Kinhtedothi - The Hanoi People's Committee has issued Plan No. 343/KH-UBND on organizing emulation movements to celebrate major holidays, welcome Party Congresses at all levels, towards the 18th Hanoi Party Congress and the 14th National Party Congress.
The focus of the emulation movements is to promote propaganda about the results and achievements in the past term in implementing the Resolution of the 17th City Party Congress, especially the results of implementing 10 work programs; 5 orientations, key tasks and 3 breakthroughs of the Hanoi Party Committee for the 2020 - 2025 term.
The emulation movements aim to propagate major viewpoints, policies, and orientations; key tasks, breakthroughs, and solutions for building and developing the Capital in the coming term; propagate the results of Party congresses at all levels, congresses of Party committees under the City Party Committee, and the preparation program for the 18th City Party Congress.
Promote patriotic emulation movements in all fields of socio-economy, national defense and security, and strive with the highest determination to exceed the targets and tasks of socio-economic development in 2025 and the 5-year plan (2020 - 2025) according to the Resolution of the 17th Hanoi Party Congress.
Focus on thoroughly grasping and concretizing the guiding documents of the Central and the city on Party building and political system building; resolutely implementing key tasks and strategic tasks related to the development of the capital; in particular, directing the resolute implementation of tasks in Resolution No. 15-NQ/TU dated May 5, 2022 of the Politburo on the direction and tasks of developing the capital Hanoi to 2030, with a vision to 2045...
At the same time, propose effective solutions and measures so that emulation movements can truly promote the spirit of dynamism, creativity, daring to think, daring to do, daring to take responsibility for the common tasks of each Party organization, each cadre, Party member, civil servant, and public employee in the city's political system, in conjunction with the implementation of Directive No. 24-CT/TU dated August 7, 2023 of the Standing Committee of the City Party Committee on strengthening discipline, discipline and responsibility for handling work in the political system of Hanoi City; promoting administrative reform; streamlining the apparatus, operating effectively and efficiently; strengthening discipline, administrative discipline, strictly implementing the civil servant and public service regime, responsibility to serve the people of the team of civil servants and public employees; enhancing the responsibility of leaders, applying information technology, and implementing digital transformation.
Directing the effective implementation of key emulation movements launched by the Central and the city, such as: "The whole country joins hands to build new rural areas", "For the poor - No one is left behind", "Cadres, civil servants, public employees, and workers compete to practice office and public culture", "Capital enterprises integrate and develop", "Food safety", "Administrative reform", "Capital initiatives and creativity", "Promoting the development of synchronous and modern infrastructure; Practicing thrift and combating waste in the city in the period of 2022 - 2025", "Implementing the transition of public service units to financial autonomy in Hanoi in the period of 2022 - 2025", competing to carry out site clearance for resettlement to speed up the progress of the investment project to build Ring Road 4 - Hanoi Capital Region, "Competing to perform well the tasks of urban order and civilization, ensuring traffic safety, managing roads and sidewalks", deploying emulation to effectively implement the Law on the Capital.
The subjects of the emulation include: Vietnam Fatherland Front Committee and socio-political organizations of the city; departments, branches, sectors; districts, towns, units of the city; relevant agencies, units and collectives of the above agencies and units; cadres, civil servants, public employees, and workers of the above agencies and units.
The competition period consists of two phases. Phase 1, from the date of issuance of this plan to the 18th Congress of the Hanoi Party Committee; Phase 2, until the 14th National Congress of the Party.
The City People's Committee will reward collectives and individuals with outstanding achievements in implementing emulation movements.
