The Ministry of Education and Training said that the regulations on incentive points for entering grade 10 do not include students who won prizes in cultural subjects in the secondary school general education program.
The Ministry of Education and Training has issued new regulations on secondary and high school admissions, including the addition of bonus points for excellent students at the provincial level. Many schools, parents and students have understood that students who win prizes in competitions for excellent students in cultural subjects such as math, literature, foreign languages, etc. organized by the Department of Education and Training will receive bonus points for grade 10.
Provincial-level excellent students in cultural subjects do not get extra points in grade 10.
However, speaking with Thanh Nien reporter, Mr. Nguyen Xuan Thanh, Director of the Department of Secondary Education (Ministry of Education and Training) affirmed that the above understanding is incorrect.
Regulations stipulate that the subjects eligible for bonus points are secondary school students who win provincial-level prizes organized by the Department of Education and Training or in coordination with departments and branches organized on a provincial scale, but these must be competitions organized at the national level.
Therefore, Mr. Thanh noted that this regulation on incentive points will not include students who won provincial prizes in cultural subjects (math, literature, foreign languages, etc.) in the general education program at the secondary school level.
The Ministry of Education and Training currently has no regulations on gifted student competitions at the junior high school level, only at the high school level. If localities organize gifted student competitions at the junior high school level to encourage talented students, those who win the prizes will not receive extra points for admission to grade 10. This, according to Mr. Thanh, is to ensure fairness for all students.
"The incentive points are added to the total admission score, calculated on a 10-point scale for each subject and exam. In which, first prize is added 1.5 points; second prize is added 1 point; third prize is added 0.5 points," the Ministry of Education and Training stipulates.
For direct admission, the old admission regulations stipulate that direct admission subjects include: students who have won national and international awards in culture; arts; physical education and sports; national science and technology competitions for middle and high school students.
The new circular stipulates that the subjects for direct admission to grade 10 include junior high school students who have won national prizes in competitions organized by the Ministry of Education and Training, or in coordination with ministries and ministerial-level agencies organized "on a national scale".
In fact, there have been a number of national competitions for a long time, but not all localities know about them and widely announce them to all students.
Therefore, Mr. Thanh said: "This regulation is supplemented with the phrase "on a national scale" with the aim: competitions organized by the Ministry of Education and Training must be widely announced nationwide so that the Departments of Education and Training and provinces can announce them, so that all students know and understand them publicly, ensuring that all students have equal opportunities to access the competition, can demonstrate their abilities, and are selected publicly and transparently."
