From August 15, Circular 24/2023 of the Ministry of Public Security on the process of granting and revoking registration papers and license plates of road motor vehicles officially takes effect. The vehicle registration agency will grant and manage license plates for cars and motorbikes according to the vehicle owner's identification code, also known as the identification plate.
Recorded in the morning of the same day, at the Vehicle Registration and Management Team No. 1 (Traffic Police Department, Hanoi City Police), people coming to register new vehicles were present at this facility early.
Regarding the new registration procedure, the issuance of identification plates has not changed much compared to the previous Circular 58/2020.

Mr. Pham Quoc Quan (Long Bien District, Hanoi) shared that he found it very convenient to register his identification number plate early. Especially, the number plate will be attached to the individual, so he will be more responsible when participating in traffic.
At the Vehicle Registration and Management Team No. 1 (Traffic Police Department of Hanoi City Police), the number of people coming to register new vehicles and complete procedures for license plates is also large. Many people decided to come to complete the procedures the day before so that early this morning (August 15) they could receive their identification plates.
Mr. Vu Hai Dang is the first person to be issued an identification plate at facility number 2 in Hanoi.

"Since August 14, I have completed the procedures on the Public Service Portal to come today to get a license plate according to the new Circular. The procedures are carried out quickly and conveniently for the people," said Mr. Hai Dang.
It is noted that on the first day of applying the new registration system and completely performing procedures on the Public Service Portal, there was network congestion and some minor errors.

Major General Le Xuan Duc - Deputy Director of the Traffic Police Department (Ministry of Public Security) said that implementing the direction of the leaders of the Ministry of Public Security to take people as the center of service, as a resource and driving force in ensuring traffic order and safety, Circular 24/2023 ensures 3 new points compared to the previous circular.
Firstly, each citizen has a personal identification number to be attached to their vehicle license plate. Thereby, enhancing the rights of vehicle owners, raising awareness when participating in traffic and serving well the state management work.
Second, people can register their vehicles at their place of residence (permanent or temporary). That is, anyone with a citizen ID card can register a vehicle.
Third, to reform administrative procedures and measure people's satisfaction, the Ministry of Public Security has digitized records. When people buy and sell, transfer ownership, there is electronic record data, and procedures are carried out quickly.

This Circular stipulates the records and procedures for granting and revoking registration and license plates of motor vehicles as prescribed in the Law on Road Traffic, including: First-time vehicle registration; registration of vehicle transfer and transfer; issuance and change of vehicle registration certificates and license plates; re-issuance of vehicle registration certificates and license plates; temporary vehicle registration; revocation of vehicle registration certificates and license plates; registration and issuance of license plates of vehicles winning at auction (hereinafter referred to as vehicle registration); instructions for handling some specific cases; forms, validity period of vehicle registration certificates, determination of year of manufacture of vehicles and license plates.
