National online conference to remove difficulties and obstacles, promote social housing development

At Bac Kan bridge, Permanent Vice Chairman of the Provincial People's Committee Dinh Quang Tuyen and leaders of a number of departments and branches attended the Conference.

The conference aims to discuss and contribute ideas on solutions to remove difficulties, promote social housing development, and effectively implement the Project "Investing in building at least 1 million social housing units for low-income people and industrial park workers in the period 2021 - 2030".

In his opening speech, Prime Minister Pham Minh Chinh emphasized that the development of social housing has been discussed a lot, but the implementation efficiency is not high. The policy of our Party and State is to develop quickly but sustainably, not to sacrifice progress, fairness, and social security to pursue economic growth alone. People have the right to live, the right to freedom, the right to pursue happiness, including the right to have a place to live, therefore, social housing needs to be a priority issue.

The Prime Minister proposed organizing a social housing architectural design competition to have house models suitable to the conditions, landscape, culture and climate of each region; suitable to the needs of users while still ensuring spacious, bright, green - clean - beautiful houses; at the same time, it is possible to study the construction of social housing by assembly.

The Prime Minister said that it is necessary to create mechanisms and policies, calling on businesses to act quickly, cutting down procedures, with the spirit of serving the people and the country. The Prime Minister requested ministries, branches and localities to be more drastic in implementing solutions, ensuring the progress and effectiveness of social housing projects, and at the same time calling for the participation of the entire political system, the support of all levels of government, businesses and the whole society to promote the sustainable development of social housing, meeting the social security needs of the people.

According to the report of the Ministry of Construction, up to now, nationwide, 10 localities have included social housing development targets in their annual and 5-year socio-economic development plans; 30 localities have issued plans to implement the Project.

According to reports from localities, 1,309 locations with a scale of 9,737 hectares of land have been planned for social housing nationwide. Many localities have paid attention to and allocated social housing land in convenient locations, near urban centers and industrial parks, ensuring technical and social infrastructure requirements such as Dong Nai (1,064 hectares), Quang Ninh (666 hectares), Hai Phong (336 hectares), Binh Duong (408 hectares), etc. However, some localities have allocated land funds for social housing development that are not commensurate with demand.

At the conference, ministries and branches presented reports related to removing difficulties in credit, capital sources to support businesses, legal problems in land, tax policies, as well as solutions to develop housing for armed forces under the Ministry of National Defense and the Ministry of Public Security.

Concluding the conference, Prime Minister Pham Minh Chinh requested the Ministry of Construction to preside over the review and synthesis of difficulties and obstacles in terms of institutions, mechanisms and policies to promptly resolve them. Regarding land issues, localities need to adjust social housing planning, arrange land funds for implementation, and at the same time, local authorities and Party committees must get involved to speed up site clearance.

Relevant ministries and sectors are requested to design social housing models that ensure consistency, convenience and feasibility in implementation. Relevant agencies need to mobilize resources, build social housing funds, and create favorable conditions to implement this task.

The Government Office coordinates with relevant ministries and branches to promote administrative procedure reform to shorten implementation time. The Vietnam Association of Architects organizes a social housing design competition to find the optimal architectural solution.

During the implementation process, the Prime Minister emphasized the need to combat negativity and waste, while promoting propaganda work to raise awareness of the whole society about social housing issues./.
