CTTĐT – On the afternoon of March 21, 2025, the Provincial People's Committee solemnly held a Conference to summarize the emulation and reward work in 2024 and deploy the emulation and reward work in 2025.

2024 is an important year in accelerating and making breakthroughs in all fields to complete the goals of the Resolution of the 16th Provincial Party Congress and the 5-year Socio-Economic Development Plan 2021-2025. The world and regional situation continues to develop complicatedly, the domestic and provincial situation still faces many difficulties and challenges. With the theme "Solidarity - Discipline - Action - Efficiency - Development", determined to successfully implement the socio-economic development plan in 2024, under the direction of the Provincial Party Committee, the Provincial People's Committee, the People and cadres of Lao Cai province have strived to compete to achieve achievements to celebrate the anniversaries of major national and provincial holidays. Patriotic emulation movements continue to play an important role in motivating the entire Party, the entire people and the entire army to continue to compete to achieve achievements and exceed the goals set out in the Resolution of the 16th Lao Cai Provincial Party Congress.

The emulation movements launched by the Prime Minister have been led, directed and implemented by Party committees and authorities at all levels in the province with many creative ways, bringing practical results. The emulation movement "The whole country joins hands to build new rural areas" and the emulation movement "For the poor - No one is left behind": Up to now, the whole province has 02/9 district-level units meeting new rural standards/completing the task of building new rural areas (Lao Cai city completed the task of building new rural areas in 2019; Bao Thang district met new rural standards in 2020). The whole province has 62/126 communes recognized as "Communes meeting new rural standards", of which 04 communes are recognized as "Communes meeting advanced new rural standards", 204 model villages, 252 new rural villages; Poverty reduction and social security are given attention and focus. Basically, poor and near-poor households are supported to access basic social services. It is estimated that by the end of 2024, the average poverty reduction rate will be from 3.7% to 92.5% of the plan. The work of creating new jobs and vocational education has been given attention and promoted by Party committees at all levels...

The emulation movement "Cadres, civil servants, and public employees compete to implement office culture" continues to receive attention and direction. Up to now, 100% of agencies, units, and localities in the province have actively built a democratic, cultural, friendly, modern working environment, green, clean, beautiful, safe agencies, civilized and scientific offices. Lao Cai province has deployed the movement "The whole country competes to build a learning society, promote lifelong learning in the period of 2024-2030" in the area. Up to now, Lao Cai province has achieved many important results, contributing significantly to the implementation of the province's socio-economic development goals; basic economic indicators have reached 100% of the plan.

Organizing and implementing the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses in 2025", 100% of localities in the province have launched and mobilized hundreds of billions of VND to implement the program... The total number of houses implemented in the period of 2024 - 2025 is 11,024 houses (7,743 new houses, 3,281 houses repaired). Organizing and implementing the peak emulation period "500 days and nights of emulation to complete 3,000 km of expressway".

Authorized by the President, Comrade Vu Xuan Cuong - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council awarded the Third Class Labor Medal to individuals. have outstanding achievements in contributing to the cause of building socialism and defending the Fatherland.

Implementing emulation movements organized and launched by the province, by the end of 2024, Lao Cai province basically completed the political, economic and social goals and tasks set out. In the emulation campaign "Lao Cai joins hands to overcome the consequences of storm No. 3" in 2024, 3 individuals were awarded Certificates of Merit by the Prime Minister. The Chairman of Lao Cai Provincial People's Committee also awarded Certificates of Merit to 72 collectives and 119 individuals with outstanding achievements in overcoming the consequences of storm No. 3 and achievements in informing and propagating the search, rescue and overcoming the consequences of storm No. 3 in Lao Cai province.

In 2024, the Lao Cai Provincial Emulation and Reward Council continues to direct all levels, sectors, localities, and enterprises in the province to continue promoting the patriotic emulation movement. The 2024 reward results include 58 collectives and 49 individuals receiving state-level rewards, and 1,779 collectives and individuals receiving provincial-level rewards.

Speaking at the conference, comrade Trinh Xuan Truong - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Chairman of the Provincial Economic Council emphasized: In 2024, the Party Committee, the government, the people of all ethnic groups, the armed forces, and the business community of Lao Cai province faced many difficulties and challenges. However, with the efforts, determination, solidarity, joint efforts, and consensus of the entire political system in the province, the results achieved in 2024 were very positive. In the general achievements of the province, there were important contributions from patriotic emulation movements that closely followed the key political tasks of the province and departments, branches, localities, and enterprises; he acknowledged, warmly commended, and congratulated the efforts and outstanding achievements of collectives and individuals in the emulation movement of studying, working, and creative labor, contributing to the rapid and sustainable socio-economic development, firmly ensuring national defense and security of Lao Cai province in the past time.

Comrade Nguyen Anh Tuan - Deputy Head of the Central Emulation and Reward Committee awarded the Prime Minister's Certificate of Merit to individuals from Lao Cai province who have excellent achievements in their work, contributing to the cause of building socialism and defending the Fatherland.

In 2025 , Lao Cai province is facing new opportunities and advantages, mixed with difficulties and challenges. Following President Ho Chi Minh's advice " whatever you do, you need to compete with each other..." , we must attach more importance to arousing, launching and organizing well the patriotic emulation movement among cadres, party members, civil servants, public employees, officers and soldiers of the armed forces, all classes of people and the business community, considering this as one of the fundamental measures to grow the economy ; develop high-quality human resources; complete the goals. The Chairman of the Provincial Emulation and Reward Council proposed that the province's emulation movement in 2025 focus on a number of key contents: Effectively organize and implement the contents Directive No. 41-CT/TW dated December 26, 2024 of the Politburo on strengthening the Party's leadership in emulation and reward work in the new situation; competing to successfully implement socio-economic development targets and tasks in 2025 ; competing to firmly ensure national defense and security, maintain political stability, social order and safety; competing to promote the implementation of Resolution No. 4 of the 12th Central Committee ; Conclusion No. 21-KL/TW dated October 25, 2021 and documents of the Central Executive Committee and the Provincial Party Committee to create a stronger change in awareness and action in implementing Directive No. 05-CT/TW of the Politburo.
