the implementation time in the electronic environment announced by the Government Office, by the end of December 2024, Vinh Phuc ranked 35th out of 63 provinces and cities.
To further improve the digitization rate of records and results of administrative procedure settlement, the province continues to direct agencies, units and localities to promote the exploitation and use of records and results of administrative procedure settlement on the province's administrative procedure settlement information system to ensure that people and businesses do not need to re-provide results that have been digitized on the system.
At the same time, focus on upgrading technical infrastructure and information technology equipment to serve the goal of digital transformation and handling administrative procedures, especially the digitization of records and results of handling administrative procedures.
Regularly strengthen network safety and security; increase the organization of training courses, refresher courses, and training courses to improve the capacity and skills of officials, civil servants, and public employees in receiving, handling administrative procedures, and reusing the results of handling administrative procedures on the National Public Service Portal and the Provincial Public Service Portal. Actively propagate, disseminate, and guide people to submit documents online and exploit the benefits of digitizing documents and results of handling administrative procedures.
