In 2024, the Tax Department of Yen Bai City faced many difficulties due to storm No. 3, which seriously affected the production and business of people and enterprises in the area. The situation of a number of taxpayers not seriously complying with legal regulations, leading to incorrect declaration and late tax payment; some tax exemption, reduction and extension policies of the Government also put great pressure on the state budget revenue...
However, with the close direction of the City Party Committee, People's Council, People's Committee, Provincial Tax Department and effective coordination of departments and branches, the City Tax Department has deployed a series of flexible solutions to overcome difficulties: strictly managing revenue sources, reviewing each revenue item, identifying potential revenue sources, handling areas and types of taxes that are still lacking revenue; coordinating with relevant agencies to strengthen tax debt management, focusing on implementing enforcement measures, minimizing tax arrears, stepping up inspections, combating tax losses, ensuring timely collection of arising amounts; actively propagating, guiding and supporting taxpayers to fulfill their tax obligations in accordance with regulations.
Thanks to drastic solutions, the Department achieved good results in 2024, with total state budget revenue reaching 860 billion VND, equal to 94% of the estimate, contributing 20.4% to the province's budget revenue. With the spirit of enhancing responsibility and resolutely fulfilling the task of collecting state budget in 2025, from the end of 2024, the City Tax Department has developed a detailed plan; established a set of business license fee collection and business household tax collection according to the lump-sum method and implemented it early.
The leader of the City Tax Department said: to ensure 100% completion of the set target, in January 2025, the Department will focus on reviewing and evaluating each locality and field to effectively manage and minimize tax losses; actively carry out key tasks to modernize tax management. By the end of 2024, the Department has reviewed 20,640 personal tax codes, reaching 86.4% in 5 groups of subjects, contributing to synchronization with the national database; mobilized 1,271 enterprises and business households to register to use electronic invoices; of which, 29 enterprises and 125 business households registered to use electronic invoices generated from cash registers...
Not only with the City Tax Department, after the City People's Committee assigned the State budget revenue target, the People's Committees of wards and communes urgently did a good job of assigning the State budget revenue estimate to ensure the minimum level of effort equal to the revenue estimate assigned by the city. The Construction Investment Project Management Board, the Department of Natural Resources and Environment, and related units also proactively developed plans and organized land auctions for concentrated residential areas, small and interspersed land plots that are eligible for auction in accordance with regulations...
Mr. Pham Trung Hai - Head of the City Tax Department said: "In 2025, the Department will strengthen revenue management and prevent revenue loss; focusing on revenue from land, minerals, revenue from e-commerce business activities, digital platform-based business; urging tax debt collection, reducing tax arrears; urging businesses to fully pay to the State budget; continuing to reform tax administrative procedures, promoting the application of information technology in tax management; strengthening the management and use of electronic invoices; regularly monitoring, checking and controlling tax declarations of organizations and individuals according to the provisions of the law on tax, declaration of goods names, goods codes, tax rates, values, quantities, etc. to promptly detect cases of incorrect or incomplete declarations and tax fraud".
In addition, the agencies directly managing the enterprises focus on managing the collection of all taxes, fees, charges, land rents, personal income taxes from salaries and wages paid directly by enterprises to employees, non-agricultural land use taxes, etc. incurred by the enterprises. The functional sectors and localities also closely monitor the economic growth of each sector and field, the production and business situation of the enterprises in the area; strengthen tax inspection and examination, prevent revenue loss; prevent smuggling, trade fraud, production and trading of counterfeit goods, transfer pricing, tax evasion; strengthen the urging of tax debt collection and tax debt enforcement, limit the arising of new debts, etc.
With the synchronous and drastic participation of the City Tax Department, functional sectors and local authorities, the task of collecting the State budget in 2025 will not only stop at completing the target of 840 billion VND, but also aim at the goal of sustainable development, creating strong resources to promote the socio-economic growth of Yen Bai city.
Thanks to the drastic participation, by February 17, 2025, the state budget revenue of Yen Bai city reached 140.7 billion VND, equal to 16% of the estimate; of which, state-owned revenue reached 9.5 billion VND, equal to 14% of the estimate; non-state-owned revenue reached 38.9 billion VND, equal to 17% of the estimate; personal income tax reached 14.3 billion VND, equal to 14% of the estimate; registration fee reached 7.68 billion VND, equal to 10% of the estimate; fee and charge collection reached 4.58 billion VND, equal to 13% of the estimate; land allocation revenue reached 58.5 billion VND, equal to 19% of the estimate. |
