Prime Minister Pham Minh Chinh emphasized that completing the elimination of temporary and dilapidated houses is an especially important political task that must be discussed and completed according to the set schedule.
On the afternoon of March 10, Prime Minister Pham Minh Chinh, Head of the Central Steering Committee for the Elimination of Temporary and Dilapidated Houses Nationwide (Steering Committee), chaired the 3rd meeting of the Steering Committee to assess the situation, results of the implementation of the program and tasks for the coming time.
The meeting took place directly at the Government Headquarters, online with the bridge in 63 provinces and centrally run cities. Attending the meeting were Politburo members: Permanent Deputy Prime Minister Nguyen Hoa Binh, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; leaders of ministries, branches, central agencies who are members of the Steering Committee; leaders of provinces and centrally run cities.
Every day the whole country has to destroy about 500 temporary and dilapidated houses.
According to the Steering Committee, through a preliminary review, there are about 223,000 families nationwide living in temporary, dilapidated, unsafe houses or without housing that need support to improve their housing to "settle down and make a living."
Responding to the emulation movement "Join hands to eliminate temporary and dilapidated houses nationwide in 2025" and "450-day peak emulation period to eliminate temporary and dilapidated houses", together with financial support from the State, agencies, units, banks, businesses, and people have joined hands to build houses for families with housing difficulties.
Along with housing support funds for people with meritorious services, housing support under the National Target Program and support funds from the 5% regular spending savings in 2024 from the State budget, agencies, units, banks and enterprises have transferred more than 2,200 billion VND according to the resource mobilization plan to support the elimination of temporary and dilapidated houses. The Central "For the Poor" Fund has received over 80 billion VND. Many localities have creative ways to mobilize additional funds, materials, and workdays of local forces to eliminate temporary and dilapidated houses.
Many typical units and forces participated in the program to eliminate temporary and dilapidated houses such as: Ministry of National Defense and Defense enterprises supported 566 billion VND; Ministry of Public Security 231 billion VND; Banking sector supported nearly 1,313 billion VND; localities mobilized more than 2,700 billion VND...
To date, the country has supported the elimination of 121,000 temporary and dilapidated houses, more than 65,000 houses have been handed over, and more than 56,000 houses are under construction. Specifically, more than 10,000 houses have been supported for people with meritorious services; more than 57,000 houses have been supported under the two national target programs and more than 53,000 houses have been supported under the temporary and dilapidated house elimination program. There are 6 localities that have completed the elimination of temporary and dilapidated houses.
From now until the end of the year, the whole country must focus on completing the elimination of more than 101,000 temporary and dilapidated houses; of which, about 70,000 houses are under the Temporary and Dilapidated House Elimination Program. On average, every day the whole country must eliminate about 500 temporary and dilapidated houses; each province eliminates 8 houses/day.
At the meeting, leaders of ministries, branches and localities enthusiastically discussed and assessed the situation and results of the program to eliminate temporary and dilapidated houses. Delegates raised difficulties, obstacles, lessons learned, especially good practices of localities; proposed tasks and solutions and expressed their determination to complete the elimination of temporary and dilapidated houses nationwide by the end of 2025.
Delegates pointed out that, in addition to encouraging results, the elimination of temporary and dilapidated houses in some provinces is still modest, because the localities have not really focused on directing. The arrangement and allocation of funds to localities is still slow; there is confusion in applying regulations and procedures. Some households have difficulties in land, not eligible for support; some localities have difficulty mobilizing funds to support the elimination of temporary and dilapidated houses...
Concluding the meeting, Prime Minister Pham Minh Chinh, Head of the Steering Committee, emphasized that the elimination of temporary and dilapidated houses nationwide is a program of profound human significance of our Party and State; demonstrating gratitude and repayment to those who have contributed to the country; demonstrating the spirit of great national unity, "mutual love and affection," "national love and compatriotism"; and being responsible to the people, especially the disadvantaged, the disadvantaged, and those in remote areas... "The Party has directed, the Government has agreed, the National Assembly has agreed, the people have supported, and the disadvantaged have hope; we only discuss action, not retreat," the Prime Minister affirmed.
The Prime Minister acknowledged, highly appreciated and commended the ministries, agencies, localities and sponsoring units for proactively and actively implementing the tasks and solutions set out, contributing to the initial positive results of the Program. The Prime Minister sincerely thanked the Vietnam Fatherland Front, socio-political organizations, mass organizations, agencies in the political system, the business community and people nationwide for their active response and important contributions to the overall results of the Program.
The Prime Minister requested agencies to propose forms of rewards for organizations and individuals who have made many contributions to the program or to severely criticize and even handle groups and individuals who are not active, causing obstacles and affecting the program.
Frankly pointing out the shortcomings, limitations, difficulties, obstacles, causes and lessons learned in eliminating temporary and dilapidated houses, the Prime Minister emphasized that completing the elimination of temporary and dilapidated houses is a particularly important political task, which must be discussed and completed according to the set schedule, towards celebrating major holidays in 2025 and competing to achieve achievements to welcome Party Congresses at all levels, towards the 14th National Party Congress; at the same time, it is "a command from the heart, conscience and responsibility to the community."
Determined to complete the elimination of temporary and dilapidated houses before October 31, 2025
The Prime Minister thoroughly grasped the motto "The Party leads, the State manages, the Fatherland Front and mass organizations support, and the people are the masters"; promoted the spirit of great national unity and the viewpoint of not sacrificing progress and social justice to pursue mere economic growth; mobilized the participation of the entire political system, the business community and the people nationwide to participate in eliminating temporary and dilapidated houses nationwide.
Heads of steering committees at all levels in localities and local leaders must have high determination, make great efforts, must do what they say, must carry out what they commit to, be pioneers and role models, must assign, decentralize, and assign tasks to ensure 5 clarity (clear people, clear work, clear results, clear progress, clear responsibilities) and only discuss action, not backtrack, to be determined to basically complete the goal of eliminating temporary and dilapidated houses by October 31, 2025...
The Prime Minister directed to strengthen information and propaganda, create motivation and inspiration for everyone to support, share, join hands to support and accompany in implementing the Program with the spirit of "leaving no one behind."
The Prime Minister pointed out that it is necessary to diversify resources to implement the Program in a comprehensive, widespread, and inclusive manner, with the spirit of "whoever has something to help, those who have merit help those who have merit, those who have money help money, those who have little help little, those who have much help much," especially the leading economic localities such as Hanoi, Ho Chi Minh City, Bac Ninh, Quang Ninh, Dong Nai, Ba Ria-Vung Tau, Binh Duong... need to support localities that are still facing difficulties in implementing the Program.
The Head of the Steering Committee requested to improve the effectiveness of coordination between agencies in the political system; promote the spirit of self-reliance, self-reliance, self-control, and not to wait or depend on localities in implementing the Program; closely follow the situation, be proactive, flexible, creative, determined, and resolute in carrying out tasks and solutions to eliminate temporary and dilapidated houses within their authority. Relevant parties should immediately report and propose issues beyond their authority; strengthen inspection, supervision, and urging the implementation of housing support policies for people with revolutionary contributions, poor households, and near-poor households according to regulations, and not allow them to be exploited, profited from, be negative, or wasteful.
The Prime Minister assigned the Ministry of Ethnic Minorities and Religions to preside over and coordinate with the Ministry of Agriculture and Environment and the Ministry of Construction to complete the members of the Steering Committee according to the new organizational structure after the rearrangement; submit to the Prime Minister for approval the 2025 Work Program of the Steering Committee and the Plan to inspect and urge the implementation of eliminating temporary and dilapidated houses in the locality and assign members to conduct inspections.
Along with that, relevant parties regularly urge and request localities to review and complete plans by day, week, month, quarter and from now until the end of the year to complete the goal of eliminating temporary and dilapidated houses; coordinate with the Ministry of Finance, the Central Committee of the Vietnam Fatherland Front, and localities to review reports to propose adjustments to support funding from the mobilized funds in the Launch Program and funding from the 5% savings source of regular expenditure in 2024 in accordance with actual needs through review.
The Standing Committee of the Steering Committee and ministries and branches regularly update and clearly identify difficulties and obstacles of localities, especially regarding capital, procedures, land, human resources, material transportation, etc. to proactively resolve them according to their authority or advise and propose to competent authorities for resolution; closely monitor and report to competent authorities to commend and reward good practices, typical examples and consider disciplining cases of slow progress and inactivity in carrying out the task of supporting the elimination of temporary and dilapidated houses.
The Ministry of Construction shall preside over and coordinate with relevant ministries and agencies to submit to competent authorities for early funding allocation; guide, urge, and inspect support for new construction or renovation and repair of houses for people with revolutionary contributions. The Ministry shall guide the research and design of a number of typical housing models, ensuring technical requirements, quality, efficiency, and suitability with the culture, customs, and characteristics of each locality and region for households to refer to and study for application.
The Ministry of Agriculture and Environment shall preside over and coordinate with relevant ministries and agencies to guide localities in allocating land for housing construction for households with difficulties in housing land; urge, guide and inspect localities in implementing the Housing Support Project for poor and near-poor households in poor districts under the National Target Program on Sustainable Poverty Reduction.
The Ministry of Finance urgently submits to competent authorities the allocation of 2025 career capital of the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period to support housing for poor and near-poor households in poor districts; allocate funds from the 5% savings source of regular expenditure in 2024; funds to support housing for people with revolutionary contributions and relatives of martyrs; coordinate with ministries, branches and localities to review and propose adjustments to support funds from funds mobilized at the Launch Program and funds from the 5% savings source of regular expenditure in 2024 in accordance with actual needs; mobilize state-owned corporations and groups to actively participate in eliminating temporary and dilapidated houses nationwide.
The Prime Minister directed Vietnam Television, Voice of Vietnam, Vietnam News Agency and local news agencies, newspapers, radio and television stations to organize daily and weekly columns to report on the results of the elimination of temporary and dilapidated houses to strongly spread the movement, create a vibrant competitive atmosphere, and create social consensus for people and businesses to support, share, and join hands to support the Program.
For provinces and centrally run cities, Prime Minister Pham Minh Chinh requested drastic direction to strive to basically complete the goal of eliminating temporary and dilapidated houses by October 31, 2025; urgently consolidate the Steering Committees at all levels. Localities regularly urge, grasp, and promptly resolve difficulties and obstacles in the implementation process; daily update and summarize the results of eliminating temporary and dilapidated houses according to the guided statistical software to promptly summarize and report to the Central Steering Committee according to regulations.
Localities must prioritize the implementation of housing support for people with meritorious services; have solutions to mobilize and mobilize all resources and support forces to support households in saving on labor costs for building and repairing houses; support in carrying out procedures for receiving support funds and implementing the elimination of temporary and dilapidated houses; promptly disburse allocated, supported and mobilized funds to ensure the right purpose, right target, quality and efficiency; avoid loss, waste, corruption and negativity.
Emphasizing that the task of eliminating temporary and dilapidated houses by 2025 is very heavy, the Prime Minister asked the Ministers, Heads of sectors, Secretaries of Provincial/Municipal Party Committees, Chairmen of People's Committees of provinces and centrally run cities to promote a sense of responsibility before the Party, State and people, especially focus on leadership and direction to successfully implement the set goals, practically welcoming the Provincial and Municipal Party Congresses towards the 14th National Party Congress.
