Early development and implementation of plans

In the speech of the Organizing Committee of the Hanoi Party Committee with the theme "The Hanoi Party Committee leads the work of streamlining the organizational apparatus" sent to the scientific conference "95 years of the founding of the Hanoi Party Committee, its stature and historical significance (March 17, 1930 - March 17, 2025)" recently organized by the Hanoi Party Committee in coordination with the Ho Chi Minh National Academy of Politics, it was shown that after the Central Committee issued Resolution No. 18-NQ/TW on "Some issues on continuing to innovate and streamline the organizational apparatus of the political system to be streamlined and operate effectively and efficiently", the Executive Committee of the Hanoi Party Committee has developed and issued a plan with 8 general tasks, 9 regular tasks and 40 key tasks on the principle of clear progress, clear presiding and coordinating agencies. Thereby, the Hanoi Party Committee has directed strongly and put forth specific principles of arrangement and implementation progress; Assign agencies and units to review, consolidate and streamline the organization and apparatus, and implement synchronously throughout the political system.

Accordingly, the Standing Committee of the City Party Committee held a Conference to disseminate the Resolution to all key officials of the City. The Conference deployed and guided the work of reviewing, arranging, and perfecting the organizational apparatus to the Party secretaries and heads of agencies and units. At the same time, leaders and departments at all levels and sectors seriously organized, implemented, studied, and disseminated the contents of the Resolution and plans of the Central Committee and the City Party Committee to all cadres, civil servants, public employees, and workers under their management.

In addition, establish a Steering Committee for Management of the City's organizational apparatus and staffing to promptly lead and direct the work of reviewing, arranging and perfecting the organizational apparatus of agencies and units under the City to ensure streamlining. Direct the implementation of good ideological work, propaganda, mobilization, persuasion of cadres, civil servants, public employees and workers in the agency, creating high consensus and unanimity within the agency and unit when implementing the arrangement, perfecting the organizational apparatus and streamlining the staffing.

Realizing that the arrangement and consolidation of the organizational apparatus of the city's political system according to Resolution No. 18-NQ/TW is a particularly important task, creating a qualitative change in the operation of the political system; the city has actively, urgently, focused on leading, directing the implementation, and organizing the implementation in a unified and regular manner with high political determination.

After 7 years of implementation, the City has basically completed the goals set out in Resolution No. 18-NQ/TW with some outstanding results. Specifically, the City's Party and mass organizations have reviewed, arranged, and perfected the functions, tasks, organizational structure, and staffing of 5 Party committees and the City Party Committee Office. At the same time, the City has reviewed and arranged the public service units under the City's socio-political organizations in a streamlined manner, promoting autonomy for qualified units and reducing the number of public service units under the City's socio-political organizations from 23 to 14.

Reorganize and reduce 5 steering committees established by the Standing Committee of the City Party Committee. Merge the Party Committees of the Enterprise Bloc, the Party Committee of the Tourism Bloc and the Party Committee of the Industrial Bloc (reduce 2 Party Committees of the Bloc directly under the City Party Committee). Transfer 7 Party Committees, merge 3 Party Committees of corporations and Party Committees directly under the City Party Committee, transfer a number of grassroots Party organizations to be directly under local Party Committees. After the reorganization, the City Party Committee reduced from 59 to 50 directly under Party Committees (30 district, county, and city Party Committees and 20 Party Committees at the grassroots level).

After the arrangement, 1 Party committee, 9 Party committees under the City Party Committee, 19 department-level focal points were reduced; 9 public service units under the city's socio-political organizations were reduced; 12 farmer associations in districts were reduced; 31 department-level officials and 118 department-level officials and equivalents were reduced; 485/3,007 positions were reduced (16.13%).

For the city government, the number of departments and agencies equivalent to departments is 25 units (of which 1 unit has been reduced and 2 units have been increased due to the pilot implementation, received from the Central Government). 9 branches, 109 offices under branches and equivalents will be reduced to be arranged into specialized offices under the departments. 3 public service units under the city; 80 public service units under departments; 3 service units under branches under departments; 58 commune-level administrative units will be reduced.

In addition, the City has proactively implemented a number of pilot models according to the Central's guidance and the City's characteristics such as: Piloting the implementation of the City Party Committee Office to serve the City Party Committee and the City Party Committee's Party Committees; merging the Office of the National Assembly Delegation and the City People's Council; piloting the urban government model; establishing the Public Administration Service Center under the City People's Committee; piloting new models of organization, holding a number of leadership and management positions concurrently...

By 2024, the city has exceeded the targets for streamlining the payroll of civil servants and public employees (from 10% or more) compared to 2015; implemented 45 rounds of resolving the payroll streamlining regime with 1,994 cases; completed the approval of the list and job positions of the Party bloc, the Project on job positions of the government bloc; appointed 351 leaders and managers through examinations...

Create high consensus in the process of arrangement and streamlining

In the coming time, the City will continue to thoroughly grasp the content, orientation, plan, and progress of the organization and streamlining of the apparatus according to the requirements of the Central Committee. Focus on propaganda, creating consensus and unity in the process of organization and streamlining of the apparatus. Develop plans and fully prepare necessary conditions to organize the apparatus, cadres, civil servants, public employees, and workers when there is a decision from the competent authority. The new apparatus must be better than the old one and put into operation immediately, without interrupting work, without leaving gaps in time, without leaving vacant areas and fields; without affecting the normal activities of society and people...

Implement the arrangement and streamlining of internal organizational units of agencies and units, striving to reduce about 15% of the number of internal organizational units according to the direction of the Central Government and the Government and in accordance with the practical requirements of the City, ensuring that the organization of departments, offices and units does not overlap or duplicate functions and tasks when implementing the arrangement plan.

Reorganize the apparatus associated with reducing the number of cadres, civil servants, and public employees and restructuring, improving the quality of the cadres, civil servants, and public employees, improving the effectiveness and efficiency of the operations of agencies and units after the reorganization.

In principle, ensure the comprehensive leadership of the Party, closely follow the direction and orientation of the Central Committee, the Politburo, the Central Steering Committee and the Government Steering Committee. Ensure comprehensiveness, synchronization and connectivity; harmoniously combine inheritance and stability with innovation and development; link innovation of the apparatus organization with improving quality and efficiency, innovation of leadership methods, streamlining the payroll and reforming the salary regime; restructure and improve the quality of the contingent of cadres, civil servants and public employees.

In the process of implementing the organizational structure, the City will continue to review and arrange the departments, branches and equivalents of the City's departments, branches and districts, towns in the direction of reducing internal focal points and intermediate levels. In the immediate future, focus on perfecting the organizational structure of agencies and units in a number of fields such as transportation, construction, natural resources and environment to ensure streamlined, efficient, effective and efficient operations.

Thus, the organizational structure at the city level is streamlined, reducing 1 Party Committee of the City Party Committee (17%), reducing 11 Party Executive Committees and Party Delegations under the City Party Committee. Ending operations; dissolving 3 Party Committees directly under the City Party Committee, establishing 2 new Party Committees directly under the City Party Committee (a total reduction of 1 Party Committee/50 Party Committees); reducing 6 departments (29%); 1 agency equivalent to a department (50%); 1 public service unit under the city (5%); reducing 4 branches under departments (33%); reducing 49 departments under departments (25%). At the district level, reducing 30 Party Committees under the district Party Committee (20%); 61 departments under the district People's Committee (17%); reducing 14 public service units under departments, branches, and district People's Committees (5%).

Through the implementation, it is shown that Party committees from the city to the grassroots have always deeply, correctly and fully understood the meaning and importance of Resolution No. 18-NQ/TW. At the same time, they have unified their awareness and actions with high political determination in organizing the implementation. The leadership and direction of the implementation of the Resolution has been proactively deployed by the city, identified as a key, regular and resolute task.

The implementation process has promoted the role and responsibility of each level and each sector. Propaganda, education, and mobilization work has been done well, creating consensus, unity, and self-awareness among cadres, civil servants, public employees, and workers. The results of the implementation of Resolution 18-NQ/TW have created a positive and comprehensive effect in the entire political system from the city to the grassroots. Thereby, enhancing the spirit and responsibility of serving the people of cadres, civil servants, public employees, and workers, contributing actively to the implementation of the political tasks of agencies, units, and the city.
