Speaking to Tien Phong reporter, Associate Professor Dr. Nguyen Thu Thuy, Director of the Department of Higher Education (Ministry of Education and Training), said that the new points that the Ministry has revised in this year's admission regulations include: eliminating early admission (direct admission is carried out in accordance with the regulations of the Ministry of Education and Training for talented, excellent, and outstanding candidates); if using high school academic results (report cards) for admission, the results of both semesters of grade 12 must be used; university training institutions need to convert the equivalent admission scores between admission methods and admission combinations.

Schools can convert the results of foreign language certificates (according to the list of the 2025 High School Graduation Exam Regulations) into foreign language scores for admission; the priority bonus points of each candidate shall not exceed 10% of the maximum score (this bonus point is after adding regional priority points and subject priority points. The maximum regional/subject priority bonus points according to the old regulations are 2.75 points), at the same time, the total consideration score of the candidate shall not exceed the maximum score; the requirement that each major/training program shall have a maximum of 4 admission combinations shall be removed; from 2026, common subjects between admission combinations shall account for at least 50% of the admission score.

Thus, compared to the previously published draft, the Ministry of Education and Training has made significant adjustments. For example, in the draft, the Ministry allows early admission and the quota does not exceed 20%. Early admission, according to the Ministry's definition, is a method that does not use high school graduation exam results and is considered before knowing the graduation exam scores.

Ms. Thuy explained that the early admission rule was abolished this year to ensure fairness among candidates and not to reduce the chances of admission. Because regardless of the admission method, each candidate is only allowed to be admitted to one choice in one major/school. The Ministry of Education and Training allows candidates to register for an unlimited number of choices and the Ministry's general admission support system will help candidates with the highest chances of being admitted to their choice in order of priority.

Regarding changes in admission scores, candidates' admission scores must be converted to equivalent scores between methods and admission combinations. Schools will take scores from high to low. Associate Professor, Dr. Nguyen Thu Thuy said that this is to ensure fairness between methods and admission combinations.

In addition, some new points of the regulation directly affect the school's enrollment plan. Accordingly, the regulation removes the requirement that each major and each program have a maximum of 4 admission combinations, meaning there is no limit on the maximum number of admission combinations for a specific major or program. Explaining this regulation, Ms. Thuy said that from 2025, each candidate will only take the high school graduation exam in 4 subjects (previously 6 subjects), so the number of admission combinations is not too large, and limiting the number of combinations for a major is unnecessary.

Towards fairness

In response to the new information released compared to the draft 2025 Admission Regulations, the Diplomatic Academy said that the academy's admission plan will be adjusted accordingly. For example, the Academy is planning to only count the bonus points for international language certificates. This is the most necessary ability for students when they enroll. The Academy's training programs require high foreign language skills, and students who are "weak" in foreign languages ​​will have a hard time studying. Second, the Academy's admission method will be more concise, with fewer candidates than in previous years.

According to the Ministry of Education and Training, eliminating early admission will not affect candidates and schools. Instead of knowing the admission results from March and April this year, when all candidates' wishes are registered on the system along with the database, the virtual filtering system will run and give results that match the candidates' wishes and highest abilities. That is, this year, except for candidates who are admitted directly according to regulations (candidates who have won national and international prizes), the rest, after the Ministry of Education and Training conducts virtual filtering (expected in August), candidates will know the university admission results.

This year, the Banking Academy increased its enrollment quota for the method of considering the results of the competency assessment exam. The Academy plans to enroll 3,644 students with 5 enrollment methods, including: direct enrollment; considering academic records; enrollment based on international certificates; enrollment based on the results of competency assessment exams; and enrollment based on high school graduation exam scores.

For the review of academic records, the Academy will reserve 20% of the admission quota, remaining stable compared to last year. For the review of international certificates, the Academy plans to reserve 15% of the quota. For the review method based on the results of competency assessment exams, the Academy plans to reserve 20% of the quota, an increase of 5% compared to last year. In which, the results of the V-SAT assessment exam organized by the Banking Academy and the competency assessment exam of Hanoi National University will be taken. The method of considering high school graduation exam scores will be reduced from 50% to 45% of the quota compared to 2024.

Prof. Dr. Chu Duc Trinh, Rector of the University of Technology (Vietnam National University, Hanoi) said that the new points of the 2025 Admission Regulations will change many admission activities of some schools. He assessed that this change is good to ensure that the quality of training is not too different as it is now.

Associate Professor, Dr. Vu Duy Hai, Head of Admissions and Career Guidance Department, Hanoi University of Science and Technology, said that eliminating early admission will affect lower-ranked schools. This year's candidate data will be entered into a virtual filtering system common to all admission methods. Thus, competition between schools will be fiercer and tighter. The number of registered candidates will decrease or even decrease in some schools. That will affect the enrollment scale of lower-ranked schools.

Prof. Dr. Hoang Anh Tuan, Rector of the University of Social Sciences and Humanities (Vietnam National University, Hanoi) affirmed that eliminating early admission is to ensure fairness for candidates between regions. This helps create stability, quality and avoid complicated administrative procedures.
