Ninh Binh is about to reach the new rural finish line according to the new criteria for the period 2021-2025

The Resolution of the 22nd Ninh Binh Provincial Party Congress, term 2020-2025, set a goal that the province will complete the task of building new rural areas (NTM) by the end of the term. Since the beginning of 2022, immediately after the Prime Minister issued Decision No. 321/QD-TTg on regulations for provinces and centrally run cities to complete the task of building NTM in the period of 2021-2025, Ninh Binh has approved the Project on building NTM in the province for the period of 2021-2025.

Up to now, Ninh Binh province has always been in the top of the country in building new rural areas with many achievements. Infrastructure and rural landscape have changed positively, the material and spiritual life of the people has been improved. New rural criteria have been gradually consolidated, completed and improved.

The province has 100% of communes meeting the standards and being reviewed to meet 19/19 criteria according to the set of criteria for new rural communes in the 2021-2025 period; 54.6% of communes meeting advanced new rural standards, 20.2% of communes meeting model new rural standards and over 600 villages, hamlets and villages being recognized as meeting model new rural standards. 8/8 districts and cities have met the standards and completed the task of building new rural areas, of which Yen Khanh district has met advanced new rural standards in 2023. As for Yen Mo district, the province has also submitted a dossier to request the Central Government to appraise.

The province has 187 OCOP products, including 69 4-star products and 118 3-star products. The One Commune One Product (OCOP) program has created a positive spillover effect, contributing to bringing typical, traditional local products to potential new markets.

In addition, currently, in the province, there are many types and models of rural tourism and craft village tourism developing strongly in association with major tourist destinations and centers of the province... contributing to increasing people's income in a sustainable direction.

According to Ms. Nguyen Thi Lan Anh, Deputy Director of the Department of Agriculture and Rural Development of Ninh Binh province, the set of criteria for the new rural province in the period of 2021-2025 according to Decision No. 321/QD-TTg dated March 8, 2022 of the Prime Minister has 8 requirements. At this time, Ninh Binh has basically completed 7/8 requirements. There is only one requirement on the Satisfaction Index of People and Organizations with the Services of State Administrative Agencies (SIPAS) that the province has not met.

In fact, this is a common difficulty, not only in Ninh Binh but also in many other localities. The reason is due to changes in the way of calculating, sampling, investigating, and collecting data. In 2023, the average SIPAS index nationwide was 82.66%, and Ninh Binh was 82.71%, while the requirement was over 90%. Therefore, the Ministry of Home Affairs and most provinces and cities have proposed to review and adjust "achieving 90% or more" to "achieving 80% or more" to ensure that the assessment of the results of implementing the new rural construction is strict and consistent with reality.

Ms. Lan Anh said that while waiting for the Central Government to remove and clear this bottleneck, the Provincial New Rural Area Coordination Office is still urgently coordinating with sectors and localities to synthesize and analyze information and data, thereby building a report on the results of building the province's new rural areas since the beginning of implementation in 2010, striving to complete and submit to the Central Government in the first quarter of 2025. It can be seen that the goal of becoming one of the first provinces in the country to complete the task of building new rural areas according to the new set of criteria for the period 2021-2025 is getting closer and closer to Ninh Binh.

In 2025, the province strives to have Gia Vien district recognized by the Prime Minister as meeting advanced NTM standards; review and re-recognize the standard level for communes and Hoa Lu city after completing the administrative unit arrangement in the 2023-2025 period; strive to recognize at least 7 more advanced NTM communes and 5 model NTM communes.
