Proposal to remove many "barriers" for social housing

The Ho Chi Minh City Real Estate Association (HoREA) has just sent a document "Comments on the Draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for social housing development" to the Prime Minister and the Ministry of Construction.

According to HoREA, the Ministry of Construction has submitted to the Government Report 14/BC-BXD, proposing 7 breakthrough pilot policies to promote social housing development, aiming to build at least 1 million units in the 2021-2030 period and after 2030.

HoREA recommends removing and reducing processes and procedures to create conditions for the development of social housing.

HoREA proposed to amend Clause 1, Article 1 and Article 3 of the "Draft Pilot Resolution" towards establishing a national housing development fund. Accordingly, HoREA proposed to use the phrase "housing development" instead of the phrase "social housing development" in the name of the "National Housing Development Fund". This is to closely follow the direction of General Secretary To Lam and create a basis for legalizing the policy of developing low-cost housing, including social housing and low-cost commercial housing in the future.

HoREA also proposed to amend and supplement Clause 4, Article 1 and Article 9 of the "Draft Pilot Resolution" to create mechanisms and policies for enterprises, cooperatives, and cooperative unions in industrial parks to be allowed to rent social housing and workers' accommodation from investors or invest in building workers' accommodation for their workers.

According to Mr. Le Hoang Chau, Chairman of HoREA, the Housing Law and construction laws currently do not have regulations allowing enterprises, cooperatives, and cooperative unions in industrial parks to invest in building workers' accommodation or rent houses from social housing projects outside industrial parks for workers to rent.

The Chairman of HoREA also emphasized the need to facilitate the procedures for planning and investment in project construction. Accordingly, social housing investment projects will not need to carry out the procedures for approving the investment policy and the procedures for appraising the feasibility study report by the specialized construction agency. However, it is necessary to integrate the appraisal of the basic design with the appraisal of the construction design implemented after the basic design, except for the case where the project is implemented according to the sample design approved by the competent authority.

The Association proposed to add a provision that "must integrate the appraisal of basic design simultaneously with the appraisal of construction design implemented after the basic design". At the same time, add a provision "except for social housing projects implemented according to sample designs approved by competent authorities" to shorten the time for administrative procedures and save costs.

HoREA also recommended that there is no need to consult the community regarding the tasks and detailed planning of social housing projects. According to HoREA, the consultation with the community in the past has been too formalistic, not substantial and not suitable for reality, causing a delay in administrative procedures and increasing costs.
