On the morning of January 11, the Ministry of Planning and Investment (MPI) held a conference to review the work in 2023 and deploy tasks for 2024. Prime Minister Pham Minh Chinh attended and delivered a speech.
Surpassing innovation and entrepreneurship
Speaking at the conference, Prime Minister Pham Minh Chinh expressed his impression of the atmosphere of innovation, confidence, bravery and aspiration to rise up with the country of the science and technology sector at the conference, creating motivation and inspiration with the belief that 2024 will achieve better results than 2023.
According to the Prime Minister, among the country's overall results and achievements in 2023, it is impossible not to mention the contributions of the industry, the Ministry of Planning and Investment - the general staff agency with a particularly important position and role; including silent contributions but with great impact, high spread, and long-term effectiveness.
The Prime Minister assessed that in 2023, the Science and Technology sector had successfully completed a large amount of comprehensive work in all areas according to its functions, tasks, and powers, closely and effectively coordinating with relevant levels, sectors, agencies, units, and international partners.

First of all, the industry has continued the tradition, promoted achievements through generations, constantly made efforts, tried to rise up, especially the spirit of catching up, progressing together and surpassing in innovation and entrepreneurship.
“Overcoming yourself is very difficult, but you have done it and I am sure you will do even better,” said the Prime Minister.
The Head of Government emphasized that planning work has had a clear change in thinking and action, meeting progress and quality requirements, with new thinking, new vision, new opportunities, and bringing new values.
Planning is difficult, requiring innovative thinking, strategic vision, identifying and maximizing the potential differences, outstanding opportunities, competitive advantages, and resolving difficulties and challenges of the country and localities. “2023 can be considered the year of planning,” the Prime Minister assessed.
In addition to the achieved results, the work of the Science and Technology sector still has some shortcomings, limitations and causes. According to the Prime Minister, 2024 is a breakthrough year, of special significance in successfully implementing the 5-year Plan 2021-2025.
The Ministry of Planning and Investment needs to perform well its assigned duties and tasks, maximize its role as a general staff agency, promote the achieved results, not be complacent, complacent, subjective, negligent, prepare its mindset, respond with policies and resources with the forecast that the situation will continue to be difficult and may be more difficult in 2023, and work more actively, strongly, and effectively in 2024.

Regarding specific tasks, the Prime Minister requested to closely follow the conclusions and resolutions of the Central Committee, the National Assembly, and the Government, and concretize them to implement specific goals and tasks in 2024 with the theme: "Discipline, responsibility, proactiveness, timely, accelerating innovation, sustainable efficiency" in the spirit of "Year of determination", with a number of key tasks.
In particular, continue to make more efforts in planning and macroeconomic coordination. Closely coordinate with ministries and branches in macroeconomic coordination.
Perfecting institutions, mechanisms and policies to resolutely, synchronously and effectively implement the three strategic breakthroughs (institutions, infrastructure, human resources); mobilizing and effectively using resources for investment in national development, especially policies for innovation. Because resources originate from thinking, motivation originates from innovation, strength originates from the people.
Focus on effectively and substantially restructuring the economy in conjunction with growth model innovation, research, consulting on implementation, and promoting new economic models and sectors, such as semiconductors, hydrogen, renewable energy, green transformation, digital transformation, circular economy, sharing economy, etc. The Prime Minister noted that the task of training high-quality human resources for the semiconductor industry should be well done.
Accelerate national digital transformation; promote administrative procedure reform, improve the investment and business environment, increase publicity and transparency. Promote decentralization, decentralization, combat the "request-grant" mechanism along with appropriate resource allocation, improve enforcement capacity and strengthen inspection and supervision.
