The Ministry of Education and Training said that currently, some localities have approved plans and methods for admission to grade 10 of high school for the 2024-2025 school year with some additional content that is not in accordance with regulations on direct admission and preferential treatment (such as provincial-level excellent student competitions and foreign language certificates).
According to regulations of the Ministry of Education and Training, admission to grade 10 of high school is carried out according to the consolidated document of Circular No. 03/VBHN-BGDĐT dated May 3, 2019 of the Minister of Education and Training promulgating regulations on admission to junior high school and high school.
4 direct admission subjects
Admission principles are stipulated in Circular 03/VBHN-BGDĐT, every year, high school admission is organized once; admission ensures accuracy, fairness, and objectivity.
Circular 03/VBHN-BGDĐT stipulates that high school admission is organized according to one of three methods: Admission based on the training and learning results of 4 years of secondary school of the admission subject, if a grade is repeated, the results of the re-study year of that grade will be used; entrance exam; combination of entrance exam with admission.
The Ministry of Education and Training allows direct admission to high school for 4 subjects.
Specifically: Boarding school students for ethnic minorities; students from very small ethnic groups; students with disabilities; students who have won national and international awards in culture, arts, sports, and national science and technology competitions for middle and high school students.
3 groups of subjects are given priority points
According to Circular 03/VBHN-BGDĐT, the Department of Education and Training stipulates the additional points for each group of subjects receiving priority points with the difference in additional points between the two next priority groups being 0.5 points on a 10-point scale, including:
Group 1: Children of martyrs; children of war invalids with a working capacity loss of 81% or more; children of sick soldiers with a working capacity loss of 81% or more; children of people granted a "Certificate of beneficiaries of policies for war invalids whose working capacity loss is 81% or more"; children of resistance fighters infected with toxic chemicals; children of revolutionary fighters before January 1, 1945; children of revolutionary fighters from January 1, 1945 to the August 1945 uprising.
Group 2: Children of Armed Forces Heroes, Labor Heroes, Heroic Vietnamese Mothers; children of war invalids with less than 81% working capacity loss; children of sick soldiers with less than 81% working capacity loss; children of people granted "Certificate of beneficiaries of policies for war invalids, where the person granted the Certificate of beneficiaries of policies for war invalids has a working capacity loss of less than 81%.
Group 3: People whose parents are ethnic minorities; ethnic minorities; students living and studying in areas with especially difficult socio-economic conditions.
Will check and inspect the admission to grade 10 high school
Regarding the implementation of admission to grade 10 high school for the 2024-2025 school year, the Ministry of Education and Training requests the People's Committees of provinces and centrally run cities to direct and approve the plan and method of admission to grade 10 high school in the area in accordance with the provisions of the consolidated document No. 03/VBHN-BGDĐT.
For provinces that have approved plans and methods for admission to grade 10 of high school that are not in accordance with regulations on direct admission, the priority regime must be adjusted to ensure compliance with regulations in Article 7, Consolidated Document No. 03/VBHN-BGDĐT and publicly announced to relevant subjects.
The Ministry of Education and Training said that in 2024, the Ministry will conduct inspections of 10th grade high school enrollment in a number of localities.
