In collaboration with all levels and sectors in the province, Hai Ha district is actively preparing to organize party congresses at all levels for the 2025-2030 term in accordance with the direction of the Central and the province.
Implementing Directive No. 35-CT/TW (dated June 14, 2024) of the Politburo, Plan No. 439-KH/TU (dated July 23, 2024) of the Provincial Party Committee on organizing Party congresses at all levels, towards the 16th Provincial Party Congress, term 2025-2030, Hai Ha District Party Committee issued Plan No. 338-KH/HU (dated August 5, 2024) for implementation, with the participation of the entire political system. The District Party Committee identified this as an important political task, requiring Party committees at all levels to lead, direct, and organize implementation in accordance with the Party's regulations and principles, especially the principle of democratic centralism, fully promoting the authority and responsibility of Party committees, Party organizations, and heads of Party committees at all levels.
One of the key tasks that Party committees and organizations at all levels in the district are focusing on is developing documents to submit to the congress and personnel to serve the congress. For documents to be submitted to the congress, the branches and affiliated Party committees are closely following the instructions of the superiors, drafting detailed outlines, unifying the layout and presentation methods, ensuring a comprehensive, objective and honest assessment of the situation and results achieved, especially assessing the achievements of the 40-year renovation process of the locality, agencies and units; advantages, disadvantages, limitations, causes and lessons learned; absorbing the guiding viewpoints, policies and major orientations in the draft documents of the 14th National Party Congress, setting out directions, goals, targets, tasks and feasible solutions for the 2025-2030 term.
Comrade Nguyen Tien Duc, Party Secretary and Chairman of the People's Council of Quang Ha town, said: Following the direction of the superiors, the town Party Committee has developed a plan to organize and implement the Party Congresses at all levels for the 2025-2030 term. The local Document Subcommittee is focusing on evaluating and reviewing the targets set for the 2020-2025 term, and finding solutions to implement the missing and weak targets and objectives. The town's guiding viewpoint is that the Political Report must fully and clearly demonstrate the implementation results, absolutely not missing the targets set for the 2020-2025 term, serving as a basis for drafting a resolution for the next term.
Regarding personnel work, closely following the direction of the superiors, Hai Ha District Party Committee focuses on reviewing and evaluating the staff in the planning, ensuring the structure, composition, and age in the spirit of valuing quality, not lowering standards for the sake of structure. This work is harmoniously combined between local human resources and the mobilization and rotation of staff from other places.
Comrade Tran Duc Dung, Head of the District Party Committee's Organization Board, said: From the review and assessment of personnel work of agencies, units, and localities, if any unit has a Party Committee structure but has not prepared personnel on site, the immediate superior Party Committee will consider and transfer personnel from other places who meet the standards, conditions, and requirements of the political tasks of the locality or unit to introduce, appoint to join the Party Committee or supplement after the congress.
In the 2025-2030 term, the district will focus on prioritizing promising young cadres, ensuring the ratio, structure and composition. In particular, strive to achieve the ratio of female Party Committee members at all levels of 15% or more and have female cadres in the Standing Committee; strive to have the ratio of young cadres (under 42 years old for the district level; under 40 years old for the commune level) of 10% or more (including the entire term); the ratio of Party Committee members who are ethnic minorities must be consistent with the characteristics, ethnic structure and specific conditions of each locality, agency and unit. Special attention must be paid to directing the innovation of no less than 1/3 of the total number of Party Committee members in each term.
From the implemented measures, Hai Ha district aims for a Party Congress with many innovations in terms of ideology, orientation, strategy and staff, thereby meeting the requirements of the innovation and development process of the locality and the province.
