On the morning of November 27, General Secretary To Lam worked with the Standing Committee of the Hanoi Party Committee to listen to a report on the results of Party building, political system, socio-economic development, national defense and security, and foreign affairs of the city in 2024 and the plan for 2025, period 2025 - 2030.

Concluding the meeting, General Secretary To Lam expressed his joy at working with leaders of the Party, State and a number of central ministries and branches with the Standing Committee of the Hanoi Party Committee and key officials of Hanoi.
General Secretary To Lam highly appreciated the results that Hanoi has achieved, especially the spirit of solidarity and unity of the Party Committee, government and people, overcoming all difficulties, resolutely implementing 3 strategic breakthroughs associated with synchronous deployment of socio-economic development goals and tasks. Up to now, the set tasks have been basically completed, expected to complete 20/24 targets, of which 6 targets exceeded the plan (total export turnover growth rate reached 11% - plan was 5%; health insurance coverage rate reached 95.25% - plan was 94.5%; rate of employees participating in compulsory social insurance reached 46% - plan was 45%; rate of employees participating in voluntary social insurance reached 2.9% - plan was 2.5%; rate of subjects participating in unemployment insurance reached 44.2% - plan was 40%; reduced 490 poor households - plan was 380 households).
According to the General Secretary, the capital is increasingly prosperous, the prestige of Party committees and authorities at all levels among the people is increasingly enhanced. Hanoi has also implemented the policies of the Central Committee very quickly and drastically, creating a premise for strong development in the new development period. The city's Party Committee has been doing a good job of preparing for the Congresses at all levels. "The work of preparing for the Congress has been well prepared by all levels, I believe the city will successfully organize the Party Congresses at all levels" - the General Secretary emphasized.
Reviewing the key tasks that the city has been implementing, namely planning, public transport, environment, water treatment, waste treatment, air... The General Secretary emphasized that this is also an issue that the people are interested in and desire, so Hanoi needs to do better.
Promote digital transformation and spread it to every citizen
Promoting the results achieved, the General Secretary suggested that the city learn from the experiences of cities that have been successful in handling environmental pollution. The city needs to focus on improving environmental protection issues, overcoming pollution from car and motorbike emissions to build a green, clean, civilized and modern capital.
General Secretary To Lam also suggested that the city focus on accelerating the implementation of large projects to support business development, avoiding the situation of slow project implementation causing great waste of land and directly affecting the development of businesses. Along with that, it is necessary to focus on renovating old apartment buildings, preparing social housing and resettlement housing to serve the work of site clearance for the implementation of large projects of the Central and the city. During the implementation process, it is necessary to carefully calculate when making plans, ensuring a long-term vision, avoiding the situation of resettlement houses and social housing that have just been built for a short time having to be demolished, causing a huge waste of resources.
Acknowledging Hanoi's outstanding achievements in developing healthcare and education, increasingly meeting the needs of the people, General Secretary To Lam also hoped that in the coming time, the city will continue to do a better job of taking care of people's health so that students can study in smart, modern schools; and people will receive increasingly high-quality healthcare.
Emphasizing that in recent times, Hanoi has done well in developing culture and tourism, General Secretary To Lam also hopes that in the coming time, Hanoi will have a more systematic direction to develop its tourism potential and advantages, especially promoting the values of the Thang Long Imperial Citadel Relic Site in the spirit of Hanoi taking the lead in implementation with the active participation and support of central departments and agencies, and the wholehearted support of UNESCO.
Along with focusing on promoting the inner-city traffic system and developing bridges across the Red River to reduce current traffic pressure, the General Secretary also hopes that the city will continue to promote digital transformation, spreading this process to each citizen, to create the premise for building a digital society and digital citizens...
Appreciating Hanoi's breakthrough proposals and recommendations related to socio-economic development, General Secretary To Lam also hoped that Hanoi would continue to pay attention to investing in overcoming environmental pollution, maintaining and promoting the value of rivers, including the Red River and To Lich River; thoroughly treating all wastewater in the city; and recalculating the waste collection and treatment plan to ensure people's health and reduce the difficulties and hardships for environmental workers.
According to General Secretary To Lam, developing the West Lake area of the capital is the right direction because this area is the connection point with Dong Anh. At the same time, it promotes the development of both banks of the Red River.
The General Secretary suggested that, immediately after the meeting with the Standing Committee of the Hanoi Party Committee, the Government, ministries and branches should also focus on resolving as soon as possible all difficulties of the capital in the fields of planning, land, environment, etc. so that Hanoi can maximize its inherent potential and develop commensurate with the role and position of the capital.
