Removing difficulties in residential land

- With the goal of eliminating temporary and dilapidated houses by August 2025, localities have implemented many solutions, integrated and mobilized resources to speed up the implementation progress. However, many localities still face difficulties in solving land for households to build houses.

Difficulties in land fund

According to the report of the Department of Agriculture and Environment of Yen Son district, there are still 110 households in the district facing difficulties in land during the process of eliminating temporary and dilapidated houses. The reason is that the land plots of households and individuals are mainly unmeasured land areas, without land information and data documents, so it is difficult to review and determine the location, area, origin and land use process as a basis for granting land use right certificates and changing land use purposes.

Vice Chairman of the Provincial People's Committee Hoang Viet Phuong and the working delegation inspected the situation of removing temporary and dilapidated houses in Chiem Hoa district.

Kien Thiet commune has 50 households having problems with land during the process of removing temporary and dilapidated houses. These households are mainly Mong ethnic people, who are familiar with the customs, habits and living environment in their old place, so moving to a new place is not something they want. Or Trung Son commune has 14 households having difficulties with land, of which 2 households are located in landslide areas; 12 households do not have land that is qualified to build houses...

Not only Yen Son, many localities are also focusing on solving difficulties related to land for households. For example, in Na Hang, there are still 350 cases that have not been granted land use right certificates, and in Chiem Hoa, there are 34 households with land problems...

Authorities and authorities take action

To resolve land-related issues, the Department of Agriculture and Environment has coordinated with localities to review and clearly identify the land origin, current status, land use area, compliance with planning, and land-related issues in each case for resolution. Specifically, for households that have not been granted land use right certificates, communes, wards, and towns urge households to go to the commune-level People's Committee headquarters to prepare a dossier to request a certificate or provide guidance on transferring land use rights and changing the land use purpose for plots of land in accordance with the planning. Households that use land for the wrong purpose and have not been granted a certificate must immediately declare, register, and update land changes.

After having their land problem resolved, Mrs. Luc Thi Luong's family, Tan Minh village, Kien Thiet commune (Yen Son) started building a new house.

Comrade Le Quang Toan, Vice Chairman of Yen Son District People's Committee said: Currently, the district is focusing on solving housing land for 60 households, the district strives to start building houses before April 30.

Mr. Ly Van Thang, Na Luong village, Linh Phu commune (Chiem Hoa) is eligible for support to build a new house. However, the family's current residential land was given by his parents and has not been transferred yet, so the family has not received support to remove the temporary house from previous support periods. To help Mr. Thang overcome the obstacles, the People's Committee of Linh Phu commune and specialized agencies actively guided and supported him to complete the documents to be granted a land use right certificate. With the support of the state and the help of relatives, his family will ensure the construction of the house starts and completes on schedule.

The province currently has 4,602/6,928 temporary and dilapidated houses that have been started, are under construction and have been completed and put into use, reaching 66.43% of the plan. With the participation of authorities at all levels, difficulties and obstacles regarding residential land for households subject to temporary and dilapidated house removal are being actively implemented by localities, ensuring the set target that by August 30, 2025, 100% of the works will be completed, accepted and put into use.
