Many innovations in all aspects of work
More than 94 years ago, on February 3, 1930, the Communist Party of Vietnam was born, marking a major historical turning point in the Vietnamese revolution. Right from its inception, our Party has paid attention to the work of organizing cadres, considering this an important task, deciding the strength of the Party.
On October 14, 1930, at the first conference of the Provisional Central Executive Committee in Hong Kong (China), the Party Central Committee decided to establish ministries, including the Organization Ministry (the predecessor of today's Central Organization Committee) to meet the requirements of the Party's organizational and personnel work. On February 2, 2002, the Party Central Committee Secretariat (9th tenure) agreed to take October 14 every year as the Traditional Day of the Party Building Organization Sector and Party Committees' organizational agencies at all levels.
In Hanoi, the process of building, developing and maturing the Party Organization and Building Sector is always closely linked to the glorious tradition of the City Party Committee. Especially since the beginning of the 17th Congress of the Hanoi Party Committee, the City Party Committee's Organization Board has chaired and coordinated with the City Party Committee and the Standing Committee of the City Party Committee to advise on many important issues.
Notably, the Organizing Committee of the City Party Committee has advised on the development of Resolution No. 04-NQ/TU dated May 31, 2021 of the Hanoi Party Committee on "Focusing on building and improving the quality of cadres at all levels for the 2020-2025 term and the following years"; Regulation No. 07-QD/TU dated November 17, 2021 of the City Party Committee on "Rotation, transfer, and conversion of positions of cadres, civil servants, and public employees of Hanoi City". Thereby, the work of organizing and building the Party is increasingly standardized, professionalized, ensuring clarity, ease of understanding, ease of implementation, substance, publicity, and transparency.
In addition, implementing the regulations of the City Party Committee, many localities have synchronously deployed the rotation of Party Committee Secretaries and Chairmen of People's Committees at the commune level. In the whole city, 28/30 Party Committee Secretaries at the district level and 21/30 Chairmen of People's Committees at the district level are not local people. 100% of districts, towns and cities have implemented this policy at the commune level. This has created a qualitative change in the leadership, direction and operation of political tasks at the local level.
At the same time, the Party Committee's Organizing Committee has taken the lead in advising on the application of software in the monthly evaluation of cadres, saving time and paperwork while ensuring connectivity and substance. The Committee also advised the Standing Committee of the Party Committee to amend and supplement 9 contents of the "Regulations on monthly evaluation and classification of cadres, civil servants, public employees, and contract workers in the political system of Hanoi City". The amendment helps to correctly identify the evaluation subject, enhancing the responsibility of the heads of Party committees and authorities.
In the third quarter of 2024, it advised to open 3 training courses for 420 comrades; 2 training courses for 62 officials of Vientiane Capital (Laos); 4 training courses for officials under the management of the Hanoi Party Committee Standing Committee studying in China for 40 comrades...
Notably, the Organizing Committee of the City Party Committee has advised the Standing Committee of the Hanoi City Party Committee to issue Directive No. 24-CT/TU, dated August 7, 2023, on strengthening discipline, discipline and responsibility in handling work in the political system of Hanoi City. After more than 1 year of implementing Directive No. 24-CT/TU, the leadership methods of the City Party Committee and Party committees at all levels have many innovations; leadership has focus and key points.
The implementation of Directive No. 24-CT/TU has also contributed to promoting administrative reform, enhancing the application of IT in performing tasks. Arousing widespread emulation movements among cadres, party members and people. Building and implementing many new, creative and effective models, improving the quality of service for people and businesses. The strict implementation of Directive No. 24-CT/TU also contributes to strengthening discipline and responsibility in handling work in the political system, strongly spreading the spirit of determination and closeness from the city to the grassroots, especially in solving difficult and pending tasks.
According to the report of the Hanoi Party Committee's Organization Board, in the first 9 months of 2024, the Party Building Organization Department of the city has closely followed the work program of the City Party Committee and Party committees at all levels, continued to improve the quality of advisory work; proactively and focused on synchronously and comprehensively implementing key and regular tasks.
By the end of September 2024, the whole city had established 85/90 party organizations (reaching 94.4%), admitted 746/903 new party members (reaching 82.6%), of which 6 new party members were business owners; established 570/550 political and social organizations with 52,997/35,000 union and association members. At the same time, focus on leading and directing the consolidation of weak party organizations, resolving complicated, pending and prolonged cases. Up to now, there are 20 party organizations that need to be consolidated (including 1 party organization monitored by the city, 19 party organizations monitored by the district level) belonging to 10 district and county party committees and 2 block party committees.
Regarding the work of organizing the grassroots party and party members, as of September 20, 2024, the whole city has admitted 9,133 party members (reaching 89.10% of the assigned target). Regarding the work of organizing and cadres, in the third quarter of 2024, 9 comrades were advised on the appointment and reappointment; 11 comrades were introduced for candidacy. The organizing committees advised on the appointment and reappointment of 181 comrades; 175 comrades were transferred and transferred; 49 comrades were completed at the grassroots party committee level...
Innovation in working methods, practices and styles
Promoting the tradition and achievements, in the coming time, the Party Organization and Construction Department of the City will focus on advising Party committees at all levels to organize conferences to disseminate and popularize new directives and guidelines of the Central Committee and the City Party Committee. The focus is on implementing Directive No. 35-CT/TW, dated June 14, 2024 of the Politburo on Party Congresses at all levels, towards the 14th National Congress of the Party; Plan No. 258-KH/TU dated July 15, 2024 of the Hanoi Party Committee on organizing Party Congresses at all levels towards the 18th City Party Congress and serving the activities of the Personnel Subcommittee. Focus on directing the successful organization of Party cell congresses under the grassroots Party committees, ensuring quality and progress according to plan.
In addition, along with continuing to urge the effective implementation of programs and resolutions of the Standing Committee of the City Party Committee, the entire sector continues to advise on perfecting institutions on organizational structure and staffing according to the Central's staffing targets; focusing on implementing and completing the targets for 2024 and the entire term.
The whole industry is interested in reviewing the groups of indicators on Party building work and completing them at the highest level in 2024 to contribute to completing the targets for the entire term. In addition, advising on organizing the work of summarizing the entire term's projects in the field of Party building to serve the construction of the documents of the 18th Congress of the Hanoi Party Committee. From there, prepare the directions and tasks for the period 2025 - 2030 in Party building work.
In addition, proactively participate in the documents of the Party Congress at your level. Focus on advising the Party Congress at all levels to ensure the time and plan set forth. Strengthen and consolidate weak grassroots Party organizations. Develop and implement the 2025 work plan on staffing and training and fostering cadres. Regularly innovate working methods, procedures, and styles; increase the application of information technology; improve work efficiency. The 94th anniversary of the Party Building Organization Sector’s Traditional Day is an opportunity for each cadre and party member of the sector to be proud of and review the glorious tradition, to deeply absorb the meaning and lessons learned in the work of Party building organization.
